To accept the donation from the Highmark Foundation a monetary donation in the amount of $5,000 to be used at the high school for supplies in the physical education courses.

From the Canon-Mac Girls Youth Lacrosse Association, a lacrosse wall to be installed by the stadium with an approximate value of $10,000 to $15,000 to become the property of the school district.

3. Agreement between the School District and the Canon McMillan Girls Youth Lacrosse Association, INC., with respect to the construction by the association, at its sole cost and expense for installation of a LaCrosse Wall at the stadium, as presented.

9.9. Tax Assessment Appeals

To approve the following Tax Assessment Appeals:
1). To authorize Peacock Keller, LLP to enter into a stipulation to settle the appeal of Suten Nepal v. Washington County Board of Assessment Appeals, et al., at Washington County Court of Common Pleas No. 2023-6251 for Parcel No. 520-001-17-00-0017-00 for an assessed value of $376,500 for 2024, $345,500 for 2025, and $325,000 for 2026.
2) To authorize Peacock Keller, LLP to enter into a stipulation to settle the appeal of Centimark Corp. v. Washington County Board of Assessment Appeals, et al., at Washington County Court of Common Pleas No. 2023-5663 for Parcel No. 140-010-00-00-0008-21for an assessed value of $4,200,000 for 2024, $4,200,000 for 2025, and $4,040,000 for 2026.
3) To authorize Peacock Keller accept service of the Complaint in the Quiet Title Action brought on behalf of Power Equity Partners in the case of Power Equity Partners v. Keith A. Christner, et. al, at Washington County Court of Common Pleas No. 2026-6721, and to cooperate with Plaintiff's counsel in the relief requested from the District.
4) To authorize Peacock Keller, LLP to negotiate the terms of a Payment In Lieu Of Taxes ("PILOT") Agreement between the District and the Redevelopment Authority of the County of Washington, pertaining to Canon Apartments, 1 West College Street, Parcel ID No. 100-001-00-01-0001-00, subject to District review and approval.

9.11. Student Trip Requests
Recommended Motion(s):
To approve the following student trips with the understanding that if the Secretary of Homeland Security issues an alert or advisory or the DOH, CDC, or PDE recommends cancelling events due to health and safety issues, the Superintendent has the authority to cancel any or all of the trips to preserve the health, welfare and safety of our students and staff: 1. Cross County Team to Big Spring High School, Newville, PA September 25-26. 2026. No cost to the district.

9.15. Revised Tax Resolution
Recommended Motion(s):
To adopt the following revised resolution with regard to Taxes:
WHEREAS ... Pennsylvania school districts needing to increase taxes are limited by Special Session Act of 2006 to an index set by the PA Department of Education; and
WHEREAS ... the District desires to increase its tax millage rate for the 2026-2027 index, the millage will be increased from its current rate by .4230 mills which is within the allowable 2026-2027 index.
NOW, THEREFORE, BE IT RESOLVED ... that a real estate tax is levied and assessed at the rate of
13.8490, or $13.8490 on each $1,000 of assessed valuation of taxable property for the 2026-2027 tax year.
FURTHER, BE IT RESOLVED ... that a 2% discount be granted on taxes paid on or before September 30, 2026; and
FURTHER, RESOLVED... that taxes paid between October 1, 2026 and November 30, 2026 shall be paid at face; and
FURTHER, RESOLVED... that taxes paid on and after December 1, 2026 for the fiscal year beginning July 1, 2026 shall be subject to a penalty of 10% of the face amount thereof; and
FURTHER, RESOLVED... that all other taxes imposed by the District for the 2026-2027 tax year shall remain in effect as previously resolved.
In the event of passage of SB1125 , the Business Manager is authorized to eliminate the penalty period prior to ordering the tax bills.
