7. STRATEGIC FACILITY PLANNING COMMITTEE FINAL REPORT
A District-wide committee of stakeholders, representing all schools and many departments, has been meeting to review data from the Facility Utilization Study completed by Plante Moran Realpoint last spring, in an effort to assess the study’s findings and develop considerations to utilize our facilities in a more efficient and cost-effective manner. Representatives from Plante Moran Realpoint, who have assisted in facilitating this process, will provide a final report highlighting the committee’s work. |

8.a. PURCHASE OF NEW BUSES - Bus Award Bid
Administration has obtained and analyzed bids through the Michigan School Business Officials (MSBO) Aggregate Bus Purchasing Program and recommends the award of ten (10) Thomas replacement buses to Hoekstra Transportation, Inc. This purchase will be funded from the 2019 Bond Fund. Two (2) 77-passenger conventional buses @ $139,872 $ 279,744 Eight (8) 53-passenger conventional @ $131,862 $1,054,896 MSBO processing fee - $125 per bus $ 1,250 Total Purchase $1,335,890 |

10. CENTRAL HIGH SCHOOL FLASHING SPEED LIMIT SIGNS
In an effort to improve traffic safety on Commerce and Oakley Park Roads in front of Central High School, Administration has worked with the Road Commission of Oakland County and the Commerce Township Board of Trustees in support of the installation of new school speed limit signs with flashers to better control traffic at the beginning and end of the school day. Both entities have agreed to participate in a “tri-party agreement” with Walled Lake Consolidated Schools in which the approximately $73,000 cost of this project will be split equally. Administration recommends the Board of Education support this agreement and authorize the Superintendent to execute all necessary documents.

11. AUTHORIZATION OF RESTRICTIVE COVENANT FOR COMMUNITY EDUCATION PROPERTY
Following extensive efforts to mitigate soil and groundwater contamination on the former Community Education property, a small section of the site still contains contamination in excess of State of Michigan Department of Environment, Great Lakes, and Energy (EGLE) permissible concentrations for unrestricted use of the property. In order to establish permissible uses of the property, the school district must enter into a Restrictive Covenant, to restrict uses only on the affected area of the property. Administration has reviewed the Restrictive Covenant with legal counsel and recommends approval. |
12. NEW COURSE PROPOSAL - ADOPTION
The new course offering, Ornithology at Walled Lake Northern High School, was presented at the November 2, 2023, Board meeting. The new course offering for the Program of Studies has been endorsed by Administration and is being presented to the Board for the approval of its adoption.

13. RESOLUTION: SECTION 105 LIMITED SCHOOLS OF CHOICE
For many years, Walled Lake Consolidated Schools has been open to Section 105 Schools of Choice under the State School Aid Act. Under this section, a pupil may enroll from one Oakland County school district to another. The administration is requesting that the Board of Education approve Walled Lake Consolidated Schools as a participant in Section 105 Limited Schools of Choice for the 2024-2025 school year with a designation of school openings not to exceed 5% of the most recent October count in any individual school and not to exceed 10% of the most recent October Count for the 2024-25 school year, specific to Kindergarten. |
14. BOARD MEETING DATE CHANGE
The 2023-24 Board Meeting Dates were publicized following the January 2023 Board meeting. To better accommodate Board members' schedules, the Board will consider holding the annual organizational meeting on January 4, 2024. The currently scheduled January 11, 2024, Regular Meeting will be held as scheduled. |
15. BOARD POLICY ADOPTION
The updated Board Policies were provided for your review at the November 2, 2023, Regular Board meeting. The updated policies are in alignment with the current law, and Administration recommends the adoption of this updated Board policy.
