1. Call to Order and Announce Open Meetings Act Verification
Discussion:
The regular board meeting was called to order by President Steve Vyhnalek at 7:00 pm with all board members present. He confirmed the advance notice to the public of the meeting date and agenda. The Pledge of Allegiance was recited.

Discussion:
School personnel present are Superintendent Daryl Schrunk, Principal Jake Wiese and Linda Woolsey.

3. Receive Visitors and Announce Open Forum for Public Comment
Discussion:
Dr. Curtis Cogswell, 2023-24 incoming Superintendent, was present.

7.1. Principal's Report
Discussion:
Principal Wiese reviewed topics discussed at Professional Development meetings held on Fridays at 2:00pm, as well as future topics. Parent-Teacher Conferences were held in February with 65% turnout. Dorchester participated in the CRC Jr. High and High School Quiz Bowl, where the JH team finished in 3rd place. The Blue River Cohort JH Science Olympaid was held on February 20th. Mr. Schrunk and Mr. Wiese met with the Saline County Attorney, D. Solheim on February 23rd. On Feb. 27th, spring track practice began. The Principal Advisory Council met on March 1st. Mr. Wiese has been working on teacher evaluations. Upcoming events include the end of the 3rd quarter on March 8th; Spring Break on March 9-10; Elementary and Secondary Excellence Rallies on March 17th; and ESU6 Needs Assessment meeting on March 28th. Mr. Wiese reported the Senior Trip to CO was canceled due to funding.

7.2. Superintendent's Report
Discussion:
Superintendent Schrunk reviewed legislative bills. Included were LB550 and LB528 regarding option enrollment; LB811 on the Student Discipline Act; LB165 for the NE educational savings plan trust; LB523 allowing school psychologists as eligible providers for Medicare and Medicaid Services; and LB178 provides that each school to display "In God We Trust" in each classroom. Mr. Schrunk will be attending the NRCSA Legislative Forum on March 7th in Lincoln.

8.1. Review Board of Education Policies #5011, 5015, 5016, 5017, 5019, 5020, 5022, 5023, 5024, & 5025.
Discussion:
Mr. Schrunk reviewed policies #5011-Physical Examination of Students; #5015-Protection of Pupil Rights; #5016-Student Records; #5017-Routine Directory Information; #5019-Communication with Parents; #5020-Rights of Custodial and Non-Custodial Parents; #5022-Investigations, Arrests, and Other Student Contact by Law Enforcement and HHS; #5023-Student Illness; #5024-Medication of Students; and #5025-Insurance Programs. No changes are required at this time.

8.2. Committee on American Civics
Discussion:
Mr. Schrunk reviewed 79-724 Committee on American Civics. He also shared Dorchester Public School’s curriculum, which meets the requirements of the law. There was no public comment at this time.

Mr. Schrunk presented the final draft of the 2023-2024 School Calendar.

Discussion:
Mr. Schrunk presented the technology plan for the 2023-2024 school year. This would replace 17 desk top computers in the business lab and two MacBook Pros from Apple. As well as, three Epson projectors from Computer Hardware.

Discussion:
Mr. Schrunk presented the invoice for the NASB annual dues of $3,353.87.

Discussion:
Mr. Schrunk presented the agenda for the 2023 FBLA State Leadership Conference in Kearney on April 3-5. Seventeen students and 3 sponsors will be attending.

10. Board Committee Report(s)

10.1. Transportation Committee reviewing "Vehicle Replacement Plan"
Discussion:
Mr. Schrunk updated the entire board for the Transportation Committee regarding the possible replacement of a school vehicle. Tyser Repair has been looking at some vehicle options for us.

10.2. Buildings and Grounds Committee review progress on Crows Nest
Discussion:
President Vyhnalek reviewed a request from Zoubek Construction and the Dorchester VFD to burn the old crows' nest. This would require a permit from the State and a $300 inspection fee. The County Department of Roads has agreed to remove the concrete. Mr. Schrunk has written a letter seeking additional funds for the crows' nest from the Dorchester United Methodist Church Endowment Committee. A bid was obtained for a 4' chain link fence on the South side of the football field for $7,000.
