Whether she is going above and beyond to help a student reach their full potential or offering a motivating hand to her colleagues, she consistently puts others first. Her unwavering professionalism shines through in her specialized work with our EB students and TELPAS, where her commitment to student growth creates a lasting impact. By constantly innovating new ways to help every child reach their goals, she perfectly exemplifies our school motto. V. Public Comment
Description:
The Board encourages comments about the district from members of the public. Anyone who has signed up to speak in advance of the meeting in accordance with the Board procedures may do so at this time. The Board asks that each participant's comments pertain to district business and be no longer than 5 minutes. For any member of the public who is accompanied by a translator, your time will be doubled as required by law. Remember that the Board may not discuss or act upon any issues that are not posted on our agenda. In addition, the Board has adopted policies to provide prompt and equitable resolution of complaints and concerns for employees, students or their parents, and the general public. IX.A. Consideration and Possible Action to Approve a Proposal from SustainED to Support Bluebonnet K-5 Implementation, K-5 Math Planning, and Secondary Math Planning

Description:
FISD was awarded the LASO (Learning Acceleration and Support Opportunities) IV LIFT (Leadership and Instructional Foundations for Texas) grant in the amount of $486,000.00. As a requirement of the grant, 70% of the grant award must be used to contract with a TEA Approved Vendor. SustainED has already begun working with the district to establish the master schedule and professional development activities as we implement the Bluebonnet K-5 Reading Language Arts curriculum at FES. SustainED will work with district and campus leaders to build our capacity to lead continuous instructional improvement. They will provide the necessary professional development to ensure our staff is prepared to implement the new curriculum and they will work side-by-side with our staff in the classroom setting weekly to support the implementation of the new curriculum. In addition, they will work with district and campus leaders to evaluate our current math curriculum and help us select and implement a High Quality math curriculum in areas noted for improvement. Assuming the District remains in good standing with this grant, we will be eligible for additional grant funding for the following two years.

IX.B. Consideration and Possible Action Regarding the Delivery Method of Construction Services Pursuant to Texas Government Code Ch. 2269 for the Agricultural Facility Renovation Project

Description:
The meat market has extensive moisture issues caused by a lack of a de-humidification system and failed seals in the 27 year old freezer and coolers, as well as the thermal insulation in the walls. As a result, moisture is present in the walls, electric conduits, and lights which is not safe. Because of the extensive nature of the remodel and the long lead times for a new freezer and coolers as well as the insulated wall panels, and after a lengthy discussion with our architect and engineer, I believe a Construction Manager At-Risk provides the best value to the district as the construction contractor will begin work as the final drawings are being prepared so the long-lead items can be ordered as early as possible. The expected completion of this project is Christmas of 2026, and we hope to reopen the meat lab in the Spring semester of 2027. The estimated cost for construction is $1,329,338.00.

IX.C. Consideration and Possible Action Regarding Selection of a Design Professional for the Agricultural Facility Renovation Project and Delegate Authority to the Superintendent to Negotiate and Enter into a Contract

Description:
O'Connell Robertson recently completed the design and oversaw construction of the 2023 Hail Damage and HVAC Replacement Project and recently completed the design for the 2026 HVAC Replacement Project. I met with their principal architect and principal engineer last week at the meat market to examine the scope of work. While the scope is complex, O'Connell Robertson has proven their ability to complete difficult projects for us in the past and I recommend that we select them for the Ag. Facility Renovation. The total fee, as shown below in the proposal, is $186,200.00.

IX.D. Consideration and Possible Action to Submit a Staff Development Waiver for the Upcoming 2026-2027 School Year

Description:
The Staff Development Minutes Waiver allows districts to train staff on various educational strategies designed to improve student performance in lieu of student instruction during the school year. The waiver provides for a maximum of 2,100 total waiver minutes to use for "high-quality" professional development that will "impact student outcomes". The waiver is applicable to staff development provided instead of student instruction.
FISD adopted a 2026-2027 school calendar that includes professional development days for which students are not in attendance. FISD is eligible to apply for a Staff Development Minutes Waiver for the following days: August 24, 2026 September 25, 2026 October 26, 2026 February 16, 2027 April 5, 2027

IX.E. Consideration and Possible Action to File a Missed School Days Waiver

Description:
Districts or campuses may request a waiver for excused absences if full instructional days are missed due to unanticipated issues related to inclement weather, health, safety, or other unanticipated situations. If the district missed additional instructional days beyond the two days made up by using minutes, the district may file a waiver. FISD was closed January 26-28 due to ice. We are eligible to file a waiver for January 28, 2026.

IX.F. Consideration and Possible Action to Approve a Letter of Agreement with the Central Texas Food Bank to Establish the Feeding Futures School Pantry Program within FISD.

Description:
The purpose of the Feeding Futures School Pantry Program (FFSPP) is to alleviate child hunger by providing immediate access to nutritious food for children and their families in convenient, familiar, safe, and accessible locations. The pantry will provide fresh milk, meat, fruits, and vegetables, as well as canned goods to FISD students and their families, as well as FISD employees.
