F.1.a. District administration recommends approval to table the adoption of a new curriculum map for the senior level English IV: Mystery course. This curriculum map for the course includes five comprehensive units that explore the subgenres associated with mystery. Both In Cold Blood and The Maltese Falcon were selected as cornerstone texts representing the subgenres of true crime and detective fiction. Dr. Tabetha Finchum and Flowing Wells High School English teacher, Ms. Jessica Curley, will provide an overview. Pending Board approval, the resources would be tabled for a sixty-day period for public review and comment.

F.2. Recommend Approval to Establish Data Sharing Agreement with Youth On Their Own and Chapin Hall Center for Children

F.2.a. District administration recommends approval to establish a data sharing agreement with Youth On Their Own (YOTO) and Chapin Hall Center for Children. This agreement would entail the release of de-identified student data to the data-sharing partners for the purpose of program evaluation. Specifically, YOTO administers a program that provides monthly stipends to eligible students experiencing housing insecurity as an incentive to remain enrolled and engaged in school. This evaluation would assess the program's effectiveness in improving school participation and graduation for participating youth. Flowing Wells would de-identify the data prior to releasing it, ensuring no private student data is compromised.

G.1. Recommend Approval of Community Schools Fees for FY2026-2027
|
|
G.1.a. District administration recommends approval of Community Schools’ fees effective July 1, 2026, for fiscal year 2026-2027. The attached schedule shows the current year’s rates and proposed new rates, which include an increase of $0.15/hour for Y.E.S. program participation. Additionally, one new fee has been added, which would establish a tuition rate for preschool students who are not the children or grandchildren of District employees. This community rate would be $175/week, compared to the employee rate of $150/week.

G.2. Recommend Approval of Enrollment Guidelines for EMELC Tuition-Based Preschool Programs

G.2.a. District administration recommends approval of enrollment guidelines for the acceptance and placement of preschool students into our various EMELC classrooms. The guidelines generally reflect our current practices, including a lottery protocol for when registrations exceed classroom capacity. The guidelines also establish new protocols to ensure consistency as we expand our tuition-based programs to include students who are not the children or grandchildren of District employees.

G.3.a. District administration recommends approval to contract with SummitWest Signs to install new digital marquees at five schools (Sentinel Peak, Richardson, Laguna, Centennial, and Davis) and to upgrade the displays at two schools (Hendricks and FWHS) for the purpose of improving parent and community communication and marketing. The total cost is anticipated to be $480,481.57, using pricing through Mohave Arizona state contract 231-SUMM-0222. The project would be funded with a combination of 2025 bond proceeds from the first phase of bond sales in May of 2026 (five new marquees) and FY2026 District Additional Assistance (two upgrades).

|

G.4.a. District administration recommends approval to contract with Freightliner of Arizona, LLC, to purchase three school buses: one Thomas 84-passenger bus at $248,938.74; one Thomas 77-passenger bus at $192,834.17; and one Thomas 39-passenger special needs bus at $184,895.64. The total cost is anticipated to be $626,668.55, using pricing through Mohave Arizona state contract 23D-AZBC-0905. All buses include air conditioning, video systems, and radio communication systems. The purchase would be funded with 2025 bond proceeds from the first phase of bond sales in May of 2026.

G.5. Discussion of Tax Credit Contributions for Calendar Year 2025

G.5.a. District administration presents for discussion a summary of tax credit contribution details for Calendar Year 2025. The Flowing Wells District received $250,068 in tax credit contributions in 2025, compared to $285,679 in 2024. A report summarizing, by school, donations received over the past five years is attached. The Arizona Department of Revenue allows a maximum tax credit of $400 for married couples filing jointly and $200 for individuals or couples filing separately. The District is also required to report actual expenditures from tax credit contributions by February 28th of each year per ARS 43-1089.01. These reports also are attached.

G.6. Recommend Approval to Establish New Contract Addendum for Tuition for Grow-Your-Own School Psychologist Program
|
|
G.6.a. District administration recommends approval to establish a new contract addendum for up to $5,000.00 per year of tuition funding for employees selected to participate in a new program to develop a pool of school psychologists among our existing employees. Candidates would be selected through an interview process and would be eligible to receive the funding throughout the duration of their master's degree program and internship, most likely three years. The draft contract addendum is attached for review.

G.7. Recommend Approval of Guaranteed Maximum Price (GMP) from Chasse Construction for Flowing Wells High School Culinary Arts Expansion
|
|
G.7.a. District administration recommends approval of the GMP from Chasse Construction for construction of the expanded FWHS Culinary Arts space, including classroom space, dry storage, walk-in refrigerator and freezer, dish-washing area, and commercial restaurant equipment. The GMP is $2,878,976.00, and would be funded from multiple sources, including carryforward and future funding from the District's annual Pima JTED allocation, 2025 bond funds, and possibly future District Additional Assistance funds.
