I.D.2) Public Relations and Communications Service Addendum: On May 18, 2022, the Board of Education approved a three-year public relations and communications service agreement with Ingham ISD in an amount not to exceed $65,175 each consecutive school year of the agreement. Due to increased communication support at Eaton RESA for CTE Teacher Recruitment and Retention, MILearner Wallet, and Future Farmers of America, the Superintendent is requesting authorization from the Board to execute an Addendum of the Communications Agreement for an additional $30,000 each consecutive school year, increasing the total agreement in an amount not to exceed $95,175 for 2023-24 and 2024-25.

I.D.3) Countywide K-12 Career Tree Implementation: TFS Results is the sole source vendor for Career Trees and licensing. Vlad Lebedintsev, Assistant Superintendent for Career & Technical Education, is requesting Board approval to 1) waive the bid requirement as specified in Board policy 6320; 2) approve TFS Results as the sole source vendor; and 3) approve the purchase of Career Trees and licensing for countywide implementation at Charlotte, Eaton Rapids, Grand Ledge, Maple Valley, Potterville, and the Career Preparation Center in an amount not to exceed $48,258. The cost of these materials is covered by 61i grant funds.

I.D.4) Conflict of Interest Request: Amy Lowrie, Director of Related Services & Early On, supervises the Speech-Language Pathologists in all five districts. She is a licensed Speech-Language Pathologist. She is requesting Board approval, as per Board Policy 1130, to continue working outside of her current administrator role and work schedule at Eaton RESA, as a Speech-Language Pathologist, subcontracting evaluation and treatment services through a local private practice, Connections Speech and Language Center (Tara Mahaney, LLC), located in Delta Township. While the practice is within the Eaton RESA service area, she does not accept clients who are residents of Eaton County or enrolled in Eaton County School Districts. This subcontractor work would not exceed 40 hours per month, with compensation at $32 per half hour therapy session, $50 per one hour therapy session, and $100 per evaluation. The Board granted this request the last three years, and she is requesting to continue this arrangement with no end date.

I.D.5) New Part-Time Substitute Coordinator Position: Kelly Hager, Assistant Superintendent for Special Education, is requesting that the Board approve a new part-time substitute coordinator position beginning with the 2024-25 school year. This position will be responsible for finding coverage for teachers and paraprofessionals for the Great Start Readiness Program (GSRP) and Meadowview School. It is approximately two hours per day for a total of ten hours per week. Some evening and early morning work is required.

I.D.6) Increase in FTE for Early On: Kelly Hager, Assistant Superintendent for Special Education, is requesting that the Board approve the increase of a 1.0 FTE Early Childhood Special Education (ECSE) Teacher. The caseload and workload in Early On has been consistently high for the past year and this increase in FTE will allow the program to manage caseload numbers more effectively and improve service provision for families. This position will be 100% covered by State School Aid Section 54d funds after a grant modification was approved on March 25, 2024.

I.D.7) 2023-24 Agreement Addendum for Contracted Board Certified Behavior Analyst (BCBA) Services: Kelly Hager, Assistant Superintendent for Special Education, is requesting that the Board authorize the Superintendent to execute an addendum to the agreement with Behavioral Academics, for an additional $22,000, increasing the total agreement in an amount not to exceed $50,000. This addendum is needed due to increased student needs at Meadowview School for the remainder of the 2023-24 school year.

I.E.1) 2024-2025 Eaton RESA Proposed Budgets: Based on statutory requirements, Eaton RESA must provide its proposed general education and vocational education budgets to local district Boards of Education annually for review and a resolution either to approve or disapprove each of these Eaton RESA budgets. Tina Monroe, Executive Director of Finance & Operations, and Dr. Sean Williams, Superintendent, will provide the Board with information on the proposed 2024-2025 budgets for general education, vocational education, and special education that will be shared with local districts to pass needed Board resolutions by June 1, 2024.

I.E.2) 2023-2024 Annual Review of Probationary Teachers: Based on Board policy and MCL 38.83 and 380.1249, the Superintendent is providing the Board with a written summary and review of the status of each probationary teacher currently employed by the District. Given the performance of the probationary teachers listed during 2023-2024, the following two teachers will continue in probationary status for 2024-25: Elizabeth Buchhop-Siler and Alexandra Leppek. One teacher, Tiffany Lyon, has successfully completed her probationary period and gained tenure status.
