The Cabinet and the Administrative Team also had the opportunity to review the proposed policy changes and provide comments. Nikki Johnson, Board Treasurer, will give recommendation for treasurer’s report subject to audit. The Board Treasurer and Director of Finance and Operations meet once a month to review the previous month’s financial activity. Reports that are reviewed are the treasurer’s report, payment registers, and employee reimbursement report.

Therefore the Director of Finance and Operations recommends the following resolution:
Minnesota Statues 12B.02, Subd. 6 provides: "The board may receive, for the benefit of the district, bequests, donations, or gifts for any proper purpose and apply the same to the purpose designated. In that behalf, the board may act as trustee of any trust created for the benefit of the district, or for the benefit of pupils thereof, including trusts created to provide pupils of the district with advanced education after completion of high school, in the advancement of education."; and

School Board Policy 706 establishes guidelines for the acceptance of gifts/donations to the District; and

Minnesota Statute 465.03 provides: "Any city, county, school district or town may accept a grant or devise of real or personal property and maintain such property for the benefit of its citizens in accordance with the terms prescribed by the donor. Nothing herein shall authorize such acceptance or use for religious or sectarian purposes. Every such acceptance shall be by resolution of the governing body adopted by a two-thirds majority of its members, expressing such terms in full."; and

XIII.B. Truth in Taxation Meeting Date

Description:
We would like to hold a Truth in Taxation meeting on December 17, 2026, at 6 p.m. at the Education Services Center. We will present property tax levy and budget information at this meeting, with time for the public to comment and ask questions. The December Regular Board meeting will follow Truth in Taxation, and at that time, the final property tax levy will be recommended for approval.

XIII.C. Preliminary 2026 Payable 2027 Property Tax Levy

Description:
The proposed preliminary 2026 payable 2027 property tax levy will be presented at the September 17 board meeting. Minnesota school districts are required by state law to certify their proposed preliminary property tax levy to the County Auditor by October 1 to project the payable 2027 property taxes for residents of the school district. Final property tax levy and budget information will then be presented at a truth-in-taxation meeting held sometime between November 24th and December 28th. The School Board will be asked to certify the final payable 2026 property tax levy during the December 17, 2026 School Board meeting.

There will continue to be updates to the MN Department of Education levy information system through the upcoming months, so there may be changes to the preliminary property tax levy. Because there may still be changes, it is recommended that the preliminary property tax levy be approved at the maximum. School Boards are authorized to approve preliminary levies at the maximum instead of a specific dollar amount. The preliminary levy certified to the county by September 30 is the maximum set for the levy, so the final levy certified in December cannot be greater than the preliminary levy.

Based on competitive pricing, we are recommending XXX as the lowest responsible bidder for our Cambridge and Isanti locations.

Superintendent Rudolph and Cambridge-Isanti Schools Policy Review Committee met and discussed a comparison between our current policy and MSBA's model policy for reference. Cabinet and the Administrative Team also had the opportunity to review the proposed policy changes and provide comments. Upon consideration, the Policy Review Committee is recommending the Board approve these policies with modifications made in the attached policies.
