The attached policies have been reviewed by the policy committee and are being presented for a first reading. The revisions summary is also attached. Note: Several policies have technical updates only, do not require formal Board approval, and are noted here for information only. Minor updates were made to references, resources, and citations. The policy committee recommends staff make these changes.

Description:
If desired, items may be removed from the consent agenda by request by an individual school board member for independent consideration.  A request is timely if made prior to the vote on the consent agenda.  The request does not require a second or a vote by the school board.  An item removed from the consent agenda will then be discussed and acted on separately immediately following the consideration of the consent agenda.

Roll call vote is required as the consent agenda contains the personnel report.

IX.A. 2027-2028 School Calendar (High Quality Teaching and Learning)
Description:
The school calendar shall be adopted by the school board each year.  It shall meet all provisions of Minnesota statutes pertaining to a minimum number of school days and other provisions of law.  The school calendar shall establish student days, workshop days for staff, provide for emergency closings and other information related to students, staff, and parents.  Each year, our annual calendar is put together by a committee of faculty and administrators. (Policy 602)

Attached is the 2027-2028 school year calendar the Board is being asked to consider for approval.

IX.B. Revised 2026-2027 School Calendar (High Quality Teaching & Learning)
Description:
The 2026-2027 school calendar was approved by the Board in March 2025. The school calendar establishes student days, workshop days for staff, provides for emergency closings and other information related to students, staff, and parents.  

The Board is being asked to consider revisions to the 2026-2027 school year calendar. 
  1. February 12: Add professional development day for grades 6-12 (was previously "No School Grades K-5, Conferences")
  2. April 30: non-student day for grades 9-12 to accommodate OHS hosting the Big 9 Music festival
  3. June 4: Early release day for grades 9-12 to accommodate graduation rehearsal
Attached is the proposed revised 2026-2027 school year calendar the Board is being asked to consider for approval.

Description:
School District and the Owatonna Nutrition Services Staff representatives reached a tentative agreement for the 2025-2027 school year on March 10, 2026.  The Board has received in its previous correspondence a summary sheet of the proposed salary/benefits and language changes.

IX.G. Ratification of the 2025-2027 Tentative Agreement with Owatonna Principals' Association
Description:
School District and the Owatonna Principal representatives reached a tentative agreement on a collective bargaining agreement for the 2025-2027 school year on March 2, 2026.  The Principals’ Association ratified the tentative agreement on March 12, 2026.  The Board has received in its previous correspondence a summary sheet of the proposed salary/benefits and language changes.

IX.H. Ratification of the 2025-2027 Tentative Agreement with Owatonna Educational Support Staff (Health Office Nurses)
Description:
School District and the Owatonna Educational Support Staff-Health Office Nurses representatives reached a tentative agreement on a collective bargaining agreement for the 2025-2027 school year on March 17, 2026.  The Owatonna Educational Support Staff-Health Office Nurses ratified the tentative agreement on March 18, 2026.  The Board has received in its previous correspondence a summary sheet of the proposed salary/benefits and language changes.

IX.I. Compensation and Benefits with Individual Director/Supervisor (Non-Cabinet) Employees
Description:
The District has 10 employees that are not associated with any collective bargaining group recognized by the Bureau of Mediation Services. The Director of Human Resources and Director of Finance have worked closely together in developing a compensation plan for these positions. Salaries for the Director/Supervisor level positions are influenced by a market analysis of our districts with similar demographics, inflation, market competition, and individual responsibilities. The Board has received in its previous correspondence a summary sheet of the proposed salary/benefits and employee guideline changes.

IX.J. Gifts to the District
Description:

Policy 706 establishes guidelines for the acceptance of gifts to the District.  As specified by Minnesota Statute 465.03, the School Board may accept a gift, grant, or property only by the adoption of a resolution approved by two-thirds of its members. Any gifts accepted of more than nominal value (more than $5), shall become property of the District (Policy 421).

The gifts are listed on the attached resolution.
