Description:
PUBLIC PARTICIPATION IN BOARD MEETINGS - Policy 903 The Board recognizes the value to school governance of public comment on educational issues and the importance of involving members of the public in Board meetings. Board meetings will be conducted at times and intervals and under rules of order determined in accordance with District policy. In order to allow for the orderly conduct of meetings and to allow all interested residents and taxpayers of the District to have access to and petition the Board, the following rules shall apply: Sign-in and Request to Comment[1] Residents and taxpayers may request to address the board on any appropriate issue by filing a request with the Superintendent's office at least four (4) days in advance of any board meeting. If approval is granted, applicants will limit their remarks to two (2) minutes. Instructions to apply to address the board are located on the district website. Residents and taxpayers may request to comment regarding a specific agenda item during the board meeting by completing a "Request to Address the Board" form next to the board meeting sign-in sheet, and submitting the document to the Board Secretary prior to the start of the meeting. All individuals wishing to comment during the Board meeting shall sign in on the sheet provided at the meeting and provide the following information on the "Request to Address the Board" form:
Public Comment Individuals shall wait to be recognized by the presiding officer before commenting, must direct all comments to the Board, and must preface their comments by an announcement of their name, and group affiliation, if applicable. The public comment session at the beginning of the meeting shall be limited to not more than thirty (30) minutes. Each statement made by a participant shall be limited to two (2) minutes. Commenters may not cede their time to other individuals. No individual may speak more than once on the same topic. All statements shall be directed to the presiding officer; no participant may address or question school directors individually.
