PUBLIC COMMENT-According to Policy BED (Local) persons who desire to wish to participate in this portion of the meeting shall sign up with the presiding officer or designee before the meeting begins and shall indicate the topic about which they wish to speak.
No presentation shall exceed 3 minutes. Specific factual information or recitation of existing policy may be furnished in response to inquiries, but the Board shall not deliberate or decide regarding any subject that is not included on the agenda posted with the notice of the meeting. The Board shall not tolerate disruption of the meeting by members of the audience. Any oral remarks which attack the character of employees or board members are considered out-of-order. |

Consider approval of 2020-2021 Application for Missed School Days Waiver for February 16-19 - Missed School Days Waiver, pursuant to TEC § 25.081, allows the district or campus to request a waiver if instructional days are missed due to weather, health, safety, or other issues. Per Student Attendance Accounting Handbook 3.8.2 Closures for Bad Weather or Other Issues of Health or Safety, are limited to 4,200 minutes for attendance waivers of any kind per year.

Consider Budget Amendment #1- According to Module 2 (Budgeting) of the Texas Education Agency Financial Accountability System Resource Guide (Section 2.6.2), a school district must amend the official budget before exceeding a functional expenditure category.
The purpose of Budget Amendment # 1 is to adjust budget amounts by function to cover estimated expenditures. There is no increase/decrease in the deficit previously approved. |
Consider Approval of the Paving Project at the Middle School and Administration Buildings-BISD is working to complete a paving project at the Middle School and Administration Buildings . In order to get the project completed before the end of summer, we are requesting approval to proceed with the paving replacement project as presented. The funds will be encumbered, but not expended until project completion.

Consider Approval of the roofing project at Middle School/ Oak Grove-BISD is working to complete the roofing project at Brownfield Middle School that was started a number of years ago and repair of an out of warranty roof at Oak Grove . In order to get the project completed before the end of summer, we are requesting approval to proceed with the roofing project as presented. The funds will be encumbered, but not expended until project completion.

Consider Approval of Cosmo Equipment-BISD is working to update the cosmetology classroom at the new High School. In order to receive the equipment in time for a summer installation we must place the order by the end of the month to ensure delivery. The funds will be encumbered, but not expended until project completion. Actual amount is $73,594.60 with a $6,405.40 overage for changes if necessary.

Consider Approval of Flooring Proposal for Middle School-BISD is working to update the flooring throughout Middle School before we move into the building. In order to get on the schedule for a start of summer installation, we are requesting approval to purchase new flooring throughout Middle School. The funds will be encumbered, but not expended until project completion.

Consider Approval of furniture GMP for Middle School and High School-BISD is working to replace furniture at the new BMS and new BHS, including student, teacher, library, commons, and specialty furniture. GMP amount is $1,240,000, but will change between the start and end of the project.

Consider Approval of the window replacement project at Colonial Heights BISD is working to complete window replacement project at the Colonial Heights Buildings . In order to get the project completed before the end of summer, we are requesting approval to proceed with the window replacement project as presented. The funds will be encumbered, but not expended until project completion.

Consider Approval of modification to COVID Safety Plan-The COVID 19 Pandemic has created an evolving situation in public education. One component of this evolution is the creation of safety protocols that have been in place since the start of school. Recently, Governor Abbott removed the mask mandate throughout the state, but left its impact up to local school boards. TEA guidance clearly states that if a school board wishes to change the mask policy it must be done through board action. After research and discussion with appropriate health entities the administration recommends the following amendment to the COVID safety plan.
BISD will continue with the mask mandate until April 5th in order to monitor for spikes in cases after spring break. If the numbers stay low in the district, county, and region then masks will not longer be mandated and will become optional. In addition, the superintendent is granted authority to monitor and adjust the mask rule should numbers begin to rise and the number of students and staff go up. *BISD will continue to socially distance and use increased sanitation measures throughout the rest of the school year. We will also continue the use of plexiglass partitions whenever possible. *If the modification is not passed then the current COVID Safety Plan remains in force and masks shall continue to be worn in all BISD facilities. |
