Description:
Attached is the Notification of Non-Candidacy should an incumbent choose not to run for reelection this spring. The deadline for an incumbent to file the non-candidacy form is December 21, 2018 at 5:00 p.m.

IX.C.3. Sculpture Project - Renderings.
Description:
Per school board policy related to facility improvement projects that are funded by an outside entity, the school board needs to approve of the proposed projects. The school board has already approved work to commence with regard to design and fundraising for a sculpture project outside of the main entry to the high school. The project is now coming back to you as more specific designs have been developed and the community sculpture committee is seeking school board approval to proceed to final design and fabrication.
Attached please find the most recent renderings from the artist, Michael Kalish. The colors, designs, and quotes that will appear on the sides of the books are yet to be determined through interaction and collaboration with our high school art and design students. Dr. Nick Mischler and members of the sculpture committee will be present at the meeting to answer any of your questions. Also, artist Michael Kalish has requested to be present via phone so he can share with you directly his vision for the site, and discuss with you the materials and process. I am requesting Board consideration and approval for this project to continue to move forward with an estimated unveiling date of May 15th. I also recommend that the committee bring back to the Board final renderings with the wording, design, and colors for the project, once they are determined, for final approval.

IX.E.3. Wisconsin School Violence Drill Evaluation Report
Description:
Attached are the school safety drills reports that we need to submit to the school board for review. No action is needed. This is the first time you are seeing these reports come to you as it is a new requirement. The associative legal reference is as follows.
118.07 (4) (cp) Each school board and the governing body of each private school shall ensure that, at each school building regularly occupied by pupils, pupils are drilled, at least annually, in the proper response to a school violence event in accordance with the school safety plan in effect for that school building. The person having direct charge of the school building at which a drill is held under this paragraph shall submit a brief written evaluation of the drill to the school board or governing body of the private school within 30 days of holding the drill. The school board or governing body of the private school shall review all written evaluation submitted under this paragraph.

X.C.2. Consideration of Tentative Agreement with Waunakee Teachers Association for 2018-2019
Description:
Negotiations with the Waunakee Teachers Association will take place just prior to the school board meeting on November 12th. The tentative agreement that results from this meeting will be presented to the Board. Per our parameter discussions, the HR Committee is proposing a 2.13% base wage increase, the maximum allowed by law. Supplemental Pay (Points) will be discussed in the next agenda item as "other pay" for teachers (supplemental pay).

X.C.3. Consideration of 2018-2019 Compensation for All Employee Groups
Description:
The purpose of this agenda item is to review and consider the staff compensation increase recommendations for 2018-19.
Please see the attached documents that provides an overview of the 2018-19 compensation increase recommendation as reviewed and approved by the both the HR and Budget Committees on October 16th and 19th, respectively, and reviewed by the full Board on October 29th. Connie Beth, Steve Summers, and I will further review these recommendations with the Board on Monday evening. |

X.D.1. Holiday and Religious Observance Policy 323.2 -- Possible Vote to Rescind and Reconsider
Description:
At the Board Meeting on October 8, 2018 the Board of Education voted 3 in favor, 2 opposed, and 1 abstention on the revised Holiday and Religious Observance Policy. This action results in the motion failing, per our Board Policy, because to pass, an affirmative vote must include a majority of the Board present. In this case, with 6 Board Members present, a vote of 4 members is required to pass the motion.
This fact was brought to my attention this week, and as a result, we checked with the School Board Association on how best to address this issue. Bob Butler, WASB attorney, recommended that the Board first vote to rescind last month's motion, and then reconsider the matter with a new motion and vote. Attached please find the Holiday and Religious Observance Policy 323.2 with language for both the inclusion of the dates, and also language that does not include the specific dates of major religious observances.
