6.1. Staff Celebration: Lance Nielsen Honored by the Nebraska State Bandmasters Association with 2021 Outstanding Administrator Award
Rationale:
The Nebraska State Bandmasters Association has honored Lincoln Public Schools Supervisor of Music Lance Nielsen with its 2021 Outstanding Administrator Award. This award honors an administrator for his or her support, interest, and encouragement of their school’s instrumental music programs. Nielsen supervises music in six high schools, 12 middle schools and 39 elementary schools. Nielsen also has taught for 30 years at both the K-12 and college levels.
Explanation: The Nebraska State Bandmasters Association has honored Lincoln Public Schools Supervisor of Music Lance Nielsen with its 2021 Outstanding Administrator Award. Mickle Middle School Band Instructor Mary Pfoltner said about Nielsen: "He wants every opportunity available to be provided for the music students in Lincoln Public Schools and he strives to support all the music staff as well. He knows and understands the benefits of music in a person's life and wants everyone to enjoy music to its fullest. He supervises six high schools, 12 middle schools, and 39 elementary buildings. He needs to be extremely organized and on top of his game to keep all these different and unique music programs operating. He organizes and facilitates all festivals and contests. He deals with music, repair, and supply budgets. He is promoting music and his teachers to the fullest extent and truly enjoys watching the individual programs and students grow into great musicians. In this terrible pandemic, he has spent countless hours keeping up on the latest research in order for music to continue as safely as possible in our schools. He has gone above and beyond the call of duty for Lincoln Public Schools." |
6.2. Staff Celebration: Kooser Elementary School Librarian Betsy Thomas Honored by the Nebraska State Literacy Association With 2021 Distinguished Educator Award
Rationale:
The Nebraska State Literacy Association was formed in 2017 with the mission of being advocates, educators, and leaders in the cause of literacy and celebrating successes. The organization sponsors two awards annually, one of them being the Distinguished Educator Award. This award goes to a Nebraska educator who has strongly supported literacy. This year, Librarian Betsy Thomas from Kooser Elementary School was the recipient. Thomas went above and beyond to keep students engaged during the pandemic. Her efforts drew national attention, including an appearance on the "Today Show."
Explanation: The Nebraska State Literacy Association honored Kooser Elementary School Librarian Betsy Thomas with the 2021 Distinguished Educator Award. Here’s what her colleagues said about Thomas, particularly her efforts to keep students engaged and entertained during remote learning in the spring of 2020: "Betsy's imaginative filming using costumes, making theme-related backgrounds, utilizing a green screen to create locations, and also shooting live at a variety of locations soon caught the attention of not only the students, families, and staff at her own school but also brought in viewers from across the city...It is obvious that Betsy loves reading to students and loves getting them excited about literature. Her creative work has reached not only the students and families in her own school but has extended to those in the city, the state, and the nation." |

On February 11, 2020, the Board adopted a resolution to accept option enrollment students for the 2020-21 school year. Applications for enrollment during the 2020-21 school year have been received and are in compliance with the Board resolution of February 11, 2020.
Explanation The applications included in this agenda item have been examined by staff and meet one of the criteria set forth by the Board in the resolution of February 11, 2020. Staff recommends approval of the applications. Rationale:
The Board of Education assigns school attendance areas to property newly annexed to the City of Lincoln or newly platted. This action establishes school attendance areas prior to the sale of residential lots, allowing purchasers to know what schools their children will attend.
Explanation
The City of Lincoln has annexed a parcel of land, which automatically brings this property into the district of Lincoln Public Schools. This property needs to be assigned attendance centers so that potential purchasers of homes in this area will know which schools they will be attending: Camping World Lincoln, Annexation Ordinance #21028, for 2020-21 school year: Norwood Park Elementary School, Dawes Middle School, and Northeast High School Proposal

LPS contracted with Hausmann Construction, Inc., to serve as the District’s construction manager at risk for the new high school site (Projects). Under the construction manager contract with Hausmann, Hausmann is required to competitively bid all work on the Projects. Hausmann, in conjunction and consultation with the LPS Operations Department, requested bids from interested and qualified subcontractors to furnish all labor, materials, and equipment for Topsoil Respread on the Projects per the plans as presented. Hausmann is required to award a subcontract to the lowest responsible bidder for the work, subject to approval by LPS.

The Board, by approving this work on these Projects, is approving the award of a subcontract by Hausmann Construction to Overhead Door Company, the contract documents for the work on these Projects and all associated documents related thereto according to the terms and conditions as on file with district records or such other or additional terms and provisions as negotiated and approved by the Associate Superintendent for Business Affairs or a designee, and the Board is hereby delegating to and authorizing the Associate Superintendent for Business Affairs or a designee to sign, execute, approve and deliver necessary contract or construction documents, and any amendments, change orders, construction addenda, modifications, clarifications, adjustments or change directives and all such related documents, make all contract payments, and to take or cause to be taken any and all other action and sign any other documents as may be necessary to complete the transaction, and to administer, operate, and/or implement the contract, and any amendments, change orders, construction addenda, modifications, clarifications, adjustments or change directives and all associated construction documents related thereto on a day to day basis during this project as contemplated thereby, for and on behalf of this School District, and hereby designates the Director of Operations, or another person as selected by the Associate Superintendent for Business Affairs or a designee from time to time as its program administrator for the work on these Projects. |

10.2.1. Proposed Negotiated Agreement with the Lincoln Education Association
Rationale:
Explanation:
The Lincoln Board of Education has recognized the Lincoln Education Association (LEA) as the exclusive bargaining agent to negotiate salary, fringe benefits, and working conditions for members of that employee group. The negotiation teams, representing LEA and Lincoln Public Schools, have reached a tentative agreement for the 2021-2022 year; and the LEA has approved the tentative agreement. The proposed agreement calls for a 1.53 percent total package increase for 2021-2022. These settlements are within the parameters set by the Board of Education. Included in the package increase are all district costs including the district’s contributions to health insurance, state retirement, Social Security, step movement and a reduction of Extra Standard pay. The proposed agreement also reduces the 191-day calendar by two professional development/teacher work days. A complete copy of the proposed agreement is available for review at the office of the Associate Superintendent for Human Resources upon request.
