6.1. Staff Celebration: Kyle Poore named Emerging Industry Leader by the National Center for Spectator Sports Safety and Security
Rationale:
In June 2023, Kyle Poore was named a 2023 Emerging Industry Leader by the National Center for Spectator Sports Safety and Security (NCS4). NCS4 is an academic center devoted to the study and practice of sports safety and security at the University of Southern Mississippi. The center’s Emerging Industry Leader Award recognizes a young professional who demonstrates outstanding leadership in addressing safety and security issues. Recipients also set an example for others to follow from their commitment to this area.
Lincoln Public Schools Security Coordinator Kyle Poore was named a 2023 Emerging Industry Leader by the National Center for Spectator Sports Safety and Security. Kyle joined the LPS security team after spending 16 years in the classroom. He spent the past four years helping to develop and implement security protocols and procedures that align with industry best practices, most recently expanding the focus to LPS athletic and activity events. LPS Security Director Joseph Wright said: "Kyle is an asset to our district's security efforts. His life experiences as an educator and first responder bring valuable knowledge and experience to our team. NCS4's recognition of Kyle's vision for LPS speaks to all the hard work he has done to bring us to where we are today and where we will go in the future." |

6.2. Staff Celebration: Andrea Phillips Awarded 2023 Nebraska School Social Worker of the Year by the School Social Work Association of Nebraska
Rationale:
In April 2023, Lincoln Public Schools Social Work Coordinator Andrea Phillips was named the 2023 Nebraska School Social Worker of the Year by the School Social Work Association of Nebraska. This honor is awarded each year to a school social worker in the state who exemplifies the hard work and dedication of the school social worker profession. To qualify for this award, nominees must be currently employed as a Nebraska school social worker, and have at least two years of experience as a school social worker. Other considerations include showcasing innovative direct practice, outstanding achievements and contributions to school social work through demonstrated leadership and professional participation, and community involvement and volunteerism.
EXPLANATION:Lincoln Public Schools Social Work Coordinator Andrea Phillips was named the 2023 Nebraska School Social Worker of the Year by the School Social Work Association of Nebraska. Andrea has been a school social worker with LPS since 2014 and serves on several boards in the community that work to provide mental health support and resources to children and families. Andrea’s colleagues wrote: "Andrea is always looking out for the well-being of our team members, advocating for their needs and interests, and providing support and guidance when needed. A passionate advocate for her staff, Andrea creates a positive and supportive work environment, where team members feel valued, respected, and empowered to make a difference in the lives of those they serve." |

7. PUBLIC COMMENT
Rationale:
The Board believes public attendance and participation, when appropriate to the business at hand, is beneficial to the work of the Board and models the importance of civic engagement and civil discourse to the community’s children, but it cannot impede the Board from completing the business of the meeting. 2. A time limit of three minutes will be allotted for any speaker unless prior to the beginning of the Public Comment agenda item, the chair sets a different reasonable time frame to be allotted for speakers in order to accommodate the number of persons who have submitted "Record of Appearance" cards. The time limit is per speaker, per meeting and may not be transferred or assigned to other speakers. 3. The chair may endeavor to organize public comment by what agenda items or other issues have been identified as topics by public speakers, adjust for the age of speakers, and/or split the Public Comment agenda item to be conducted in different positions within the Board’s Order of Business. At the discretion of the chair, the speaker may be allotted additional time. Board members may share, address or consider comments from the public during public comment, at the end of public comment or when related business is on the agenda. 4. In order to be called forward to address the Board during Public Comment, each person wishing to speak must obtain a "Record of Appearance" card from staff at the meeting in which they wish to speak. "Record of Appearance" cards are available beginning 30 minutes prior to the scheduled start of the meeting. Those wishing to speak must accurately complete the required sections of the card, and submit it to the appropriate staff member by 15 minutes after the start of the meeting. 5. Individuals will be called forward to speak by name, organization being represented, if applicable, and address. Each individual speaking to the Board will be required to identify himself or herself prior to giving public comment by stating their first and last name and, if applicable, any organization they represent. 6. In cases where more than one person wishes to speak on the same topic, their presentations to the Board may, at the discretion of the chair, be grouped together by topic. 7. If the number of people wishing to speak under the public comment portions of the agenda is large, the chair may rule that a public hearing be scheduled. 8. Persons speaking to the Board during public comment may make printed materials (paper no larger than 8.5 x 11 inches) available to the Board but may not use any other form of media. Public speakers are asked to provide 10 copies of any copies of printed materials presented to the Board. Persons attending Board meetings and/or speaking to the Board during Public Comment or during a public hearing must follow all requirements established by the Board, as well as all Board, chair and staff directions in order to help maintain the order, proper decorum, safety and security, and the non-disruptive functioning of the Board meeting. Rationale:
On January 24, 2023, the Board adopted a resolution to accept option enrollment students for the 2023-24 school year. Applications for enrollment during the 2023-24 school year have been received and are in compliance with the Board resolution of January 24, 2023.
Explanation: The applications included in this agenda item have been examined by staff and meet one of the criteria set forth by the Board in the resolution of January 24, 2023. Staff recommends approval of the applications. The Board of Education assigns school attendance areas to property newly annexed to the City of Lincoln or newly platted. This action establishes school attendance areas prior to the sale of residential lots, allowing purchasers to know what schools their children will attend.
Explanation
The City of Lincoln has annexed a parcel of land, which automatically brings this property into the district of Lincoln Public Schools. This property needs to be assigned attendance centers so that potential purchasers of homes in this area will know which schools they will be attending: S 98th St. & Van Dorn St., Annexation Ordinance #21472, for 2023-24 school year: Maxey Elementary, Lux Middle School, East High School. 9.1.4. East High School Track Renovation Project #10683; Change Order #001
Rationale:
Sealed bids were received on October 27, 2022, from interested vendors, to provide renovations for the tracks at Northeast and East High Schools. At its regular meeting on November 8, 2022, the board of education approved entering into a contract with Midwest Tennis & Track for running track resurfacing projects at Lincoln East and Lincoln Northeast high schools. Subsequently, the school district, its professional engineer Lamp Rynearson, and the contractor have learned that the asphalt track base below and supporting the polyurethane synthetic track surface had disintegrated and was not adequate to support installation of a new surface. An adequate asphalt base is vitally essential to the usability, service life expectancy and any warranty requirements for the track surface. Subsequent to discovering this previously unforeseen condition, the school district, professional engineer, and contractor collaborated on developing an appropriate change order to demolish and replace the asphalt base.
EXPLANATION: It is recommended that Change Order #002 for the East High School asphalt track base replacement in the amount of $730,603.80, plus possible allowance items not to exceed $21,710.00, be authorized and approved. The expenditure amount will be from the Depreciation Fund. A copy of the change order is on file with official district records and documents are available for review in the Purchasing Department upon request. PROPOSAL: The Board, by approving this change order with Midwest Tennis & Track, is ratifying and approving the additional work at East High School, the contract documents for this project, and all associated documents related thereto according to the terms and conditions as on file with district records or such other or additional terms and provisions as negotiated and approved by the Associate Superintendent for Business Affairs or a designee, and the Board is hereby delegating to and authorizing the Associate Superintendent for Business Affairs or a designee to sign, execute, and deliver the change order, any documents relating to potential allowance items, and all such related documents, make all contract and change order payments, and to take or cause to be taken any and all other action and sign any other documents as may be necessary to complete the transaction, and to administer, operate, and/or implement the contract and all associated documents related thereto on a day-to-day basis during this project as contemplated thereby, for and on behalf of this school district, and hereby designates the Director of Operations, or another person as selected by the Associate Superintendent for Business Affairs or a designee from time to time as its program administrator under this agreement. |

It is recommended that agreements be entered into between Lincoln Public Schools and the following entities: Lincoln Parks & Recreation, The Malone Center, Northeast Family Center, Cedars Youth Services, YMCA Of Lincoln, Civic Nebraska, Willard Community Center, Lincoln Housing Authority, and Family Service of Lincoln, to provide services related to Community Learning Center (CLC) activities at various LPS locations. These agreements will be valid through September 30, 2024.

10.2.1. Full-Service Community Schools Grant
Rationale:
BACKGROUND:
The U.S. Department of Education is requesting applications for the Full-Service Community Schools (FSCS) Grant Program, which is authorized under Title IV, Part F, Subpart 2 of the Elementary and Secondary Act. The purpose of the FSCS program is to provide support for the planning, implementation, and operation of full-service community schools that improve the coordination, integration, accessibility, and effectiveness of services for children and families, particularly for children attending high-poverty schools. A Full-Service Community School is a public elementary or secondary school that uses established partnerships between schools and community organizations to provide well-rounded educational opportunities to meet the social, emotional, physical and mental health, and academic needs of students. The program requires that grant recipients offer services from birth through high school graduation and assist with the post-secondary transition to education or employment. Section 4622 of the ESEA defines a Full-Service Community School as a public elementary or secondary school that: (a) Participates in a community-based effort to coordinate and integrate educational, developmental, family, health, and other comprehensive services through community-based partnerships; and (b) Provides access to such services in schools to students, families, and the community, such as access during the school year (including before- and after school hours and weekend), as well as during the summer. The concept of a Full-Service Community School builds on the foundation of the 21st Century Community Learning Centers (CLC) program, which utilizes similar community partnerships to provide academic and enrichment opportunities during non-school hours and is also focused on high-poverty schools. EXPLANATION: Lincoln Public Schools is developing a proposal in response to this opportunity that will include a pipeline of elementary to middle to high school, using district and community data to inform program design. Existing CLC partners will be embraced in the planning process that is required in Year 1 of the program, as well as in the administration and implementation of the entire 5-year program. Program services must include academic, nonacademic, health, mental health, and other strategies to support the needs of students, families, and community residents. Grant funds will support a broad range of items, including a required full-time coordinator at each school, a full-time navigator to work with school nurses to identify and assist students and families without health care coverage or a medical home to secure these services in the community, expanded community-based contracts for school-based therapy during non-school hours, and other expanded school-based services during non-school and summer hours. |

10.2.2. Stronger Connections Grant to Nebraska Department of Education
Rationale:
The Bipartisan Safer Communities Act (BSCA) of 2022 provided $1 billion in funding to State Educational Agencies (SEAs) to be distributed under Title IV, Part A of the Elementary and Secondary Education Act of 1965 (ESEA). The BSCA specifies that SEAs must make competitive subgrants to high-need Local Educational Agencies (LEAs) for activities to support safe and healthy students under section 4108 of the ESEA. Stronger Connections Grant funds will be awarded competitively to high-need LEAs to establish and support safer and healthier learning environments in our school communities. LEA proposals to create safe, healthy, and supportive schools must reflect a comprehensive set of evidence-based components.
Explanation: Lincoln Public Schools is developing plans to apply for Stronger Connections Grant funding, which will support programming for three consecutive years (through September 2026). Programming will include professional learning, coaching, and continual support for implementation of Multi-Tiered Systems of Support (MTSS) and Restorative Practices (RP) in Lincoln Public Schools. The implementation of both strategies provides an evidence-based framework for integration of prevention and tiered intervention with data-based problem-solving to meet the academic and behavioral needs of students. Implementation of Restorative Practices is also centered around reducing overall suspensions and disproportionality. In addition, grant funding will provide school-based therapy through community-based mental health partner agencies. Proposal: That the Board discuss the submission of the Stronger Connections Grant application for approximately $1.5 million. This grant requires no match. The grant application is due July 27, 2023. |

10.2.3. McKinney-Vento Homeless Assistance Grant
Rationale:
The McKinney-Vento Homeless Assistance Act is the primary piece of federal legislation dealing with the education of children and youth experiencing homelessness. The McKinney-Vento program is designed to address the problems that homeless children and youth have faced in enrolling, attending, and succeeding in school. Under this program, State educational agencies (SEAs) and Local educational agencies (LEAs) must ensure that each child and youth experiencing homelessness has equal access to the same free, appropriate public education, including a public preschool education, as other children and youth. Children and youth experiencing homelessness should have access to the educational and other services that they need to enable them to meet the same challenging State student academic achievement standards to which all students are held. States and districts are required to review and undertake steps to revise laws, regulations, practices, or policies that may act as a barrier to the enrollment, attendance, or success in school.
Explanation: The LPS Homeless Outreach Coordinator works with families experiencing homelessness to arrange transportation services for children to attend school and works with families to provide other supports that create a more stable environment for children experiencing homelessness. LPS will use funds received through the McKinney-Vento Act to continue to support the salary of the Homeless Outreach Coordinator and to pay transportation costs for children experiencing homelessness to attend school. Proposal: That the Board approve the submission of the McKinney-Vento Grant application for approximately $ 53,000 with the final allocation to be determined by the State of Nebraska after submission and dependent upon grants awarded to other applicants. This grant requires a 100% match from Title I allocated to the district. Title I funds have been used in past years to cover the required match for this grant. The grant application is due July 27, 2023. |

14. ANNOUNCEMENTS OF UPCOMING EVENTS FOR THE BOARD

15. PUBLIC COMMENT
Rationale:
The Board believes public attendance and participation, when appropriate to the business at hand, is beneficial to the work of the Board and models the importance of civic engagement and civil discourse to the community’s children, but it cannot impede the Board from completing the business of the meeting. 2. A time limit of three minutes will be allotted for any speaker unless prior to the beginning of the Public Comment agenda item, the chair sets a different reasonable time frame to be allotted for speakers in order to accommodate the number of persons who have submitted "Record of Appearance" cards. The time limit is per speaker, per meeting and may not be transferred or assigned to other speakers. 3. The chair may endeavor to organize public comment by what agenda items or other issues have been identified as topics by public speakers, adjust for the age of speakers, and/or split the Public Comment agenda item to be conducted in different positions within the Board’s Order of Business. At the discretion of the chair, the speaker may be allotted additional time. Board members may share, address or consider comments from the public during public comment, at the end of public comment or when related business is on the agenda. 4. In order to be called forward to address the Board during Public Comment, each person wishing to speak must obtain a "Record of Appearance" card from staff at the meeting in which they wish to speak. "Record of Appearance" cards are available beginning 30 minutes prior to the scheduled start of the meeting. Those wishing to speak must accurately complete the required sections of the card, and submit it to the appropriate staff member by 15 minutes after the start of the meeting. 5. Individuals will be called forward to speak by name, organization being represented, if applicable, and address. Each individual speaking to the Board will be required to identify himself or herself prior to giving public comment by stating their first and last name and, if applicable, any organization they represent. 6. In cases where more than one person wishes to speak on the same topic, their presentations to the Board may, at the discretion of the chair, be grouped together by topic. 7. If the number of people wishing to speak under the public comment portions of the agenda is large, the chair may rule that a public hearing be scheduled. 8. Persons speaking to the Board during public comment may make printed materials (paper no larger than 8.5 x 11 inches) available to the Board but may not use any other form of media. Public speakers are asked to provide 10 copies of any copies of printed materials presented to the Board. Persons attending Board meetings and/or speaking to the Board during Public Comment or during a public hearing must follow all requirements established by the Board, as well as all Board, chair and staff directions in order to help maintain the order, proper decorum, safety and security, and the non-disruptive functioning of the Board meeting. These include, but are not limited to the following:
If at any time persons appearing before the Board do not comply with these or any other Board requirements, it shall be the responsibility of the chair to declare that person or persons out of order and require a change in behavior, delay or recess the meeting, or refuse permission to continue to address the Board, and ultimately may require the person or persons to leave the premises of the Board meeting. |

16. REQUEST FOR CLOSED SESSION
Rationale:
The Lincoln Board of Education is authorized by state statute to hold a closed session by the affirmative vote of a majority of its voting members if a closed session is clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual. The subject matter and the reason necessitating the closed session are to be identified in the motion to close. Closed sessions may be held for, but shall not be limited to, such the subject matter and the reasons set forth in the Proposal section below.

16.1. Request for Closed Session - Negotiations/Collective Bargaining, Property/Real Estate, Litigation, Security, Criminal Misconduct, Personnel, and Legal Advice Matters
Rationale:
The Lincoln Board of Education is authorized by state statute to hold closed sessions. Closed sessions may be held when clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual. Reasons that meet this standard include but are not limited to: (a) strategy sessions with respect to collective bargaining, real estate matters, pending litigation, or litigation which is imminent as evidenced by communication of a claim or threat of litigation to or by the public body; (b) discussion regarding deployment of security personnel or devices; (c) investigative proceedings regarding allegations of criminal misconduct; (d) evaluation of the job performance of a person when necessary to prevent needless injury to the reputation of a person and if such person has not requested a public meeting; and (e) legal advice.
Explanation
At this point, it is appropriate for the Board to meet in closed session for one of the stated matters and/or any other permissible closed session matters in compliance with the law. That the Board hold a closed session: 1. For strategy session with respect to negotiations/collective bargaining clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual in compliance with the law. 2. For strategy session with respect to property/real estate matters clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual in compliance with the law.
3. For strategy session with respect to pending litigation, or litigation which is imminent as evidenced by communication of a claim or threat of litigation to or by the public body clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual in compliance with the law.
4. For discussion regarding deployment of security personnel or devices clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual in compliance with the law.
5. For investigative proceedings regarding allegations of criminal misconduct clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual in compliance with the law.
6. For personnel and the evaluation of job performance clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual in compliance with the law.
7. For discussions of the legal consequences of specific action and legal advice clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual in compliance with the law. |
