Approve Minutes from previous meetings

Board Continuing Education Hours Reporting: In 2017, the Texas Legislature passed Senate Bill 1566. The bill changed Texas Education Code section 11.159 in the following ways: SECTION 5. Section 11.159, Education Code, is amended by amending Subsection (b)...as follows: (b) A trustee must complete any training required by the State Board of Education. The minutes of the last regular meeting of the board of trustees held before an election of trustees must reflect whether each trustee has met or is deficient in meeting the training required for the trustee as of the first anniversary of the date of the trustee’s election or appointment. If the minutes reflect that a trustee is deficient, the district shall post the minutes on the district’s Internet website within 10 business days of the meeting and maintain the posting until the trustee meets the requirements.

Approve the District of Innovation Plan Addition and Extension: Brownfield ISD staff requests your approval of the Brownfield ISD District of Innovation addition and extension. The timelines indicated in the process have been followed and the plan has been posted on the district website for 30 days. The public hearing conducted on March 1, 2021 completes all of the required actions prior to board approval.
Following approval, the district will begin the process of designing the process and protocols needed to implement the plan. |

Consider Audit Engagement 2020-2021: According to Texas Education Code, Section 44,008, the board of trustees of eachschool district shall have its school district fiscal accounts audited annually at districtexpense by a certified or public accountant holding a permit from the Texas State Boardof Public Accountancy. The audit must completed following the close of each fiscal year.
According to the Texas Education Agency Resource Guide (Audit Module 4, Section 2),the school district’s board of trustees must require the auditors to provide a writtenproposal or an engagement letter. An engagement letter dated March 8, 2021 fromBolinger, Segars, Gilbert & Moss, LLP. is attached. The fee for the 2020-2021 audit is estimated to not exceed $35,000. |

Consider 2021-2022 School Calendar: House Bill (HB) 2610, passed by the 84th Texas Legislature amends Texas Education Code (TEC), §25.081, by striking language requiring 180 days of instruction and replacing this language requiring districts to provide at least 75,600 minutes of instruction, including intermissions and recess. The bill also allows school districts to add minutes as necessary to compensate for minutes of instruction lost due to school closures caused by disaster, flood, extreme weather conditions, fuel curtailment, or another calamity. The Texas Education Agency requires local school districts to annually adopt a calendar that meets the criteria established by state law, and ensures that school will provide at least the required number of instructional minutes during this calendar year. In accordance with House Bill (HB) 2610, and the amendments made to the Texas Education Code (TEC), §25.081, BISD, along with the local DAC committee, has created an instructional calendar that meets/exceeds the minimum 75,600-minute instructional calendar.

Consider Approval of Purchase of New Weight Equipment for FH and HS: BISD is working to replace the old and outdated weight equipment at the FH as well and install new weight equipment at the new HS. The current weight is over the recommended replacement life. The recommended replacement for weight equipment is 8-10 years based on wear. The funds will be encumbered, but not expended until project completion.

Consider approval of Allotment and TEKS Certification, 2021-2022:
Allotment and TEKS Certification, pursuant to TEC § 31.0211, allows the district’s technology and instructional materials allotment to be used only for expenses allowed by the Texas Education Code. For the current school year, the district has instructional materials that collectively cover all elements of the Texas Essential Knowledge and Skills of the required curriculum identified in TEC §28.002, other than physical education, for each subject and grade level (TEC §31.004). |

Consider Teacher Incentive Allotment Spending Plan: TEC Section 48.114 (i)(1)(A) states that A district shall annually certify that funds received under this section were used as follows: At least 90% of each allotment received was used for the compensation of teachers employed at the campus at which the teacher for whom the district received the allotment is employed. The district should spend no more than 10% of TIA funds at the district level to support roll-out and implementation of TIA.The Texas Education Agency requires local school districts to annually certify funds received from the Teacher Incentive Allotment and approve the expenditure of TIA funds as part of the annual budgeting process in August each year.

Update Board Policy FFA (Local): In 2016/2017, federal and state law changed for policy code FFA. Administrative Reviews are completed every three years by TDA. Policy FFA needs to updated to reflect the federal and state law changes.
