6.1. Staff Celebration: Lux Middle School Honored as a 2021 Blue Ribbon School and designated as "Exemplary High Performing" by U.S. Department of Education
Rationale:
Lux Middle School has been honored as a 2021 Blue Ribbon School by the U.S. Department of Education. Lux earned this distinction for its overall academic performance and its progress in closing achievement gaps. Lux is one of only 326 schools in the country to earn the honor this year. Lux was recently formally honored during a ceremony in Washington, D.C. EXPLANATION: The U.S. Department of Education has named Lux Middle School a Blue Ribbon School for 2021. Lux learned about the honor recently after going through a rigorous application and review process. The Blue Ribbon program recognizes public and private elementary, middle and high schools. Honored schools are chosen based on their overall academic performance and their progress in closing achievement gaps. Lux was one of only 326 schools in the country to receive the honor this year. Lux became the eighth school within Lincoln Public Schools to earn the award since it began in 1982. LPS Superintendent Steve Joel said this about the honor: "As a Blue Ribbon School, Lux joins an elite group of schools in the country. They’re now one of a number of LPS schools that have won this award, which reflects the excellent teaching and learning that takes place across the district. It’s the hard work and dedication of Principal Dohmen, staff, and students that have made this possible. All of LPS is incredibly proud of this honor they’ve so deservedly earned." Lux Principal Duane Dohmen had this to say about the award: "It’s not only about our achievements in the classroom and with student scores. It’s also about the culture we’ve created here at Lux, a culture that not only promotes academic excellence but stresses positive relationships, diversity, and making responsible choices.

Rationale:
This year, Lincoln Public Schools surpassed our goal of $150,000 by pledging $155,713.50 for our Combined Community Campaign! This is a 13.5% increase from last year. Our theme, "See the need. The Human Resources Division also includes the Office of Risk Management. As such, in addition to the Lincoln Board of Education approving all contractual agreements with employees, all employee benefit issues, all personnel actions, and all other matters within the scope of the Human Resources Division, as part of the Human Resources Matters agenda; the Lincoln Board of Education also must approve the settlement of Workers’ Compensation claims, take action on tort claims filed against the district, and take action on all other matters within the scope of the Office of Risk Management.

9. FIRST READING, ACTION AT NEXT MEETING
Rationale:
*The Lincoln Board of Education is empowered to act on any item listed on the Agenda at any time during the meeting, irrespective of the time or order listed. Pages listed, or further detail, are available upon request. The Open Meetings Act requires and the intention of the Board is that agenda items be sufficiently descriptive to give the public reasonable notice of the matters to be considered at the meeting. The Lincoln Board of Education Board releases its agenda well in advance of most meetings and desires that all interested persons are fully informed. 9.1.1. Newly Annexed Property to the City of Lincoln
Rationale:
The Board of Education assigns school attendance areas to property newly annexed to the City of Lincoln or newly platted. This action establishes school attendance areas prior to the sale of residential lots, allowing purchasers to know what schools their children will attend.
Explanation
The City of Lincoln has annexed four parcels of land, which automatically brings these properties into the district of Lincoln Public Schools. These properties need to be assigned attendance centers so that potential purchasers of homes in this area will know which schools they will be attending: Aster Road and Tallgrass Parkway, Final Plat #21070, for 2021-22 school year: Kooser Elementary School, Schoo Middle School, and North Star High School Reunion Ridge Cup, Annexation Ordinance #21151, for 2021-22 school year: Adams Elementary School, Moore Middle School, Southwest High School Proposal That the Board discuss the proposed attendance area assignments of the newly annexed properties.

9.1.2. Lincoln High School Enhancement & Renovation Project #10413
Rationale:
Sealed bids were received on November 18, 2021, from interested vendors, to provide enhancements and renovations at Lincoln High School.
Explanation: It is recommended that an award be made to the lowest responsible vendor meeting specifications: BIC Construction LLC, (Lincoln, Nebraska) $1,180,000.00 Add Alternate # 2-FCS #S131 will also be included for this project. Total $1,223,900.00 There were three other bidders: Rogge General Contractors Inc., (Lincoln, Nebraska) $1,243,000.00 Perry Reid Construction LLC, (Lincoln, Nebraska) $1,254,000.00 Genesis Contracting Group LLC, (Lincoln, Nebraska) $1,264,000.00 A complete tabulation is available in the Purchasing Department. This will be a total expenditure of $1,223,900.00 from the 2020 Bond Fund and other appropriate building funds. |
9.1.3. Board Member Election Districts
Rationale:
Under Sections 79-551 and 32-544, Lincoln Public Schools’ (LPS) seven Board members are elected by wards or election districts. The Lancaster County Election Commissioner, subject to review by the school board is charged with dividing LPS into seven numbered wards or election districts from time to time in accordance with law. The Lancaster County Election Commissioner with the assistance of the LPS Board Redistricting Committee has completed the undertaking and such proposed wards or election districts are now subject to review and action by the entire Board.
Explaination: As a result of the recent Federal Decennial Census and the population changes shown therein, Section 32-552 and other laws require that the seven ward and election district boundaries from which LPS Board members are elected be redrawn. The Lancaster County Election Commissioner, with assistance from the LPS Board Redistricting Committee has redrawn the seven ward and election district boundaries as necessary to meet legal requirements. The maps of the new boundaries of the seven LPS wards and election district for discussion are attached. The attached spreadsheet delineates the population per election district and the deviation from the mean population of 42,465.

Staff is preparing for the second and final issuance of the authorized bonds and has worked with the district’s financial advisor (Piper Sandler & Co.), with its bond counsel (Gilmore & Bell), and with its general counsel (Perry, Guthery, Haase & Gessford) to prepare the attached draft resolution and to meet all other requirements necessary for the second issuance of bonds ("Series 2021") authorized in the February 11, 2020, bond election. 16. REQUEST FOR CLOSED SESSION
Rationale:
The Lincoln Board of Education is authorized by state statute to hold a closed session by the affirmative vote of a majority of its voting members if a closed session is clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual. The subject matter and the reason necessitating the closed session are to be identified in the motion to close. Closed sessions may be held for, but shall not be limited to, such the subject matter and the reasons set forth in the Proposal section below.

Rationale:
The Lincoln Board of Education is authorized by state statute to hold closed sessions. Closed sessions may be held when clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual. Reasons that meet this standard include but are not limited to: (a) strategy sessions with respect to collective bargaining, real estate matters, pending litigation, or litigation which is imminent as evidenced by communication of a claim or threat of litigation to or by the public body; (b) discussion regarding deployment of security personnel or devices; (c) investigative proceedings regarding allegations of criminal misconduct; (d) evaluation of the job performance of a person when necessary to prevent needless injury to the reputation of a person and if such person has not requested a public meeting; and (e) legal advice.
Explanation
At this point, it is appropriate for the Board to meet in closed session for one of the stated matters and/or any other permissible closed session matters in compliance with the law.
