8.A. Public Comments on Agenda and Non-Agenda Items - All public comments are limited to THREE (3) minutes per individual in accordance with Board Policy 903 Public Participation in Board Meetings
Description:
Per School Board Policy 903, the School Board invites interested stakeholders to offer public comment on agenda AND non-agenda items.
Stakeholders that wish to address the Board of School Directors in-person during Public Comments must complete a Yellow Card (available at the meeting) in its ENTIRETY and place it in the box next to the Board Secretary BY 7:00 P.M. Yellow cards will not be accepted after 7:00 p.m. Each person wishing to speak during public comment must register for themselves and deposit the Yellow Card for themselves. Completing and/or depositing a Yellow Card on behalf of someone else is STRICTLY PROHIBITED. Incomplete cards and those received after 7:00 p.m. WILL NOT be honored. Public comments are limited to three minutes. If you are unable to attend the meeting or you are not interested in delivering your remarks publicly, the Board wants to remind stakeholders that they may submit, in writing, their comments on agenda and non-agenda items to the School Board via the School Board Secretary (Mrs. Becky Maxwell) at 600 E. These are not read out loud at the public meeting. Details on how to access the meeting online can be found on the District website at www.etownschools.org. The District publishes a recording of each Board meeting on the District's YouTube Channel by the Friday immediately following the meeting. You can access the EASD YouTube channel at https://www.youtube.com/channel/UC1pEwdDmQAkf5Mvwo8gox1g. SPEAKING PROTOCOLS Participants must be recognized by the presiding officer and must preface their comments by an announcement of their name and group affiliation, if appropriate. Statements made by participants may be limited to three (3) minutes in duration. All statements shall be directed to the presiding officer; no participant may address or question Board members individually. After visitors have been heard and the Board has begun its deliberations on an item of business, no comments or questions shall be permitted from the floor. Visitors are often strongly tempted to make a suggestion, voice disagreement, or ask for clarification, but the Board cannot carry on an orderly discussion if the deliberative body is suddenly to be enlarged to include those who have come to observe. The Board is the only legitimate "citizens committee," since only Board members are the duly elected representatives of all the citizens of the District. The Board, through its presiding officer, shall maintain control of all meetings and shall not release control to any individual or groups during any part of any meeting for any reason. The presiding officer may exercise discretion in recognizing any visitors at a public meeting to make brief comments. 1. Request any individual to leave the meeting when that person does not observe reasonable decorum. 2. Request the assistance of law enforcement officers in the removal of a disorderly person when that person's conduct interferes with the orderly progress of the meeting. 3. Call for a recess or an adjournment to another time when the lack of public decorum so interferes with the orderly conduct of the meeting as to warrant such action. No placards or banners will be permitted within the meeting room or on school grounds without prior approval. (The above are excerpts from EASD Board Policy 903, Public Participation in Board Meetings, which can be found in full in the EASD Board Policy Manual.) |
