13. LAKES AREA COMMUNITY COALITION PRESENTATION
The Lakes Area Community Coalition (LACC) provides substance abuse education, prevention, and resources to students and families in the Walled Lake Schools community. Ms. Joan Baert, Executive Director, and Miss Claire Vahon, Walled Lake Northern Student and President of the LACC Youth Action Board, will present an annual report on the coalition’s progress and future plans for working with our schools. |
14. INSTRUCTIONAL SPECIALISTS PRESENTATION
Mrs. Catherine Kochanski, Assistant Superintendent of Learning Services, will share an update and video on the work the elementary Instructional Specialists have completed this year in support of student literacy. |
15. PUBLIC HEARING ON 2022-2023 BUDGET
A Public Hearing is required prior to the adoption of each new fiscal year general operating budget. The Hearing will provide revenue and expense information relevant to the 2022-2023 general operating budget, which includes the general operating levy.

16. 2021-2022 BUDGET AMENDMENT
The Administration has evaluated the budget line items, and adjustments have been made to more accurately reflect 2021-2022 revenues and expenditures.

17. 2022-23 BUDGET ADOPTION
The 2022-23 budget will be presented. Administration recommends the 2022-23 budget be adopted as presented.

18. 2022-23 MILLAGE RATES
Based on the provisions of Proposal A and the change in the Michigan Business Tax in 2011-12, the millage rates required to generate the homestead and non-homestead millage rates for 2022-23 will be 16.7461 mills on all non-homestead properties, 0.0000 mills on homestead properties, and 4.7461 mills on homestead commercial properties. To satisfy the debt obligations for 2022-23, 4.1300 mills will be levied on all properties for debt and 0.4669 mills on all properties for the sinking fund. |
19. RESOLUTION: LINE OF CREDIT
Administration recommends the District pursue a line of credit to cover cash flow shortages in the School District’s general fund, not to exceed $5 million for the 2022-23 fiscal year. The District would pledge State Aid to repay the principal and interest of the Line of Credit.

20. APPOINTMENT OF AUDITING FIRM
Plante Moran, PLLC, has been exemplary in their assistance with the audits during this past three-year engagement. Their current agreement expires with the completion of the 2021/2022 audit. For nine years’ Plante Moran held our fee constant and increased our last contract by just three percent. The new three-year agreement includes an initial increase of $7,075, the majority of which accounts for the many new federal programs that must be audited. The total first year includes a range of $51,450 - $52,600 depending on federal program audit requirements. The following two years include increases of 2.6 percent. Administration recommends we enter into another three-year agreement with Plante Moran, PLLC. |
21. HEAD START COST-OF-LIVING ADJUSTMENT (COLA) FUNDS |
22. DISTRICT REPRODUCTIVE HEALTH EDUCATION ADVISORY BOARD
Public Act 226 of 1977 requires that a school district sponsoring a reproductive health education program establish an advisory board consisting of two (2) co-chairs, parents, students, educators, local clergy, and community health professionals. The role of the advisory board co-chairs is to coordinate the activities of the advisory board and help evaluate the teaching/learning process for the improvement of instruction. The advisory board periodically reviews materials and methods of instruction and recommends changes, if appropriate. The process for establishing a reproductive health advisory board has been reviewed and endorsed by Administration, and it is recommended that the Board approve the 2022-23 District Reproductive Health Advisory Board as presented.

23. RESOLUTION: MHSAA COOPERATIVE TEAM APPLICATIONS
|
23.a. Walled Lake Central and Western High Schools Boys and Girls Junior Varsity and Varsity Ski Teams are requesting to participate as a cooperative team due to low participation numbers. Administration recommends the Board approve the Michigan High School Athletic Association (MHSAA) Cooperative Team Application. |
23.b. Walled Lake Central and Northern High Schools Boys Junior Varsity and Varsity Wrestling Teams are requesting to participate as a cooperative team due to low participation numbers. Administration recommends the Board approve the Michigan High School Athletic Association (MHSAA) Cooperative Team Application. |
24. RESOLUTION: MHSAA MEMBERSHIP
The Board of Education hereby delegates to the Superintendent or his designee(s) the responsibility for the supervision and control of said activities, and hereby accepts the Constitution and By-Laws of said association and adopts as its own rules, regulations, and interpretations (as minimum standards), as published in the current Handbook as the governing code under which the said school(s) shall conduct its program of interscholastic athletics and agrees to primary enforcement of said rules, regulations, interpretations, and qualifications. In addition, it is hereby agreed that schools which host or participate in the association’s meets and tournaments shall follow and enforce all tournament policies, procedures, and schedules. This authorization shall be effective from August 1, 2022, and shall remain effective until July 31, 2023, during which the authorization may not be revoked. |
25. RESOLUTION: OAKLAND SCHOOLS BOARD OF EDUCATION ELECTION
Oakland School board members are elected by an electoral body composed of one person designated by the board of each constituent school district. The Revised School Code prescribes that each constituent school district board must designate a representative to this electoral body by adopting a resolution. |
