Description:

3.4. Approval to Accept Literacy Materials Implementation Support Grant from the Tennessee Department of Education

Description:
It is recommended the Board accept a Literacy Materials Implementation Support Grant from the Tennessee Department of Education. This is a four-year grant in the amount of $90,000, with $80,000 going to the vendor (SchoolKit) for reimbursement of services and $10,000 to Kingsport City Schools for materials. The district will use the grant to assist with professional development and the improvement of instruction practices for grades 5–12 in literacy.

3.5. Approval to Enter into Agreement with Outside Providers on an Assignment Needed Basic to Provide Applied Behavior Analysis Services

Description:
It is recommended the Board approve entering into an agreement with an outside provider on an assignment needed basis for the purpose of providing Applied Behavior Analysis (ABA) services for Kingsport City Schools special education students. Services may include observing students in the classroom, collecting and reviewing behavior data, providing direct one-on-one instruction when appropriate, and implementing strategies aligned with a student's IEP or behavior plan. These services are designed to improve student behavior and essential life skills by teaching emotional regulation, functional communication, and appropriate social behaviors. The focus is on helping students replace problem behaviors with positive, effective alternatives that allow them to be more successful in the school environment. ABA services serve as an additional layer of support to reinforce positive behaviors, increase student independence, and support meaningful participation in learning.
Kingsport City Schools will not be charged for these services. The outside provider will receive compensation directly from TennCare/Medicaid or a private health insurance company for their services. |

3.6. Approval to Accept Ballad Health Donation

Description:
It is recommended the Board accept a one-time grant from Ballad Health in the amount of $4,500.00 to set up a reset room at Adams Elementary School to aid in positive mental health and stress reduction for students and teachers. The school will provide Ballad with utilization data at the conclusion of each month.

3.7. Approval of Donation Report

Description:
It is recommended the Board approve a quarterly list of multiple donations from various sources received by Kingsport City Schools from October through December 2025. The individual school receipts total $82,676.36.

3.8. Approval of Policies on First Reading

Description:
Dr. Andy True, Assistant Superintendent - Administration, reviewed four revised policies at the January work session for Board consideration for approval on First Reading at the February meeting. Revised policies only require one reading for adoption. It is recommended the Board approve the revised policies.

4.1. Budget Amendment #4

Description:
Mr. David Frye, Chief Finance Officer, will present Budget Amendment #4of FY2026 for Board consideration. The two items listed are a Ballad Health donation of $4,500 to create a Reset Room at Jackson Elementary School, and a technology equipment purchase of $124,500 due to a budget shortfall in the Technology Instructional Equipment budget.
