3. Audience Participation
Description:
During a special meeting of the Board of Trustees, time is set-aside for those who desire to address the Board regarding only those items on the agenda. Persons who wish to participate in this portion of the meeting shall sign up using the audience participation form and shall indicate the agenda item which they wish to speak. No presentation shall exceed three minutes. Delegations of more than five persons may be asked to limit their presentations to allow for each person to represent their views. The Board will listen to your comments and may ask clarifying questions. Should there be a speaker who has registered to speak to multiple agenda items, the Board President shall direct the speaker to consolidate his or her comments for which he or she has registered and the speaker shall be given a total of three minutes to make his or her consolidated comments. The president may interrupt or terminate an individual’s statement when it is too lengthy, repetitive, or obscene. Please present this form to the Secretary, Superintendent, or Board President prior to the audience participation portion of the meeting. |

Recess to closed or executive session pursuant to Texas Government Code, 551.074 Personnel Matters: To deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee; or to hear a complaint or charge against an officer or employee; and Texas Government Code, 551.072 Deliberation Regarding Real Property - A governmental body may conduct a closed meeting to deliberate the purchase, exchange, lease, or value of real property if deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third person.

6.1. Annual Review of College, Career, and Military Readiness (CCMR)

In accordance with House Bill 3 (HB 3) and Texas Education Code §11.185, the Board of Trustees is required to adopt specific, quantifiable, five-year goals for College, Career, and Military Readiness (CCMR) and review progress toward these goals at least annually in a public meeting.

7.1. Consider Approval of Millennium Project Solutions, Inc. as the Construction Manager at Risk for the Foundation Projects at Friendswood High School and Friendswood ISD Administration Building
Description:
Construction Manager at Risk was approved as the project delivery method for the foundation projects at Friendswood High School and Friendswood ISD Administration Building at the December 8, 2025 Board Meeting as the delivery method that provides the best value to the district due to the volume and intricate work needed for the project. Construction Manager at Risk is a delivery method by which a district contracts with an architect for design and construction phase services, but contracts separately with a construction manager-at-risk in the design phase to serve as the general contractor and to consult and monitor the project during the design and construction, rehabilitation, alteration, or repair of a facility. For this project, the benefits of using CM at Risk are as follows:
On January 28, 2026, proposals were received from three contractors and made public. From those contractors, a selection committee including the district's capital projects and business operations departments and VLK Architects representatives reviewed all submissions using the selection criteria published with the Request for Qualifications. The committee narrowed down the proposals and selected all three contractors to move into the second step of the RFQ. Step 2 proposals from all three contractors were received on February 5, 2026. Based on the evaluation of the qualifications from steps 1 and 2, Millennium Project Solutions, Inc. was determined to provide the best value to the District as the Construction Manager at Risk. All of the subcontractors will be selected through an open, competitive process, and Friendswood ISD staff members and the architect will witness the subcontractor selection process. The owner and architect will assist the Construction Manager at Risk in selecting subcontractors that are qualified and reasonably priced. |

7.2. Consider Approval of Remote Homebound Instruction Waiver for General Education Student

Description:
Administration is requesting Board approval to submit a Remote Homebound Instruction waiver, Pursuant to Texas Education Code (TEC), 19 TAC §129.1025, incorporating SAAH Section 12, to the Texas Education Agency. A currently enrolled general education student has been medically confined to a hospital setting for an extended period of time. Under the Student Attendance Accounting Handbook, the district remains responsible for providing General Education Homebound instruction when a student is medically confined at home or in a hospital setting. Due to the student’s hospitalization and the distance to the medical facility, in-person homebound instruction is not practical. The Student Attendance Accounting Handbook provides a mechanism for districts to request a Remote Homebound Instruction waiver for regular education students. This waiver allows the district to provide required homebound services virtually while generating attendance funding. Homebound instruction will be provided in accordance with state requirements, including a minimum of four hours per week delivered by a certified teacher. The waiver pertains only to attendance accounting and does not impact the district’s obligation to provide instruction. Board approval is required prior to submission of the waiver application through TEA’s State Waivers system. |

7.3. Consider approval of proposed library book purchases
Description:
Each time a school library catalog is updated, the FISD Board of
Trustees must vote to approve or reject the proposed list of new library materials. The materials included on the list have been reviewed by our campus Media Integration Specialists and have been publicly posted on our district website for at least 30 days.
