F. New Business

F.1. Recommend Approval of Elementary School Move On When Reading Plans

F.1.a. District administration recommends approval of the Move On When Reading (MOWR) plan for each elementary school. In accordance with Arizona Revised Statute 15-704 (G) and (H), the Governing Board shall review, develop, and approve "best practices for teaching reading based on essential components of reading instruction and supported by evidence-based reading research" for each school at which more than twenty percent of students in grade three did not demonstrate proficiency on the statewide reading assessment. District and school administration, in collaboration with School Improvement Teams, historically have utilized the required MOWR plan to document each school's comprehensive approach to improving K-3 literacy outcomes. The MOWR plans are revised three times a year based on assessment outcomes. Dr. Finchum and District Reading Specialist Jennifer DeFilippis will provide an overview of the plans and will be available along with elementary school principals to answer questions.
