Description:
Annually, contracts are recommended and approved by the Superintendent. Previously the Board voted to
give the Superintendent the hiring authority over these employees. ? Chapter 21 of the Texas Education Code (TEC) requires specific full-time professional and administrative employees and school nurses to be employed by a probationary or term contract. These contracts are often referred to as Chapter 21 contracts. The law mandates specific rights and administrative procedures for each type of Chapter 21 contract. term contract employees' statutory due-process rights above and beyond that provided by the U.S. Constitution before terminating, discharging, or non renewing those employees. ? A probationary contract is for one year only; it may be renewed for two additional one-year periods. Discharge can occur for failure to meet the accepted standards of conduct for the profession. Board action is not appealable. ? A term contract may not exceed five school years. The discharge must be for reasons contained in the district policy. The teacher/administrator is entitled to a school board hearing. The decision can be appealed. ? Non-Chapter 21 contracts are given to people in positions that do not require certification or are on a DOI exemption (Local Certification) ? NSPIRE candidates - these people are not yet certified and are in our NSPIRE program and not subject to Chapter - 21 rules and regulations. Please see the following list attached for contract recommendations made by the Superintendent. |

5.B. Consider continuation with Conroe ISD as Regional Day School for Deaf Shared Service Arrangement.

Description:
Shepherd ISD students with Deaf/Hard of Hearing impairments may require services
to help them access their education that Shepherd ISD is unable to provide. Services may include audiological services and on occasion we may have a student enroll in the district who needs to attend a campus in Conroe ISD that provides intensive and immersive daily audiological services. Conroe ISD provides a Shared Service Arrangement for surrounding districts as a Regional Day School for the Deaf so that students with Deaf/Hard of Hearing Impairments do not have to be sent to the State School for specific service needs. Conroe ISD has served as Shepherd ISD’s Regional Day School for the Deaf for many years. This contract continues the arrangement and requires signature of Board President, Superintendent, and Director of Special Education. |

7.B. Consider, Discuss, and Take Appropriate Action on Resolution Regarding Seat Belt Requirements

Description:
All school buses must be equipped with 3-point seat belts by September 1, 2029
? A Texas school bus safety law that moves the state toward 3-point seat belts on school buses and asks districts to be transparent about where we are right now. It requires us to report what type of belts each bus has (none, lap belts, or 3-point) and what it would cost to bring any buses up to the 3-point standard, so the state can see the real price tag and plan for future support. ? All school buses must be equipped with 3-point seat belts by September 1, 2029** ? Confirm financial feasibility. ? Report bus counts with: no seatbelt, 2-point (lap), and 3-point seat belts. ? Report estimated cost to equip each bus with 3-point seat belt: retain supporting documentation |
