Per Title 36 of the United States Code, as of July 1, 2018, National and/or Patriotic organizations shall be allowed to speak to students during regular school hours during the first quarter of each academic school year.
ASBSD recommends adding allowance of this Title within board policy. Adding this section to existing policies under section I - Instruction is common among many districts, while others create a new locator under "KO." DSD already has a widely published policy KO addressing a separate issue.

Rationale:
DSD is responsible for paying half of the annual salary of 4 School Resource Officers. A Memorandum of Understanding establishes the terms of the agreement, including general expectations. Since this is a district, salaried position, we believe it's necessary to articulate expectations in the form of a job description, similar to all other positions.

12.A. Superintendent - District and Like Sized District Data Preview/Review
Rationale:
One of my beliefs is that we need to look at data to help us make the best decisions possible for our district. As a simple starting point, I believe it is important to have an understanding, based on data, of our district demographics. We have put together a data set, based on public information reported by SDDOE from the 5 districts with k-12 enrollment below us and the 10 districts with k-12 enrollment above us. The data review will help us gain a better understanding of our district in relation to districts with similar enrollment.
Some data points will include attendance rate, number of special needs students, lunch status, dropout rate, cost per student, student/staff ratio, average teacher salary, number of graduates, ACT data, race data, . . . Some questions we might consider:: 1. Pre Data Review Question - What predictions might you have about the data? 2. Post Data Review Question - After reviewing the data set, what questions might you have? After reviewing the data, reflect on the accuracy of your predictions. How might this new knowledge change some assumptions you have about our district?
