8.b. * Recommend approval of Council President Paul Cook's request to transfer committee assignments formerly held by late Councilman Bob Stinson to Councilman Rich Casey.  The committees include the Audit Committee and Hard Surface Parking Committee.  (Council President Cook)

10. LIQUOR LICENSES:

10.a. Recommend approval to the Nebraska Liquor Control Commission the Special Designated Liquor License (SDL) application for Kinseth Hospitality Inc. dba "Courtyard by Marriott" to sell beer, wine, and distilled spirits at a Truck Convention to be held at 3730 Raynor Parkway, Bellevue on September 16, 2022 from 12:00 p.m. to 12:00 a.m.  SDL is for an outdoor area that will run from approximately 4:30 p.m. to 5:30 p.m.  (City Clerk)

11. ORDINANCES FOR ADOPTION (3rd reading):

11.a. Ordinance No. 4103:  An ordinance to vacate Harvell Circle Right-of-Way north of Herman Drive, Lot 1 Harvell Center, Lot 1 Harvell Center Replat 1, Lot 2 Harvell Center Replat 1, and Lot 3 Harvell Center, Sarpy County, Nebraska. (Public Works Director)

14. PUBLIC HEARING ON MATTERS OTHER THAN ORDINANCES:

14.a. Public hearing to obtain citizen input on the CDBG 2022-2023 Action Plan with proposed funding recommendations.  (Finance Director/CDBG Program Specialist)

14.a.1. Approve and authorize Mayor to sign the 2021 Action Plan including Resolution 2022-21: Authorizing Mayor to submit the 2022 Action Plan for the October 2022 - September 2023 Program Year; SF-424/424D; and Entitlement Certifications. (CDBG)

14.b. Recommend approval of application from Kiwanis Club of Bellevue-Offutt for the Arrows to Aerospace Celebration on Thursday, August 18, 2022 at Bellevue Library from 6:30 p.m. to 7:30 p.m., Friday, August 19, 2022 at Senior Center from 11:00 a.m. to 3:00 p.m., and Saturday, August 20, 2022 at Mission Avenue and Washington Park from 6:00 a.m. to 4:00 p.m. and to waive $50.00 Event License Fee. 16. CURRENT BUSINESS:

16.a. * Approve and authorize the Mayor to sign the Nebraska Transportation Assistance Program Agreement with Nebraska Department of Transportation (NDOT) to receive reimbursement of funds for operational expenses of the Specialized Transportation Service for senior and disabled residents of Bellevue, up to a maximum amount of $141,436.00 in fiscal year 2022/2023.  (Human Services Manager)

16.b. *  Approve and authorize the Mayor to sign the First Amendment to Purchase Agreement and Escrow Instructions with Redwood USA LLC for property located southwest of the intersection of South 36th Street and Granada Parkway. (Legal/Administration)

16.c. Approval of the Redevelopment Agreement and Redevelopment Promissory Note, allowing up to $4,028,917 plus accrued interest, to offset TIF eligible expenses, for Maxim Realty Group, College Park Addition Redevelopment Project located on Lot 1, College Apartments Addition.  (City Clerk)

16.d. Approve and authorize the Mayor to sign the Memorandum of Understanding (MOU) between the City of Bellevue and Huntel Cablevision, Inc. dba American Broadband Nebraska Communications, Inc. (ABB).  (Public Works Director)
