VIII.A. Celebration of Sustainable Concrete Project of the Year for Heritage Elementary School with Subcontractor Advanced Concrete
Description:
WCSD (as the Owner of the project) is a recipient of an award for Sustainable Concrete Project of the Year by the Wisconsin Ready Mixed Concrete Association (WRMCA). Advanced Concrete has an award plaque and would like to present to the school board.

IX. PUBLIC HEARING ON REQUEST FOR DPI WAIVER PURSUANT TO WIS.STAT. § 118.38 DUE TO THE WISCONSIN GUARANTEE ADMISSION PROGRAM (2023 WISCONSIN ACT 95)
Description:
Public Hearing that would request a waiver from the Department of Public Instruction, under Wis. Stat. § 118.38 that would allow the Waunakee Community High School to determine its top 10% and 5% of rising 12th grade students for the Wisconsin Guarantee Admissions Program (as established in 2023 Wisconsin Act 95 and § 118.38 of Wisconsin state statutes) by using the District's Laude System instead of exclusively using students' grade point average.

Public Hearing on Request for DPI Waiver pursuant to Wis. Stat. § 118.38 due to the Wisconsin Guarantee Admission Program (2023 Wisconsin Act 95) to better align how Waunakee Community High School determines its top 10% and 5% of rising 12th grade students for the Wisconsin Guarantee Admissions Program as established in 2023 Wisconsin Act 95. Waunakee has a long-standing Laude system for local honors as well seek to use this ranging to determine our top 10% and top 5% of students for the program.

Description:
The HR committee met Thursday (3/6) to discuss the topic below:
The district insurance committee involving staff, district administration and Board members Joan Ensign and Mark Hetzel have been meeting during this school year to prepare for the 25.26 plan year. The committee has reviewed district and peer plan structures, feedback from staff and committee members, district budget forecasts, advice from USI, the district's benefit advisor and sent a Request For Information to different carriers. Timeline of remaining activities: March - Committee creates a recommended provider / plan and rate structure to work with district budget forecasts. April - Board reviews recommended plan / rate structure; Board vote Mid April to Mid May - Employee communication / education Mid April / May - Open Enrollment

XI.B.3. 2025-26 Compensation Planning
Description:
The HR committee met Thursday (3/6) to discuss the following topic:
The state has set the CPI for 2.95% for the 25.26 school year, starting on July 1, 2025. Potential wage increase timeline: March / April - Review draft wage increase plan by the HR Committee April / May - Approve wage increases for Admin, Admin Support, Hourly Staff - Board action Negotiation Dependent* - Approve wage increases for teachers. The WTA has informally expressed an interest in starting in April. July - New wages take effect for staff Per the Fall 2024 Operational Referendum, the community supported $1 million in funds over the 25/26 and 26/27 to increase all hourly staff to the Dane County peer average hourly wages. Planning documents will demonstrate the associated actions for the 25/26 wage increases, including the referendum-based increases. |

XI.C.2. Approval of Capital Maintenance Projects
Description:
The March capital maintenance request document contains items from the next agenda item, however, if they aren't approved until April, they may not be done in time for the start of the school year. These 4 projects are being brought forward for approval to get moving on these for completion before the first day of school. The facility committee made a 3-0 motion to approve.

Description:
The purpose of this agenda item is to provide a draft of 2025 summer capital maintenance projects. The draft has been created by building based on meetings that have taken place with each building/department as well as safety meetings that took place with each building. Please note this list has been prioritized at this time into priority 1, 2, and 3. We are providing the entire scope of the requests with the understanding that additional vetting of the requests will occur. Administration intends to seek feedback from this list for approval in April.

XI.E.2. Approval of 2025-26 Preliminary Budget Planning Process
Description:
The purpose of this agenda item is torequest approval of the preliminary budget planning process for 2025-26. Open enrollment approvals from January and the financial estimates as a result of the 25-26 CPI have been updated. The budget committee is recommending approval 3-0.
Some of the next major milestones will include a health insurance renewal decision at the April board meeting, compensation decisions at the May board meeting, student fees at the May board meeting, and the first draft of the budget in May.

XII.A.1. Resolution Authorizing the Issuance and Sale of $52,000,000 Bond Anticipation Notes, Series 2025 Pursuant to Section 67.12(1)(b), Wisconsin Statutes
Description:
The purpose of this agenda item is to request approval of the attached resolution for the final $52 million from the November 2022 capital referendum. The sale is taking place on Monday 3/10 and we will have the results ready at the meeting. Administration will review the financial plan and the property tax levy planning moving forward.

Description:
Donation of engineering equipment for the High School Shop from ACS group totaling $1360.00
Donation from EUA totaling $20,000 per year, for three years, to the Student Financial Assistance Fund. This donation is connected to the Section 179D tax credit of the Inflation Reduction Act. EUA will collect the tax credit, while the district receives a monetary donation. The district could not claim the 179D tax credit.
