L.4. Approve School Bus Emergency Evacuation Drill Statement
RESOLVED that the Holland Township Board of Education accepts the following statement for the School Bus Emergency Evacuation Drill as per 6A:27-11.2; WHEREAS, on Wednesday, April 22, 2026 with a raindate of Thursday, April 23, 2026 the Holland Township School will perform a school bus emergency evacuation drill for all bus routes. The drill will be held at approximately 2:20 pm for both the elementary school students and the middle school students (walkers will be included) in the front of the school in the bus unloading area. |

L.5. Approve 8th Grade Graduation
RESOLVED that upon the recommendation of the Superintendent the Holland Township Board of Education approves Monday, June 8, 2026 with Tuesday, June 9, 2026 as the Raindate for the 8th Grade graduation. The graduation ceremony will be held at Delaware Valley High School outside the stadium. |

FURTHER RESOLVED Employee #1701 will utilize her sick time (until physician's clearance), accumulated family illness and personal days and then utilize 12 weeks (NJFLA). FURTHER RESOLVED Employee #1701 will extend to unpaid leave until May 28, 2027 with a return to work day of May 31, 2027. |

O.1. ADOPTION OF THE TENTATIVE BUDGET FOR SCHOOL YEAR 2026-2027
WHEREAS, the Superintendent of Schools recommends to the Holland Township Board of Education, to adopt the district’s tentative 2026-2027 budget; and WHEREAS, upon the adoption of the district’s tentative 2026-2027 budget, administration will provide to the New Jersey Department of Education the district’s tentative 2026-2027 budget and supporting documentation as required by the Commissioner of Education to the Executive County Superintendent of Schools for their review and approval; and WHEREAS, the district’s tentative 2026-2027 budget was prepared to be consistent with the New Jersey Quality Single Accountability Continuum (NJQSAC) focusing on quality performance indicators in all five areas of school district effectiveness; Operations Management, Instruction and Program, Fiscal Management, Personnel and Governance; and WHEREAS, the district’s tentative 2026-2027 budget was prepared consistent with the district’s Finance Policy 6220 addressing budget preparation, with primary consideration given to educational priorities identified by the Superintendent of Schools; and WHEREAS, the district’s tentative 2026-2027 budget is designed to carry out the educational plan in a thorough and efficient manner, to maintain school district facilities, and to honor continuing obligations of the district; and WHEREAS, the district’s tentative 2026-2027 budget evolved primarily from the needs of the schools as expressed by the Superintendent of School, the School Business Administrator, the Principal, the Information Technology Manager, and Supervisor of Building & Grounds, and is compatible with approved district plans; and WHEREAS, the tentative 2026-2027 budget was constructed consistent with the School Funding Reform Act of 2008, under which a district could apply for some tax levy adjustments to cover extraordinary conditions such as, for health benefit cost increase above two (2) percent; an enrollment adjustment, and banked cap, the results which could increase local taxes above the two (2) percent cap; and WHEREAS, the tentative 2026-2027 budget includes an application for a health care adjustment for increased cost of health benefits in the amount of $319,527 of which $271,472 will be used in tax levy to support the 2026/2027 budget and $48,055 will be banked for use in future years; and WHEREAS, the tentative 2026-2027 budget does not include the use of an enrollment adjustment to offset the various costs associated with the increase of students to the district; and WHEREAS, the tentative 2026-2027 budget does not include the use of previously banked cap, and acknowledges that by not using banked cap $130,685 will expire and $873,922 will continue to be available for future budget years; and WHEREAS, the following diagram provides a breakdown of the 2026-2027 budget by fund: General Fund: $13,213,175/Local Tax Levy: $11,347,600 Special Revenue Fund: $1,464,447/Local Tax Levy: $0 Total Base Budget: $14,677,622/Local Tax Levy: $11,347,600 NOW, THEREFORE BE IT RESOLVED, upon the recommendation of the Superintendent, that the Holland Township Board of Education approves the tentative budget for the 2026-2027 school year using the 2026-2027 state aid figures and the Secretary to the Board of Education be authorized to submit to the Executive County Superintendent for approval in accordance with N.J.S.A.18A:7F-5 and 18A:7F-6; and |

O.2. Award Contract to Turn Key Technologies

RESOLVED, upon the recommendation of the Superintendent, the Holland Township Board of Education approves an agreement with the Frenchtown Board of Education to provide LDTC Services effective March 1, 2026, through June 30, 2026. (Service Provider), Bethlehem, PA to provide 2Gbps (2000Mbps) Internet Bandwidth with 1Gbps (1000Mbps) point to point transfer for Alexandria Township School District, Holland Township School District, Kingwood Township School District and 100Mbp point to point transfer for Frenchtown Elementary School District and Milford Public School at a monthly cost of $4,300.00.

O.1. ADOPTION OF THE TENTATIVE BUDGET FOR SCHOOL YEAR 2026-2027
WHEREAS, the Superintendent of Schools recommends to the Holland Township Board of Education, to adopt the district’s tentative 2026-2027 budget; and WHEREAS, upon the adoption of the district’s tentative 2026-2027 budget, administration will provide to the New Jersey Department of Education the district’s tentative 2026-2027 budget and supporting documentation as required by the Commissioner of Education to the Executive County Superintendent of Schools for their review and approval; and WHEREAS, the district’s tentative 2026-2027 budget was prepared to be consistent with the New Jersey Quality Single Accountability Continuum (NJQSAC) focusing on quality performance indicators in all five areas of school district effectiveness; Operations Management, Instruction and Program, Fiscal Management, Personnel and Governance; and WHEREAS, the district’s tentative 2026-2027 budget was prepared consistent with the district’s Finance Policy 6220 addressing budget preparation, with primary consideration given to educational priorities identified by the Superintendent of Schools; and WHEREAS, the district’s tentative 2026-2027 budget is designed to carry out the educational plan in a thorough and efficient manner, to maintain school district facilities, and to honor continuing obligations of the district; and WHEREAS, the district’s tentative 2026-2027 budget evolved primarily from the needs of the schools as expressed by the Superintendent of School, the School Business Administrator, the Principal, the Information Technology Manager, and Supervisor of Building & Grounds, and is compatible with approved district plans; and WHEREAS, the tentative 2026-2027 budget was constructed consistent with the School Funding Reform Act of 2008, under which a district could apply for some tax levy adjustments to cover extraordinary conditions such as, for health benefit cost increase above two (2) percent; an enrollment adjustment, and banked cap, the results which could increase local taxes above the two (2) percent cap; and WHEREAS, the tentative 2026-2027 budget includes an application for a health care adjustment for increased cost of health benefits in the amount of $319,527 of which $271,472 will be used in tax levy to support the 2026/2027 budget and $48,055 will be banked for use in future years; and WHEREAS, the tentative 2026-2027 budget does not include the use of an enrollment adjustment to offset the various costs associated with the increase of students to the district; and WHEREAS, the tentative 2026-2027 budget does not include the use of previously banked cap, and acknowledges that by not using banked cap $130,685 will expire and $873,922 will continue to be available for future budget years; and WHEREAS, the following diagram provides a breakdown of the 2026-2027 budget by fund: General Fund: $13,213,175/Local Tax Levy: $11,347,600 Special Revenue Fund: $1,464,447/Local Tax Levy: $0 Total Base Budget: $14,677,622/Local Tax Levy: $11,347,600 NOW, THEREFORE BE IT RESOLVED, upon the recommendation of the Superintendent, that the Holland Township Board of Education approves the tentative budget for the 2026-2027 school year using the 2026-2027 state aid figures and the Secretary to the Board of Education be authorized to submit to the Executive County Superintendent for approval in accordance with N.J.S.A.18A:7F-5 and 18A:7F-6; and |
