7.a. Update on Pinpoint Fiber project.
Discussion:
Tom - appreciate partnership with City. completion by end of March 2024. Construction completion near end of year. overview of map. divided out into 12-14 fiberhoods. green underground, aerial, fiber strand, splicing is only thing not completed. 9 done, 10 & 12 moving forward. permitting fiberhood 12 in near future. 10 ready to go. within next 90 days
provide dark fiber to City to tie into substations & other city buildings. backbone 50% complete. 6 complete & anticipate within next 1-1/2 months will be all completed. every location within city limits will have multigig capabilities up to 2.5 gig product. first city to do this. businesses can get up to 10gig. roughly 6600 homes, will have built within the year, hoping to turn fiberhood 1 customers on in September. open to questions & want to get ahead of the game & answer questions. Ruh - customer had concern with box in his yard. Ruh gave pinpoint info & they were able to move to Astro Park instead of his yard & customer was very happy. thanked for their consideration. Tom have plans & can change to be more accomodating. TH Construction is subcontractor & they have been great to work with. TFairbanks - marks with no front entrance. where will they drill? Tom - where its marked Eskra - vault? Tom - large box Fairbanks - flower pot - TOm smaller than vault. 24x36" Morgan - Hartley has 2 vaults in his yard. ROW extends into the yard further than thought. TOm - putting hangup on door with TH Construction & Pinpoint information so they can let us know of sprinklers, dog fences, etc prior to Mayor - give # to contact to council to give to customers with questions. Fairbanks - why digging in front yard instead of back easement. Tobias - very common, running out of space with the requirements. Eskra - in culdesac bore under street? Tom yes everything mainline will be bored & hooked up mayor - packages? Tom - explained them mayor - email address? Tom - do not do email used to do email, transition to Gmail, which is free & not with provider. getting better performace mayor - fiberhood #1 by September? TOm that's the plan tim - go to home, have 3 fire sticks, etc., they will base off of that? Tom - use PLUME. had speed complaints but coulnt' see. PLUME allows to see all devices, etc., from behind scenes & what the issue could be (low signal on which device) mclain - when moving into neighborhood, do you have staff that will go in & explain fee schedule etc? Tom - yes, office will be open. McLain -price competitive? Tom - yes, very competitive Terry - thanked for getting things done when talked about. emails have been esthetic related. explain process. Tom - dig hole, put box in, backfill, pack in lid on, rake it out plant it to seed. usually sticks, if doesn't, will come back, if that doesn't work, will work with subcontractor to see best option, seed or sod. Pam & Jason also attended. Mayor - when finish, fiberhood 1 is already Mayor - thank for having presence here in town. important to have here Tom - have filed applications in grant funding world to expand outside of edges to northeast of new school, south near landfill as well for possibilities to help pay for that build out for community members not served. good track record & performance. mid December will hear back on grant. goal 1 to get city completed. here to please & not leave negative taste |

7.b. Update from City Council Committees.
Discussion:
mayor all have met.
Gary - reviewed nuisance codes & 17-21 & 17-22 work together. 17-94 allows to enforce within 2 miles not practice. height of grass 12" look at maybe changing. reviewed appeal timeline nuisance not revised since 1970s with committee can make this happen. increasing appeal fee from $100 today. some things are in place & gets into court system. not sure can do anything to change if gets to court system. JMV - definitions will review ordiances to clarify timeframe. limit of vehicles on property. discussed hobbyist racecar. city admin review 16-23.1 for timeframe on JMV; and criminal fees for JMVs also talked about chickens & dogs. want another meeting soon. Meeting Wednesday @ 1:00 next steps Ted - dempster met with Chet & TT got overview of what's happened over last 6-7 years. met with Taren Horne with NDEE?? and EPA who does this area. Taren gave presenation at national convention on dempsters. starting point will meet again & review hope to meet one more time to get scope of work to get information to grants to proceed until completed. working backward to forward - want to know what will be done with property when completed. Will have to dig up? not 100% sure, lots that can & can't do, but nothing until we own it. put some $ into budget to move forward. will need PHase I study, hire consultant, etc.Gary - most important is timeframe of acquiring the property. Fralin - $ to purchase? TT - somewhere around $50,000. native grass, greenspace, recreation, multiuses on site will be helpful on grant. Kerr - $2 million in grants, how much was gas plant. TT - $1.275 m & City covered 25%. TFairbanks - state used to allow for asbestos removal, can apply for separate grants since they are separate buildings. lot of things that can be done, mostly good news. can apply for grant every year. Kerr - most of the buildings are dilapidated, can we condemn them? TT - condemned at this time. KErr - can we tear down now? TT - yes can Terry - downtown met 2x, all this takes time, TT all appreciate for time spent on collecting data. $400,000 grant to decide how to spend that money. 136 bypass, downtown revitalization, funding options, chunk without increasing taxes; Michael working on getting another meeting depending upon how engineering report comes, another meeting with state. depending on what is done tonight & 8/7 meeting. Terry want to use the $400,000 grant on downtown. dont' want to do much on. only have conceptual ideas. looked closer to Ella street, would like to redevelop 4th-5th & 5th & 6th. bumpouts, landscaping, talking conceptually which would - changing parking, lanes, etc. James may not be able to complete as he & other dept heads have other items to work on want to continue to develop downtown. Think if can move hwy will be total community project, not one without the other. have to spend $ or contractually obligated. committee felt best use. TFairbanks - plans for Ella, is this similar to what would mirror? TD - similar. felt depending upon study tonight, would like to make decision on this & have council approve the engineering study & pass resolution that this what we're going to do. have been talking about this for years, needs to get final decision. McLain - need to get approved so we can go to State. |
