A.R.S.§ 15-154 authorizes the District to place peace officers in its schools in accordance with an approved School Safety Program.

The City and the District desire to enter into an agreement whereby the City will identify a sworn, certified police officer to provide SRO Services at PHS during the 2026-2027 school year (the "School Year"). The City and District have partnered with an SRO for many years. 

The District is authorized to enter into the Agreement pursuant to A.R.S. §§15-342 and 11-952. The City is authorized to enter into this Agreement pursuant to A.R.S. § 11-952.

8.A.8. Consider approving a Waiver of Conflict regarding the Sports Physical Agreement between Prescott Unified School District No. 1 and Yavapai County Community Health Services, as well as any related agreements, contracts and legal assistance.

RELEVANT INFORMATION:
The Yavapai County Attorney's Office maintains an attorney-client relationship with Yavapai County Community Health Services and Prescott Unified School District, No. 1. The YCAO recognizes that PUSD, No. 1, may have independent legal counsel. Nonetheless, the YCAO maintains an attorney-client relationship with PUSD as the YCAO may periodically provide legal advice to it pursuant to A.R.S. 11-532. PUSD's "client" status does not change even if it uses independent legal representation. It is also possible that PUSD may eventually ask the YCAO for legal services concerning the Yavapai County Community Health Services regarding the Sports Physical Agreement.

This is a continuation of the original Memorandum of Understanding between PUSD and PUSDEF.

8.B. STUDY AND VOTING SESSION -  If a member of the public wishes to speak to one of the following voting items, please complete and return form 1.302.01, Request for Public Participation to Sarah Torres, Administrative Assistant to the Governing Board prior to the study and voting session of the agenda. This document can also be found under the Governing Board tab on the PUSD website: https://www.prescottschools.com.

For items with the potential to have many speakers, the overall speaking time may be adjusted by the Governing Board. Speakers will be called to speak in the order in which they signed up, first come, first served.

Requests to speak that are emailed will also be first come, first served. Email requests can be sent to sarah.torres@prescottschools.com at any time prior to the study and voting session of the agenda.
  

8.B.1. Consider approving students recommended for early entrance into kindergarten for the 2026-27 school year, as presented.

RELEVANT INFORMATION:
The parents of one child have requested early entrance into kindergarten. In accordance with A.R.S. §15-821(C) and PUSD Governing Board Procedure, 5-102.A, Enrollment Requirements, the child participated in early entrance screening using the Brigance Screening Tool. After completing kindergarten screening, the child demonstrated academic, language, and motor skill readiness and is recommended for kindergarten. Screening results have been shared with the parents, building principals, and the Superintendent.

8.B.3. Consider taking action to temporarily suspend the District's restriction against the presence and consumption of alcohol on district grounds, specifically Prescott Mile High Middle School's Hendrix Auditorium, as presented.

RELEVANT INFORMATION:
Special events in the City of Prescott are an important part of the fabric of our community. Not only do they generate a positive economic impact on the community, but they also create a positive image for our visitors and residents and demonstrate support for local charitable organizations. Allowing the use of the proposed space will help to grow these events and the associated benefits.

According to Governing Board Policy 1-303 - Adoption, Revision, Suspension and Repeal of Board Policies, the Governing Board has the authority to temporarily or permanently suspend by a majority vote the operation of any section or sections of Board policies not established and required by law or vested by contract. Legal counsel has stated that the Governing Board has the authority to temporarily suspend the restriction regarding alcohol, but that the "No Tobacco" policy must be enforced and cannot be waived. 

The Boys & Girls Club of Central Arizona has rented Hendrix Auditorium September 18–19, 2026 for their Dancing for the Stars event.
