Description:
Dr. Brandon Fletcher, Board President, will ask for a motion to accept the agenda, which includes the consent agenda. Once the agenda is accepted, the Board mutually agrees not to discuss any item of business or take any action that has not been accepted for the agenda.

2.1. D-B EXCEL Students Named Tennessee STEM Innovation Network 2026 Statewide Design Challenge High School Winners

Description:
Board Vice President Melissa Woods will recognize D-B EXCEL students Riley Cody (12th grade), Aiden Shaver (10th grade), and Gabe Williams (12th grade) for being the Tennessee STEM Innovation Network 2026 Statewide Design Challenge High School Level winners for their prototype and solution entitled "Filter Away... the Lu-SEAL Way." Teams had the flexibility to choose a specific environmental issue and determine the approach that best addresses it. Students researched, identified a problem, conducted a root cause analysis, defined the target audience or stakeholder group who will benefit from the solution, and developed a prototype of the solution using a variety of media. |

2.2. Dobyns-Bennett High School Boys and Girls 4x800 Relay Teams Named TSSAA State Champions

Description:
Board member Todd Golden will recognize the Dobyns-Bennett High School Boys and Girls 4x800 relay teams for being named 2026 TSSAA Division I Class AAA State Champions. The TSSAA Outdoor State Track & Field Championships were held in Knoxville on May 19–21. It is the first time the same school has won both relays at the state meet. Bob Bingham is head coach of both teams.
The girls' winning time of 9:12.03 shattered their own school record by 13 seconds. It was the first girls relay state championship in school history. The team consists of Carlee Cradic, Mattea Mazzilli, Tiesha Turner, and Gigi Venzon. Tiesha and Gigi finished their careers as 2 of the most decorated runners in school history. They have both won 10 state medals and each has 3 school records. The boys' team, Dixon Armstrong, Drew Emmett, Lucas Minani, and Chad Williams, beat the defending state champs and the pre-meet favorites, Daniel Boone, with a time of 7:46.63. The time was the second-fastest time at the State Meet, only surpassed by Dobyns-Bennett in 2024. The first 3 runners Lucas, Dixon, Drew ran personal best times and gave the baton to Chad Williams in a virtual tie with Daniel Boone. Chad ran a tactically brilliant race and out kicked Boone for the victory. It was the exclamation mark for a brilliant season for him. He was conference champ, section champ, and state runner-up in the 800. |

2.3. Dobyns-Bennett High School Unified Boys Shot Put Team Named Unified Track & Field Boys TSSAA State Champions and All-State Finishers

Description:
Board President Dr. Brandon Fletcher will recognize Dobyns-Bennett High School students Hayden Dockery and Callan Burress for being named the Unified Track & Field Boys 2026 TSSAA State Champions and All-State Finishers in Boys Shot Put. Hayden is a rising senior and Callan will be a sophomore next year. The team coaches are Sarah Good (head coach) and Michael Holt.
The athletes won the Boys Unified Shot Put State Championship at the TSSAA State Track & Field Championships held at the University of Tennessee's Tom Black Track in Knoxville. The tandem's gold-medal performance helped propel the overall Dobyns-Bennett Unified team to a 4th place finish statewide, compiling 32 points and medaling across all seven events. |

3. PUBLIC COMMENT
Description:
For Public Comment during Kingsport Board of Education Regular and Called Meetings: Is sign-up required? Any person wishing to address the Kingsport Board of Education during the Public Comment portion of a Board regular meeting will have an opportunity to sign up immediately prior to the 6:00 p.m. meeting. Prior notification of intent to speak is not necessary, but recommended. How long may I speak? Per KCS Board Policy 1.404 - Public Communications at Board Meetings, those who have signed up may speak for up to three (3) minutes. Before addressing the Board, the speaker shall state his or her full name and address, including zip code. The public comment period will last no more than thirty (30) minutes in total, unless the Board waives the limit(s) upon considering a request for extension made prior to the President's announcement for public input. When will it be my turn? Speakers will be called in the order in which they signed up or announced their intent to address the Board. When the Board President calls your name, please make your way to the podium. Points to remember:

David Frye, Chief Finance Officer, will present a recommendation to purchase Student Transportation Software and Related hardware from Tyler Technologies, using the Sourcewell cooperative agreement. The total cost for the first year is for an amount not to exceed $103,655.00. Funding will be from both FY26 and FY27 School General Purpose Funds.
