Board Goal 1 - The percentage of students reading on grade level (meets grade level) at the end of 3rd grade will increase from 26% in June 2022 to 50% by June 2027 as measured by STAAR.

GPM 1.1 - The percentage of Pre-K students that score on grade level or above in CIRCLE PM Vocabulary will increase from 82% to 86% by May 2025.

GPM 1.2 - Roscoe ECC - Predicted performance on Content Based Assessment for Kindergarten scoring at or above grade level will increase from 82% to 90% by May 2025.
LSOA - The percentage of K students scoring at or above grade level norm on EOY DIBELS Reading will increase from 48% to 53% by May 2025. |
GPM 1.3 - Roscoe Elementary - Predicted performance on Content Based Assessments for first grade reading scoring meets grade level will increase from 79% in 2024 to 83% in May 2025.
LSOA - DIBELS Reading EOY predicted performance by 1st-grade students scoring at or above grade level norm will increase from 50% in May 2024 to 55% in May 2025. |
GPM 1.4 - Roscoe Elementary - Predicted performance on Content-Based Assessments for 2nd grade scoring at meets grade level will increase from 81% in May 2024 to 87% in May 2025.
LSOA - DIBELS Reading EOY predicted performance by 2nd grade students at meets grade level will increase from 60% in May 2024 to 63% in May 2025. |

GPM 5.1 - The percentage of graduating students earning a state recognized Industry Based Certification will increase from 60% in May 2024 to 70% by May 2025.

GPM 5.2 - The percentage of 10th grade students meeting the TSIA component will increase from 17% in May 2024 to 70% in May 2025.

GPM 5.3 - The percentage of graduating students attaining an Associates degree will increase from 39% in May 2024 to 70% in May 2025.

Guardrail 1 - The superintendent shall not allow campus administration or staff to eliminate or neglect the implementation of a positive behavior intervention system on each campus.

GPM 1.1 - The percentage of new teachers and administrators trained in Capturing Kids Hearts will increase from 90% in August of 2024 to 100% in August of 2025.

GPM 1.2 - The percentage of teachers and administrators at the high school implementing Capturing Kids Hearts with fidelity as measured by the RCISD CKH rubric will increase from 0% in August 2024 to 100% by August 2027.

GPM 2.1 - The percentage of Roscoe Secondary Teachers using a TEKS aligned lesson focus as measured by the district created rubric and monitored by administrators will increase from 0% in August of 2024 to 100% in August of 2027.

Guardrail 3 - The superintendent shall not allow campuses to go without Professional Learning Communities to study data to drive instruction and/or build teacher capacity.

GPM 3.1 - The number of highly structured High School PLC's for studying data to drive instruction and/or build teacher capacity will increase from 4 per year in August of 2024 to 15 per year in August of 2027.

GPM 3.2 - The number of highly structured Elementary PLC's for studying data to drive instruction and/or build teacher capacity will increase from 6 per year in August of 2024 to 15 per year in August of 2027.

Guardrail 4 - The superintendent shall not allow any student to be without a Personal Graduation Plan that places the student on a degree plan leading to an industry-based certification followed by AA/AAS/AAT/AS by high school graduation and a baccalaureate degree within 2 years under the P-Tech model.

GPM 4.1 - Administration will ensure that within 30 days of enrollment, the percentage of high school students having a degree plan as measured by the student's Personal Graduation Plan (emphasizing pathway, IBC, associate degree, and post-secondary plan) will not decrease below 100% from September 2024 to September of 2025.

Description:
At the April 2025 RCISD Regular Board meeting, WSWCT donated three pieces of equipment. Those items were donated that have been at RCISD since 2019.
There was an oversight on the part of WSWCT and three additional pieces of equipment are needing to donated as well. The items have now fully depriciated and the Workforces Solutions are wanting to donate the items to RCISD. |
Consider action to approve the Interlocal Agreement for Special Education Services for Roscoe Collegiate ISD and Colorado ISD for the 2025-26 school year

Consider action to approve the RCISD 2025-26 RMC Property Insurance Renewal Quote in the approximate amount of $231,409 dollars
Description:
RMC is our risk management insurance company. The annual renewal quote insures RCISD property, vehicles, and general liability. We expected the quote to increase from approximately $249,000 dollars in 2024-25, however, the renewal quote is less for this year. We budgeted approximately $261,000 dollars for the 2025-26 school year.
