Re: “Boot Camp Stipend” Dear Board Member(s): We need to discuss and take action on our current “Boot Camp Stipend” during this June board meeting. I would like to give you just a little background and what to do with our current personnel who receive this stipend. During the 2002 school year SISD opened up a challenge program that was located in two portables north of town. This program was part of SISD and Denton County Special Ed Coop and it served some very special students who had some real educational issues. However, over the years this program has changed and this stipend was applied to our Life Skills Program personnel at some point along the way. It is my understanding that this stipend was used to compensate and differentiate these positions from other para positions in our district. However, our life skills program has also changed during the past 10 years. SISD is not the only school district that operates a life skills program. At this time Pilot Point and Ponder also operate a life skills program. Sanger is the only district that pays a stipend for this program and the Denton County Coop also pays some since they work from our salary schedule. We currently have 10 staff members who get this so called “Boot Camp Stipend” and they are paid $2,000 per person for a total of $24,000. However, I have spoken with Mrs. Saylor, High School Principal and Kim Phillips, Director of Denton County Special Ed Coop and asked what they think about this stipend and are we receiving extra assistance outside the school day that would warrant this stipend being paid. They both believe the “Boot Camp Stipend” is no longer serving its original purpose from when it was initiated during the 2002 school year. Both life skills and Challenge programs have changed a great deal in 10 years and we have continued paying this stipend. We began to explore and check stipends last year and this is when this discussion started. We have two options with regards to those staff members who currently receive this stipend. 1. Grandfather those individuals and roll the $2,000 into to their salaries and it becomes guaranteed compensation for the reminder of their career here at SISD. 2. We take action to not pay this stipend beyond the 2011-2012 school year and dissolve the “Boot Camp Stipend” from the board approved stipend list for the 2012-13 school year. We will notify each employee with either decision in writing before the 2012-13 school year begins. I must also remind everyone that stipends are not guaranteed compensation and you must render a service in which to be paid a stipend. Examples are coaching, band director, UIL academic coach etc. In closing, I will have more details when we discuss this at our June board meeting. However, I wanted to brief you on this discussion and insure we discontinue the “Boot Camp Stipend” from this point forward. |
