Rationale:
 Notice of the time and place of the meeting of the Lincoln Board of Education is given by mail to the following news media: Television Stations KOLN, KETV, and KMTV; Radio Stations KFOR, KLIN; and to the LINCOLN JOURNAL STAR newspaper. A public notice is published in the LINCOLN JOURNAL STAR. The Lincoln Board of Education is empowered to act on any item listed on the Agenda at any time during the meeting, irrespective of the time or order listed. Pages listed, or further detail, are available upon request. The Open Meetings Act requires and the intention of the Board is that agenda items be sufficiently descriptive to give the public reasonable notice of the matters to be considered at the meeting. The Lincoln Board of Education releases its agenda well in advance of most meetings and desires that all interested persons are fully informed. 6.1. Roscoe Shields Service Award from the Nebraska Art Teachers Association to Nancy Childs
Rationale:
Nancy Childs, Visual Art Coordinator for Lincoln Public Schools, has been honored with the Roscoe Shields Service Award from the Nebraska Art Teachers Association (NATA). NATA is a professional organization whose mission is to develop and promote quality art education in Nebraska through a statewide professional support system, offering opportunities for growth and development through leadership and service. Each year NATA recognizes outstanding contributions to student learning in Nebraska classrooms, leadership in curriculum and staff development in local school districts and communities, and contributions to professional endeavors on state and national levels. Explanation: The Lincoln Board of Education would like to recognize Nancy Childs for earning the Roscoe Shields Service Award from the NATA. Childs has been with Lincoln Public Schools for 17 years and is currently the curriculum specialist for Visual Art. She works with 70 teachers across all grade levels in all buildings, helping them develop curriculum, assessments, and professional growth. She also administers the Arts Are Basic program, which includes the opportunity for every fourth, fifth, and sixth grade LPS student the experience of visiting and touring the Sheldon Art Museum. That translates into providing 8,000 LPS students with a unique opportunity to see art in one of the state’s finest art museums. Recommended Motion:

As such, in addition to the Lincoln Board of Education approving all contractual agreements with employees, all employee benefit issues, all personnel actions and all other matters within the scope of the Human Resources Division, as part of the Human Resources Matters agenda, the Lincoln Board of Education also must approve the settlement of Workers’ Compensation claims, take action on tort claims filed against the District, and take action on all other matters within the scope of the Office of Risk Management.

Rationale:
On March 8, 2011, the Board adopted a resolution to accept option students for the 2011-12 school year. Applications have been received from students requesting that they be accepted as option students for the 2011-12 school year. Staff recommends that the students referred to in this agenda item be accepted for enrollment as they are in compliance with the Board resolution of March 8, 2011. Explanation:
Staff has examined the applications of the students included in this proposal. The students meet all of the criteria set forth by the Board in its resolution of March 8, 2011. Staff recommends approval of these applications.

10.1.1. Board Member Election Districts
Rationale:
Under Sections 79-551 and 32-544, Lincoln Public Schools’ (LPS) seven Board members are elected by wards or election districts. The Board committee on redistricting, along with the Lancaster County Election Commissioner, are charged with redrawing boundary lines of the seven wards or election districts from time to time in accordance with law and presenting such proposals for review and action by the entire Board.
As a result of the recent Federal Decennial Census and the population changes shown therein, Section 32-552 and other laws require that the seven ward and election district boundaries from which LPS Board members are elected be redrawn. The Board committee on redistricting in conjunction with the Lancaster County Election Commissioner have redrawn the seven ward and election district boundaries as necessary to meet legal requirements, and the map attached (Attachment One) is proposed for review and approval as the new boundaries of the seven LPS wards and election districts. The attached spreadsheet (Attachment Two) delineates the population per election district and the deviation from the mean population of 37,407.

11.2.1. 2011 Graduation/Dropout Rates
Rationale:
Graduation, dropout, and still attending rates are computed each year for the graduating class in Lincoln Public Schools. Dropout rates are also computed for the total high school enrollment for each school year. All information is disaggregated by race and by gender. This information is used to monitor trends within the district and as an indicator of what is happening in students’ lives, both in the schools and in the larger community. The information is also used in grant submissions by the district and by several community agencies.
The first table of longitudinal information about the class of 2011 shows the status four years later of the 2588 students who entered Lincoln Public Schools as 9th graders in 2007: graduation (82.4%), dropout (8.8%), or still enrolled in LPS as fifth-year seniors (8.8%). The data indicates a decrease in the dropout rate, as compared to the data from 2010. The graduation rate for the class of 2011 is the highest since 1987, the year the district began calculating graduation and dropout data in this manner, and the dropout rate is the lowest in that same time period. The second table reports the annual dropout rate for all high school students enrolled at any time during a single year in LPS. For the 2010-11 school year, the annual dropout rate was 3.2%. Information including trend data for total and disaggregated groups will be presented by LPS staff at the Board meeting.

Rationale:
The Lincoln Board of Education is authorized by state statute to hold closed sessions. Closed sessions may be held when clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual. Reasons that meet this standard include but are not limited to: (a) strategy sessions with respect to collective bargaining, real estate matters, pending litigation, or litigation which is imminent as evidenced by communication of a claim or threat of litigation to or by the public body; (b) discussion regarding deployment of security personnel or devices; (c) investigative proceedings regarding allegations of criminal misconduct; (d) evaluation of the job performance of a person when necessary to prevent needless injury to the reputation of a person and if such person has not requested a public meeting; and (e) legal advice.
Explanation:
At this point, it is appropriate for the Board to meet in closed session for one of the stated matters and/or any other permissible closed session matters in compliance with the law. That the Board hold a closed session: 1. For strategy session with respect to negotiations/collective bargaining clearly necessary for the protection of the public interest or for the prevention of needless injury to the reputation of an individual in compliance with the law. 2.
