6.A. Approve 2022-2023 Budget Amendments as Presented

Description:
Budget amendments were presented and discussed at the budget workshop on July 31, 2023. Those amendments have been reviewed and adjusted based on year-end expenditures. Final amendment amounts are presented for approval.

6.C. Consider and take action to approve the ordinance to set the Maintenance and Operations (M&O) Tax Rate at $.6960 and the Interest and Sinking (I&S) Tax Rate at $.0626

Description:
According to Texas Tax Code Section 26.05, "The governing body of each taxing unit shall adopt a tax rate for the current tax year and shall notify the assessor for the taxing unit of the rate adopted. The governing body must adopt a tax rate before the later of September 30 or the 60th day after the date the certified appraisal roll is received by the taxing unit"
Attached is the "No New Revenue Tax Rate" calculation that indicates SISD will be adopting a tax rate that, if applied to the current tax value, will generate less revenue from the prior year. The current I&S tax rate is set at $.0626. It was discussed in the Budget Planning Workshop that this rate will generate enough revenue to cover current year bond payments. |
6.D. Resolution of the Board to Claim Good Cause Exception for HB 3

Description:
Subsections 37.0814(a) and (b) of the Texas Education Code, as amended by House Bill No. 3 passed by the 88th Texas Legislature, require the Board to determine the appropriate number of armed security officers at each campus and to ensure that at least one armed security officer is present during regular school hours at each District campus and that the security officer must be either a District police officer, a school resource officer, or a commissioned peace officer employed as security personnel under Section 37.081 of the Education Code.
Subsection 37.0814(c) of the Texas Education Code, as amended by House Bill No. 3, provides that that the Board may claim a good cause exception to comply with the requirements of Subsections 37.0814(a) and (b) if the District’s noncompliance is due to the availability of funding or personnel who qualify to serve as a security officer described by Subsection 37.0814(b). |
6.E. Staff Development Minutes Waiver

Description:
The Staff Development Minutes Waiver allows the district to train staff on various educational strategies designed to improve student performance in lieu of student instruction during the school year. We would like to request this waiver from TEA in order to include our two professional development days in our number of operational/instructional minutes.
