Description:
Board member Doug Schwartz was re-elected at the spring election held April 7, 2026, and officially took office on the fourth Monday in April. The Board must elect officers to serve for the forthcoming year and determine committee assignments.

Description:
Section 120.05(1)(c) of the WI State Statutes notes that in the case of a school board with more than 3 members, the school board shall annually elect a school district president, vice president, treasurer, and clerk from among its members at a school board meeting held on or within 30 days after the 4th Monday in April. The election of board officers can be made by a verbal vote or by paper ballot. The 2025-26 board officers were: President - Schoenfeld; Vice President - Purtell; Treasurer - Datka; Clerk - Schwartz; Director - Beck.

6.B. Board Committee Assignments

Description:
Annually, the Board President assigns board members to the various existing committees. Board members may wish to discuss the committee assignments. The previous committee assignments for the 2025-26 school year were as follows.

6.C. 2026-2027 Board Meeting Dates
|

|
Description:
Board Policy 0164.1 Regular Meetings states that the Board shall hold a meeting at least once each month on a date and at a time and place determined annually by a resolution of the Board. Attached is a list of proposed board meeting dates for the upcoming school year, which follows the established schedule of the third Monday each month with a few exceptions to avoid conflicts with holidays and spring break.

6.D. Board Representative - CESA 2 Delegate Convention (June, 2025)
|

|
Description:
Annually, the Board is required by statute to appoint a member as its representative at the annual CESA 2 Delegate Convention held in June. The 2026 meeting is scheduled for 7:00 p.m. on Tuesday, June 16 at the CESA 2 offices at 1221 Innovation Drive, Whitewater, WI.

Each year, the District is required to appoint a board member and an alternate to serve as representatives at the 2027 Delegate Assembly held annually in conjunction with the WASB State Education Convention in January. 7.I. Open Enrollment Applications 2025-26 SY
|
|
|
Description:
The Board will consider approval of open enrollment applications for the 2024-25 school year in accordance with Wisconsin Department of Public Instruction (DPI) rules. The open enrollment window has officially closed. Waterford Union High School received 55 open enrollment "in" applications—double the number from the previous year—indicating growing interest from families outside the district. Additionally, 11 students applied to open enroll out of the district. Approval of these applications formalizes the district’s participation in the state’s open enrollment program and ensures compliance with statutory timelines and reporting requirements.

7.J. DPI Special Education Policies and Procedures Manual, and Model Forms
|

Description:
Annually, the Board is required to adopt the Wisconsin Department of Public Instruction (DPI) Special Education Policies and Procedures Manual, along with the accompanying Special Education Model Forms. These documents ensure the District remains in compliance with state and federal special education laws and regulations, including IDEA requirements. The manual and forms outline consistent procedures for referral, evaluation, eligibility, and service delivery for students with disabilities. Adoption affirms the District’s commitment to providing equitable and legally compliant educational services to all eligible students.

At this time the board would like to invite any member of the audience to stand with comments about items of interest or concern that do or do not appear on the agenda this evening. Please begin by stating your name and address. Description:
Jason Meekma, Focus on Community, will provide an overview of Waterford Union High School’s Developmental Assets results, highlighting key areas where students are showing strong supports and strengths, including family connections, empowerment, and overall support. We will also identify areas that may need additional attention, such as commitment to learning, positive identity, constructive use of time, and the shift in substance-use risk factors among older students. The discussion will conclude with early action items focused on building protective factors, strengthening student voice, and helping school and community partners turn the data into practical next steps

|

|
Description:
Our school nurse has requested that the District's emergency medication policy be revised to include language specific to the administration of a bronchodilator (rescue inhaler). Neola advises that if the board adopts this option, it must adopt a school plan with the approval of a physician, an advanced practice nurse prescriber, or a physician assistant. A copy of the revised policy and supporting documents from the school nurse are provided for board consideration.

Description:
Our dual credit numbers with Gateway look great on paper, but four of the top five classes are business and hospitality — the trades and technical programs that make Gateway a technical college are barely on our list. Woods, electrical, HVAC, automotive, manufacturing, and IT are the obvious gaps, and they're also where students earn the credentials that lead straight to a career. I'd like us to work with Gateway on adding two or three technical pathways next year and to get course-level data so we know where to push first.

13.A. Board Member Candidate Selection
|
|
|
Description:
According to Wisconsin Statute Chapter 17.26, the school board is responsible for appointing a replacement to fill the vacancy created by board member Beck's resignation. This appointee will serve until a successor is elected at the 2027 Spring Election and takes office on April 26, 2027. Specifically, the appointee’s term will conclude on the Sunday immediately preceding the fourth Monday in April 2027. During the next election (Spring 2027), voters will select three board members: two to fill the standard three-year terms currently held by Purtell and Mr. Beck's replacement to be appointed, and one to complete the final year of President Schoenfeld’s original term, which expires in 2028. Following established procedure, the two candidates who receive the highest number of votes will be awarded the three-year terms, while the candidate with the third-highest vote count will serve the remaining one-year term. The current board will consider candidates who have expressed interest in this appointment to fill the seat vacated by board member Beck. |
