Rationale:
Notice of the time and place of the Lincoln Board of Education meeting was e-mailed to an extensive list of local and regional news media. A mailing list is maintained at the Lincoln Public Schools District Office. A public notice was published in the LINCOLN JOURNAL STAR.
The Lincoln Board of Education is empowered to act on any item listed on the Agenda at any time during the meeting, irrespective of the time or order listed. Pages listed, or further detail, are available upon request. The Open Meetings Act requires and the intention of the Board is that agenda items be sufficiently descriptive to give the public reasonable notice of the matters to be considered at the meeting. The Lincoln Board of Education releases its agenda well in advance of most meetings and desires that all interested persons are fully informed. 7.1. Lincoln Public Schools Honored for Communications by the National School for Public Relations
Rationale:
Lincoln Public Schools has been honored for various communication strategies by the National School for Public Relations Association, a national organization for school public relations professionals. Awards include the top honor of excellence for the district’s use of social media; merit honor for the blog of Superintendent Steve Joel, honorable mention for its Community News publication, as well as for two LPS-created videos. Director of Communications Mary Kay Roth oversees the department and various team members to produce stories, photos, graphics, videos and web information for staff and the community. Explanation The Lincoln Public Schools Communications Department strives to empower people to tell the stories of our school district. The actual work of the Communications Department requires help from staff members in other departments, specifically library media services and computing services, with strong support from LPS leaders in the district office and in schools and staff members across the school district.

9.1. Human Resources Matters
Rationale:
The Human Resources Division also includes the Office of Risk Management. As such, in addition to the Lincoln Board of Education approving all contractual agreements with employees, all employee benefit issues, all personnel actions, and all other matters within the scope of the Human Resources Division, as part of the Human Resources Matters agenda; the Lincoln Board of Education also must approve the settlement of Workers’ Compensation claims, take action on tort claims filed against the district, and take action on all other matters within the scope of the Office of Risk Management. Explanation This report includes routine Human Resources changes: a. At each meeting, the Board of Education is asked to approve certain items of routine business of the school district. b. PAYROLL FOR RATIFICATION – Payroll for the period ending July 31, 2015, in the amount of $13,139,274.55. c. GIFTS – Approval for the gifts listed on the attached gift report.
d. BIDS/CONTRACTS/OTHER ROUTINE BUSINESS – Bids/contracts/other routine business will be presented for approval for the purchase of playground equipment and rubber tile; the purchase of textbooks for The Career Academy; a concrete walking track at Everett Elementary; the replacement of the pool filter at Southwest; the purchase of music equipment; an agreement for the provision of deaf or hard of hearing services; a facility lease agreement; items to be listed for auction; and any other bids/contracts/routine business as presented. a. 9.3. Option Enrollment Student Applications for 2015-16
Rationale:
On February 10, 2015, the Board adopted a resolution to accept option students for the 2015-16 school year. Applications have been received from students requesting that they be accepted as option students for the 2015-16 school year. Staff recommends that the students referred to in this agenda item be accepted for enrollment as they are in compliance with the Board resolution of February 10, 2015.
Explanation Staff has examined the applications of the students included in this proposal. The students meet one of the criteria set forth by the Board in its resolution of February 10, 2015. Staff recommends approval of these applications. Proposal That the Board adopt the following resolution: WHEREAS the students who have been assigned student numbers 294986, 407596, and 270663 (for purposes of confidentiality, assigned numbers are being used) meet one or more of the criteria of the Board resolution of February 10, 2015, with regard to such option students; THEREFORE BE IT RESOLVED that the aforementioned students be accepted as option students on the condition and with the express understanding that all programs, all classes and all buildings of assignment, except as otherwise required by law, shall at all times and from time to time during attendance at Lincoln Public Schools be determined solely by Lincoln Public Schools.

Rationale:
The Lincoln School District issued $150,000,000 in general obligation school bonds on August 30, 2006. The bonds were the first series of bonds issued for funding a comprehensive ten-year facilities improvement plan. Bond principal and interest are scheduled to be repaid through January 15, 2036.

11.2.1. Revised Proposed 2015-16 Pay Rates for Substitute and Miscellaneous Employees
Rationale:
The Board of Education must approve all salary schedules/pay rates for the employees of Lincoln Public Schools. Explanation The recommended salary increases range from no increase to a 2.88 percent increase, depending on the employee group. Rationale:
Annually, the Board of Education evaluates the Superintendent and develops Annual Priorities for the Superintendent for the coming school year.
Explanation Nebraska law and Lincoln Public Schools policy require that the Board of Education evaluate its Superintendent of Schools each year. Completed evaluations are confidential reports that are placed in and become a part of the Superintendent's personnel file (Section 79-8,109).
