Goal/Constraint Progress Measures - RCISD 2024-25 Preliminary STAAR/EOC Scores, Guardrails 3 and 4 (40 min)

Guardrail 3 - The superintendent shall not allow campuses to go without Professional Learning Communities to study data to drive instruction and/or build teacher capacity.
|
GPM 3.1 - The number of highly structured High School PLC's for studying data to drive instruction and/or build teacher capacity will increase from 4 per year in August of 2024 to 15 per year in August of 2027.
|
GPM 3.2 - The number of highly structured Elementary PLC's for studying data to drive instruction and/or build teacher capacity will increase from 6 per year in August of 2024 to 15 per year in August of 2027.
|
Guardrail 4 - The superintendent shall not allow any student to be without a Personal Graduation Plan that places the student on a degree plan leading to an industry-based certification followed by AA/AAS/AAT/AS by high school graduation and a baccalaureate degree within 2 years under the P-Tech model.

GPM 4.1 - Administration will ensure that within 30 days of enrollment, the percentage of high school students having a degree plan as measured by the student's Personal Graduation Plan (emphasizing pathway, IBC, associate degree, and post-secondary plan) will not decrease below 100% from September 2024 to September of 2025.

Informational: RCISD to opt-out or opt-in to Senate Bill 401 to allow homeschool students to participate in UIL activities
Description:
This is an information item for July. If the board will prefer to opt out of SB 401, we must do so by September 1, 2025 for the 2025-26 school year. In subsequent school years, the deadline to make changes will be August 1st. We continue to research the impact of this law.
We bring this to the attention of the board to start contemplating the issue. The district must opt out in order to decline students from participating. If the district does not opt-out, then the district will allow homeschool students to participate in UIL activities. If the district allows homeschool students to participate, then students whom reside within its boundaries must be allowed to participate. The district may allow homeschool students to participate that do not within its boundaries but are not required to allow them. Additionally, homeschool students living outside the district's boundaries must reside in a district that opted out of SB 401. Moreover, RCISD must be the closest geographical district that allows homeschool participation. The District Executive Committee will make the determination of geographical proximity. These are the current understanding of the law. I have been visiting with other superintendents and professionals. In the past, I have been against allowing homeschool students to participate. However, with the passing of SB 401, I may be changing my position. I have more research and conversation to do. |
