Goal/Constraint Progress Measures (40 min)

RCISD Board Goal 1: The percentage of students reading on grade level (meets grade level) at the end of 3rd grade will increase from 26% in June 2022 to 50% by June 2027 as measured by STAAR.

GPM 1.1 - The percentage of PreK students that score on grade level or above in CIRCLE Vocabulary will increase from 84% to 90% by June 2023

GPM 1.2 - Roscoe ECC - Predicted performance on Content Based Assessments for Kindergarten at or above grade level will increase from 39% to 45% in 2023.

LSOA - The percentage of K students scoring at or above grade level norm on EOY DIBELS Reading will increase from 32% to 70% by May 2023

GPM 1.3 - Roscoe Elementary - Predicted performance on Content Based Assessments for first grade scoring at or above grade level will increase from 26% in 2022 to 32% in 2023.

LSOA - DIBELS Reading EOY predicted performance by 1st grade students scoring at or above grade level norm will increase from 37% to 45% in May 2023.

GPM 1.4 - Roscoe Elementary - Predicted performance on Content Based Assessments for 2nd grade scoring at or above grade level will increase from 53% in 2022 to 59% in. 2023.

LSOA - DIBELS Reading EOY predicted performance by 2nd grade students at meets grade level will increase from 10% to 27% in May 2023.

RCISD Board Goal 2: The percentage of students on grad level (meets grade level) in math at the end of 3rd grade will increase from 11% in June 2022 to 50% by June 2027.

GPM 2.1 - The percentage of PreK students that score on grade level or above in CIRCLE math will increase from 84% to 90% by June 2023

GPM 2.2 - Roscoe ECC - Predicted performance on Content Based Assessments for Kindergarten scoring at or above grade level will increase from 40% in 2022 to 44% in 2023.

GPM 2.3 - Roscoe Elementary - Predicted performance on Content Based Assessment for 1st grade scoring at or above grade level will increase from 27% in 2022 to 33% in 2023.

LSOA - Math Progress Learning EOY performance by 1st grade student scoring at or above grade level norm will increase from 33% to 60% in May 2023.

GPM 2.4 - Roscoe Elementary - Predicted performance on Content Based Assessments for 2nd grade scoring at or above grade level will increase from 8% in 2022 to 14% 2023.

LSOA - Math Progress Learning EOY predicted performance by 2nd grade students at meets grade level will increase from 10% to 30% in May 2023.

Description: Upon vetting the 5 bids submitted for the re-roofing project, the committee Commercial Roofing for the project. The bid utilizes a Liquid Rubber with 20 year warranty. The price of the bid is $124,775.01.

This project is part of the law suit RCISD entered a few years ago.

Consider action to approve employment of the RCISD IT Technician

Description: The recommendation to approve Andrew Deleon as the IT Technician pending an acceptable background check. If approved, the position will be on an employment agreement for the duration of the 2022-23 and the 2023-24 school year.

Pursuant to Texas Government Code Section 551.071 private consultation with board's attorney

Pursuant to Texas Government Code Section 551.074, matters having to do with deliberation, employment, evaluation, reassignment, duties, discipline, dismissal, complaint or charge against a public officer or employee. This does not apply if the employee in question requests a public hearing.

Personnel

Description: The board may recall in the Fall semester, via board action, I made a recommendation for all bus route drivers to be paid $20 per hour.

Please know that upon deeper investigation into RCISD previous years of pay records, we have uncovered Ms. C. Mogan has been underpaid for a total of 38 months for driving a bus. The pay differential was corrected starting September 2022 for the 2022-23 school year. Prior to September 2022, Ms. Morgan was paid $15 dollars an hour while her two male counterparts were paid $20 dollars an hour. The two pay rates were for the the same work of driving a route bus with approximately the same amount of effort, time, and certification needed to perform the duty. The total back pay I am recommending to paid to Ms. Morgan is $5,700 dollars in a lump sum.

Attached you will find a resolution developed in order to remain legal. Additionally, I believe by addressing the concern now it will limit litigation, negative publicity, and assert to our employees that RCISD will stand for what is just and fair for the benefit of our people.
