6.A. Snyder Education Foundation Grant
Description:
We need Board approval to accept the Snyder Education Foundation Teacher Grants for 2023-2024. The total amount donated is $5,910.00.

6.B. Delegate Authority to Superintendent for the Purchase of Attendance Credits.

For the 2023-2024 school year, we delegated contractual authority to obligate the school district under Texas Education Code (TEC) §11.1511(c)(4) to the superintendent, solely for the purpose of obligating the district under TEC, §48.257 and TEC, Chapter 49, Subchapters A and D, and the rules adopted by the commissioner of education as authorized under TEC, 49.006. This included approval of the Agreement for the Purchase of Attendance Credit or the Agreement for the Purchase of Attendance Credit (Netting Chapter 48 Funding).

Due to staff shortages within the special education department, some positions will need to be filled through contracted services. At the time of posting, the district is working to secure a contractor to fill these open positions.

6.F. Consider and take action to approve the purchase of custodial supplies, not to exceed $200,000.

Each year, the Operations Department receives quotes for custodial supplies through multiple purchasing cooperatives. Quotes were received from multiple vendors, and the supplies will be ordered upon board approval.

6.G. Consider and take action to approve payment of Property and casualty insurance, not to exceed $675,000.

The District's insurance renewal is expected to come in just under $675,000, due to a combination of building value increase and rate increase from reinsurers. Since the amount of the insurance exceeds $25,000, board approval is required.

6.H. Consider and take action to approve concrete project at Snyder High School, not to exceed $49,000.

After installation of the gas line, we are at a point to pour concrete to complete the project. We have received one quote so far, but anticipate the need for board approval.

Description:
Texas Education Code Section 21.210 specifies circumstances under which teachers may relinquish their teaching positions and leave employment of the district during a contract term. The statute also includes provisions for school districts to submit complaints to the State Board of Educator Certification ("SBEC") regarding those educators who fail to comply with TEC 21.210 by abandoning their contracts without "good cause" to seek sanctions against their certificates for contract abandonment. TEA regulations list the following examples of "good cause": serious illness or health condition of the educator or family member with whom the educator resides; relocation to a new city as a result of a change in employer of the educator’s spouse or partner who resides with the educator; a significant change in the educator’s family needs that requires the educator to relocate or to devote more time than allowed by current employment; or the educator’s reasonable belief that the educator had written permission from the school district administration to resign. TEA regulations also require SBEC to consider mitigating factors before imposing sanctions. The mitigating factors are that the educator: gave written notice more than 45 days before the first day of instruction for which the educator will not be present; assisted the school district in finding a replacement educator; continued to work until the school district hired a replacement educator; assisted in training the replacement educator; showed good faith in communications and negotiations with the school district; provided lesson plans for classes following the resignation; changed careers within the field of education to a position that required a different class of certification or to a position with a higher level of authority (within the principal class of certificate); would experience a reduction in base pay; resigned due to hazardous working conditions; or any other relevant circumstances or facts.

9.A. Discuss interest in selling Real Property – Old Firehouse

Description:
The property located at 3012 El Paso, known as "the old firehouse," is owned by the District and has remained vacant since 2016. I would like to discuss the Board’s interest in selling the property.

9.B. Legislative Changes for Policy Manual
Description:
Policy Service has issued an important 2023 Post-Legislative Policy Changes Policy Alert that provides information about updates to your policy manual following the 88th Legislature, Regular Session. The Alert includes a preliminary list of local policies, along with relevant Senate or House Bill numbers, that will be addressed in Update 122.
The Alert also includes a draft resolution for consideration by the board to satisfy the SB 763 requirement that each board take a record vote on whether to adopt a policy authorizing a campus to employ or accept as volunteers chaplains. The board must take action between September 1, 2023, and March 1, 2024. |
