Fixed Rate Bond Order for New Money and Refunding Bonds and Commercial Paper Refunding: Consideration and possible approval of an order authorizing the issuance of Fort Bend ISD Fixed Rate Unlimited Tax School Building and Refunding Bonds, which may be issued in one or more series in accordance with specified parameters; and enacting other provisions relating thereto (the “Fixed Rate Order”).
 

Variable Rate Bond Order for New Money and Refunding Bonds and Commercial Paper Refunding: Consideration and possible approval of an order authorizing the issuance of Fort Bend ISD Variable Rate Unlimited Tax School Building and Refunding Bonds, which may be issued in one or more series in accordance with specified parameters; and enacting other provisions relating thereto (the “Variable Rate Order”).
 

Conversion Order for Series 2024B: Consideration and approval of an order authorizing the conversion of the Fort Bend Independent School District Variable Rate Unlimited Tax School Building and Refunding Bonds, Series 2024B to a new rate period; authorizing the preparation of a remarketing memorandum; and enacting other provisions relating thereto (the “Conversion Order”).
 

Resolution Expressing Intent to Finance Expenditures Incurred in Conjunction with the 2023, 2018 and 2014 Bond Programs and Capital Improvement Planning: Consideration and approval of a Resolution Expressing the Intent to Finance Expenditures (“Reimbursement Resolution”) to be incurred in conjunction with the 2023, 2018 and 2014 Bond Programs and capital improvement planning.
 

Adoption of 2026 Ad Valorem Tax Rate: Administration is recommending for consideration and approval of a resolution adopting the combined Ad-Valorem tax rate of $0.9969 per $100 of valuation for the Fort Bend Independent School District for the 2026 tax year. The proposed tax rate is comprised by the Maintenance and Operations (M&O) rate of $0.7169, which covers the district's operational expenses, and an Interest and Sinking (I&S) rate of $0.2800, which is designated for the repayment of bonds issued by the district. The adoption of the recommended tax rate ensures that the district can continue to meet its financial obligations while providing necessary services and maintaining its infrastructure.
 

Approval of Resolution – 2026 Property Tax Roll: Consideration and possible approval of resolution approving the 2026 property tax roll, based on the certified property values from Fort Bend County Tax Appraisal District.
 

General Fund 2026-27 Budget Amendment: Consideration and approval of a General Fund budget amendment for 2026-2027.
 

Proposed Revised 2026-27 District Instructional Calendar: Consideration and approval of the Revised 2026-27 District Instructional Calendar.  
 

Senate Bill 12 Compliance Certification: Consider and approve Certification of Compliance with Certain Laws under Texas Education Code 39.008, as enacted by Senate Bill 12 (89th Texas Legislative Session). 
 

Program Management Consultant (PMC) Services for the Board Audit Program:  
Consideration and approval to execute an agreement with Plante & Moran, PLLC to provide Program Management Consultant (PMC) Services for the Board Audit Program and authorization for the Superintendent to negotiate and execute the agreement through September 2031.
 

2026-2027 Certified T-TESS Appraisers: Consideration and approval of certified campus-based T-TESS Appraisers in administrative positions to serve as teacher appraisers for the 2026-2027 school year.
 

Natural Gas Procurement Services and Delegation of Authority (COOP): Consideration and approval for a new natural gas contract with Energyby5 through The Interlocal Purchasing System (TIPS) to cover the District’s natural gas needs going forward and authorization for the Superintendent to negotiate and execute the contracts through October 2031.
 

Library Book Purchase Programs Update: Consideration and approval of the purchase of new library materials that were posted for public review from April 20, 2026 through May 20, 2026.
 

Modified Schedule for State Assessment Testing Days Waiver: Consideration and approval of a Modified Schedule for State Assessment Testing Days Waiver and granting the Superintendent the authority to approve and submit all necessary waiver requests for the Modified Schedule for State Assessment Testing Days Waiver for the 2026-27, 2027-28, and 2028-29 school years.
 

Review of proposed expenses that exceed $50,000: Specifically for:

Facilities Management Software and Solutions (COOP): Consideration and approval for the purchase of Facilities Management Software and Solutions from OperationsHERO through a cooperative contract with The Interlocal Purchasing System (TIPS) in an amount not-to-exceed $882,285 over a five-year period, and authorization for the Superintendent to negotiate and execute the agreement through September 2031. 
 

Region 4 ESC Products and Services: Consideration and approval for the purchase of products and services from Region 4 Education Service Center (Region 4 ESC) in an amount not-to-exceed $1,000,000 over a five-year period, and authorization for the Superintendent to negotiate and execute the agreements through September 2031.
 

Trucking and Trailer Rental Services (COOP): Consideration and approval for the purchase of trucking and trailer rental services from multiple vendors under multiple cooperative contracts and through the Central Texas Purchasing Alliance (CTPA) in an amount not-to-exceed $1,750,000 over a five-year period and authorization for the Superintendent to negotiate and execute the agreements through September 2031.
