NOTICE OF OPEN MEETINGS LAWS This is an open meeting of the Wakefield, Nebraska City Council. The City of Wakefield abides by the Nebraska Open Meetings Act in conducting business. A copy of the Nebraska Opening Meetings Act is displayed on the east wall of this meeting room as required by Nebraska State Law. D. Census today is 33 NH and 14 AL; currently have a wait list for both sides. Need more CNAs. Financials attached. July chiller in AL; emergency plan. No emergency cooling; chiller should come in December. Plan to install. AC unit in laundry department. Admin: reorganize board: Mike Rish, Julie Kumm, Mike Elton Hybrid CNA course in January 2024. FT and PT CNA shifts. especially on the weekends. Bus from Indiana; Christmas lights more money available to apply for ; updating furniture and thermostats. Grant: envelopment for leaders and supervisors. Investing in employees. Facility updates: centralized storage in west hall; great change. updated six rooms; new maintenance guy doing great. October back to 5 star facility. No other close ones here. Don't lose people to those facilities. No surprises on family survey. Find me more CNAs! |

Consider request for penalty forgiveness from Foote Construction

house is completed and on market. Have some promising leads. WEnt longer than we originally planned.
July 2023 finally completed. Certificate of Occupancy: September bc they forgot to get it. Contacted Chad, but they didn't get it bc of email. Date is correct though. Scott: purpose is to get the project done. Don't want people to purchase a lot then sit on them. Sebades had an extension. Purchase agreement November 2019: July 2020; complete 2021. October 2021 and asked for extension. RH made motion to extend to July 2022. He didn't pay anything bc he fell in the parameters of what was asked of him by the Council. He received a six month extension on the completion. This ties up monies so others cannot use them. Budget gone before hanging sheet rock; gotta make money to spend money. did other projects to pay for what they needed to finish the home. Scott would be okay to waive; it's done and completed. Lee would like to build another home in town. Mayor: setting a precidence. Ross: rules are in place to be followed. Scott: timing of building & given the circumstances, is the struggle. Minutes are minutes. MOney for work force housing is paid in full. They had to get their own loan to pay off work force housing. Ross in favor of reducing significantly. Need to stand ground so we don't paint ourselves in a corner. year and a half past completion. This may come back and bite us. Val: what does Council feel is acceptable? $34,700. Lee won't see that money. We're carrying two mortgages until it sells. If you went to the $10/day you can charge $3470. That's what Sebade had. Lee: reason for being late is different from Chad Sebade. We did everything we could to get it done. I would reconsider building another house in town if that's the way the council goes. If I build another one, you can honk me $100 a day bc I'll get it done in a year unless there is another pandemic. Scott: costs during the pandemic $5/day $1735 First house went up fast. Poured basement walls the day the pandemic was announced. |

Traffic control in parking lots 9th street is narrower than Cottonwood No truck on Cottonwood. We can't track every truck that parks there every night. Also for snow removal. Designated truck parking on 2nd street Cubby's will have overnight truck parking when they have their new set up. Backing up to winter street close to Henderson's property. More availability CVA. city shouldn't have to resolve partking Cubby's is Spring--frost out of ground. Usually 1-2 semis parked there. tanker trucks are a concern plus anything that is loaded. Cottonwood is not meant for heavy trucks. made for light industrial. Deliverys for Nick's woodshop are twice a week. We had it there before. Trying to leave one side of the street open. |

Park Board Signage approved DT lighting Spring 2024 NPPD requirements for line clearance 12 ft from ground to sky. away from that line. Hasn't been done in 7-8 years. all buildings 50page report for roof inspections. Leaf vac :) 5" difference at Munderloh's on Cottonwood. Street sinking even further. Contractor will talk with Steve and get back Nick; sanitary svc under the man hole cover Main line sewer was 14 ft down; asked to direct shoot the man hole. It 90s there and goes down the street. Car Wash is also in that. That has no relevance on the issue. Olsson would not think it's a city issue; Val wants reassurance that it won't be a City issue. vibration causes the damage. Rules for loads etc. They are supposed to okay the route. They did not present that to anyone. Nemaha full 7th street; empty 8th street. Cease and Desist letter sent? demo everything? what? how handle? If they want to use it as a rental; change in zoning to use on the main level. Kinda like a boarding house issue; we don't have any zoning for that. Stu Mills never got back to us. Needs to be made clear; Told twice now not to use the space as she is. Chad will ask Leland to provide a letter for that. Keagle's repair bill; go back to court or send a letter to terminate utility. Scott: send them another letter?? The State Liquor Commission has asked the Council to consider the expansion request from Oak Street Market for liquor sales within his store.
Our City Attorney looked through the City Code to see if there was a requirement for a public hearing when a licensee is expanding his location; there is no requirement. A public hearing is only required for the initial issuance of a liquor license, or if there are objections to a license renewal. |

Leland has the contract; it is vague. He would like to rework it. Scoreboard needs to be ordered. Takes four months to build.
Recommend: approve the project but Richard and J Chesterman can be given by Mark. $30,500 IF someone would buy one. Fund that has $19500 in it. Buy the scoreboard and $19500 would be applied to the cost. Coke buys so many of scoreboards; throughout the country. Get a scoreboard and fund wit PLUS $2500 six year contract; in years past it's been seven contract. Wording needs to change; hasn't in 30 years. Tired of coke? then they take $19500 and pay back . Never had a problem with J chesterman Just the concession stand; not the pool or food trucks, etc. School had a Pepsi contract and he didn't worry about it. If council agrees, but wants to reword the contract. They need a commitment to sell coke products for the next six years. Parties aren't identified. Wakefield Park Association; Richard didn't know who to make it out to. Verbiage of the contract needs to be updated. Mayor sign the contract with Coke/Chesterman when it's available Jerry Peterson is the guy. Who's going to install? Lundahl and Greve will but liability? City can pay Ron Wilke/ Looked at frame; wouldn't have any problem with someone else installing it. Frame is more than sufficient. 50/50; don't have a problem with anyone else installing the scoreboard. 18-20 years old and day/n Old enough that parts are not made; update with new one. Old one worth anything? If sell can Wakeefield baseball keep the money. Big Iron thing. $500-$1000. Might be another town that is interested. Contract done next week? As soon as possible? Park board is good with it. Telehandler will be donated by Mackling. NOt much wiring to do. Jill: Leland talk with Jerry? Yes, that's the plan. Jerry is who softball deals with. Jay Chesterman is the owner, Jerry is a salesman? Leland will get the number. motion to approve the project and approve mayor to sign . Not a revision of the contract.
