22. Budget Adoption, Making Appropriations, and Imposing Taxes

23. Alternative Education Programs

In compliance with Board Policy, IGBHA, and state law, OAR 581-022-2505, the board annually approves private and public alternative education programs contracted by the district.
This spring, a multi-district team evaluated alternative programs in Multnomah County to determine whether they should be included as an alternative program for district approval. The evaluation process covers requirements set forth by the Oregon Department of Education (ODE). Any alternative program under consideration must already have met ODE accreditation criteria. The attached list of alternative programs is being recommended for continuation into 2026-2027. These programs have met the evaluation criteria described above.

24. Resolution to Transfer Budget Appropriations

Due to some transactions being categorized in an appropriation function different from the adopted budget, there is a need for appropriation transfers. In the General Fund, Instructional and Support Services had higher than budgeted expenditures that included increased PERS costs which had been projected since September 2025, and fuel costs for transportation in the 4th quarter of the fiscal year. An appropriation transfer from Special Revenue funds will offset the General Fund appropriations. The net spending effect across all funds is zero dollars.

25. Intent to Award Contract - Athletic Training

EXPLANATION: GBSD issued an RFP for Athletic Training on April 17, 2026. The primary intent of the RFP was to call for proposals for athletic training contracts per OAR 581-022-2215 in order to provide specialized athletic training services to student athletes. Athletic training services include wellness and injury/illness prevention, initial screening and evaluation, immediate and emergency care, treatment, and rehabilitation which may include modalities as well as developing treatment programs for injured athletes. The nature of the work requires adherence to policies, procedures, and regulations including established medical procedures and federal and state laws. The request is for two licensed athletic trainers (ATC) to provide services to the district’s student athletes located at two high schools: Gresham High School and Sam Barlow High School. Responses were due on April 20, 2026 by 5:00pm. The following firms submitted proposals:
The proposals were evaluated based on the criteria specified in the RFP. The evaluation team was John Koch - Deputy Superintendent, Sara Deboy - Assistant Superintendent, and Peter Bejarano - Director of Finance. A Notice of Intent to Award was issued to all firms that submitted proposals and the seven day protest period elapsed without protest. GBSD staff and Mt. Hood Chiropractic Clinic will begin finalizing the contract not to exceed $200,000 per year.

Annually, the board adopts a three-year school calendar. This year, that calendar adoption extends to the 2028-2029 school year. The calendar is to support long-range planning goals for the district and provide calendar information to our community and families that will hopefully assist their planning needs.
