9.A. Presentation by Sharon Endorf from NASB.
Discussion:
Sharon Endorf from NASB was at the meeting to discuss membership with NASB. She thanked the board for being NASB members. After a short introduction of herself and what she does with NASB, Sharon discussed the 2026 membership guide with the board. NASB offers many benefits and services to school boards. She also handed out brochures on mandates, advocacy, investment and funding and encouraged all board members to attend state school board in November. The board thanked Sharon for coming to the meeting.

|
9.B. Discussion on Return to Learn protocol.
Discussion:
Mr. Potter advised that we need to have a Return to Learn protocol for students with diagnosed or suspected concussions. This was prompted after we had two football players with concussions or possible concussions after a football game. These protocols will give teachers better direction on how to handle concussed students within a classroom.

Every year the board recognizes the Elba Public Schools Education Association as the exclusive bargaining agent for the district's non-supervisory certified staff. Approval tonight is for the 2028-2029 school year.

9.D. Discussion on 2026 TIP Report.

Mr. Kelley updated the board on the Targeted Improvement Plan review. The first page is the most important and showed that we have a green light on all of the categories, such as Improvement Plan, Outcome Data, Implementation Data, Measurable Goal, and MTSS Explanation.

9.E. Discussion on the city mowing the football field.
Discussion:
Mr. Kelley was approached by Village Board member Jeremy Meyer about having the city mow the football field. As of right now, he is unsure about pricing, the type of mower or if it has bagging capabilities. It was suggested that he also check on who would be operating the mower.
