We also acknowledge the systemic policies of genocide, relocation, and assimilation that still impact many Indigenous/Native American families today. As settlers and guests on these lands, we respect the work of Native Nations, leaders and families and make ongoing efforts to center Indigenous knowledge, creativity, resilience, and resistance. Description:  The District's financial position and cash flow projections have been revised upwards, due to the May SSF and HCD Reconciliation revenue. Current projections are now to have an Ending Fund Balance of 7.2%, an increase from the prior month's projection by 8 tenths of a percent.

Description: 

To earn the Seal of Biliteracy or Multiliteracy, students complete rigorous language assessments where they are tested in the areas of listening, speaking, reading and writing. The recipients are a combination of students who tested this school year and also in past school years. They also have to meet all other graduation criteria to receive the Biliteracy Seal on their diplomas.

Students demonstrated their multilingualism in the following languages this year: American Sign Language, Amharic, Arabic, Chinese, Chuukese, French, Haitian Creole, Japanese, Russian, Spanish, Swahili, Thai, Turkish, Ukrainian, and Vietnamese.

When this presentation was submitted to the board, 41 students who are graduating had met the Oregon State Biliteracy Seal criteria. Since then, we have added ___ more recipients, which brings the total to __. We are so proud of this year’s recipients of the Oregon State Seal of Biliteracy!

The district proudly celebrates our students' language skills, recognizing how much these abilities enrich their own lives and our shared community. Their ability to fully communicate in at least two languages truly puts them well on their way to becoming "Culturally responsive graduates who will thrive in an ever-changing global community."

Due to increased access, promotion and recruitment, each year more and more students are participating in the pursuit of the Seal of Biliteracy. Students communicated that they are proud of this accomplishment and are excited to share this honor with their families.

Sophomore student Abby Carlson placed 2nd overall for the State of Oregon in Principles of Entrepreneurship, which qualified her to compete at the Internationals in Atlanta, Georgia this past April.

Our Barlow DECA Chapter was very successful this season, with 18 competitors qualifying in the top 10 in State.

For the second consecutive year, the Sam Barlow Concert Choir placed first in the Mt. Hood Conference Choir Contest, earning them an automatic spot in the OSAA State Choir Contest.

The OMEA All-State Concert took place on January 16-18th. The below students were selected as the OMEA All-State Honor Ensembles, out of over one thousand auditions submitted from across the state. They spent 3 days working and performing with nationally known conductors from across the country.

The Mt. Hood Conference / District 2 Solo & Ensemble Contest took place on February 28, 2026. The below students competed and placed 1st in their categories in the district solo & ensemble contest. This district includes both Mt. Hood Conference & small schools in our region. This honor qualified them to participate in the OSAA State Solo Contest.

The governing body can adopt the budget only after the budget hearing has been completed. The authority and responsibility given to the governing body to adopt the budget and to make appropriations by which the budget is administered is ORS 294.435. The proposed budget was approved by the Budget Committee on May 13, 2026.

To comply with the requirements of Oregon Revised Statutes (ORS), the school board needs to adopt the 2026-27 Budget, make appropriations, and impose and categorize the taxes prior to July 1, 2026. 

The Gresham-Barlow School District must appropriate legally adopted budget amounts for 2026-2027 prior to making expenditures or transfers, in accordance with ORS 294.435.

For additional consideration, the Oregon Department of Education (ODE) released the May State School Fund (SSF) and High Cost Disability (HCD) reconciliation on May 14, 2026. The May reconciliation is driven by a final balancing by ODE of every District in the state's audited numbers with reported and estimated numbers throughout the previous year. 

GBSD’s 2026-2027 current budget proposal assumed approximately $3 million in revenue related to the May 2026 reconciliation for SSF and HCD. ODE's released numbers show that GBSD will receive an additional $1.3 million for a total of $4.3 million. This is a one-time-only, unanticipated source of revenue. Staff recommends the Board consider amending the Budget to be adopted, by appropriating up to an additional $1.3 million from the General Fund to Instruction.

Two options for budget approval have been provided. One to adopt the budget that was approved by the Budget Committee on May 13, 2026.  The other with an amendment to the budget in the amount of $1.3 million from General Fund to Instruction (see Attachment A).

It is recommended that the school board approve the following resolutions as presented.

Description:  In compliance with Board Policy, IGBHA, and state law, OAR 581-022-2505, the board annually approves private and public alternative education programs contracted by the district.

This spring, a multi-district team evaluated alternative programs in Multnomah County to determine whether they should be included as an alternative program for district approval. The evaluation process covers requirements set forth by the Oregon Department of Education (ODE). Any alternative program under consideration must already have met ODE accreditation criteria.

The attached list of alternative programs is being recommended for continuation into 2026-2027. These programs have met the evaluation criteria described above.

Description:  Due to some transactions being categorized in an appropriation function different from the adopted budget, there is a need for appropriation transfers. In the General Fund, Instructional and Support Services had higher than budgeted expenditures that included increased PERS costs which had been projected since September 2025, and fuel costs for transportation in the 4th quarter of the fiscal year. An appropriation transfer from Special Revenue funds will offset the General Fund appropriations. The net spending effect across all funds is zero dollars.

Description: 

EXPLANATION: GBSD issued an RFP for Athletic Training on April 17, 2026. The primary intent of the RFP was to call for proposals for athletic training contracts per OAR 581-022-2215 in order to provide specialized athletic training services to student athletes. Athletic training services include wellness and injury/illness prevention, initial screening and evaluation, immediate and emergency care, treatment, and rehabilitation which may include modalities as well as developing treatment programs for injured athletes. The nature of the work requires adherence to policies, procedures, and regulations including established medical procedures and federal and state laws. The request is for two licensed athletic trainers (ATC) to provide services to the district’s student athletes located at two high schools: Gresham High School and Sam Barlow High School.

Responses were due on April 20, 2026 by 5:00pm.  The following firms submitted proposals:

• Mt. Hood Chiropractic Clinic

The proposals were evaluated based on the criteria specified in the RFP. The evaluation team was John Koch - Deputy Superintendent, Sara Deboy - Assistant Superintendent, and Peter Bejarano - Director of Finance. A Notice of Intent to Award was issued to all firms that submitted proposals and the seven day protest period elapsed without protest. GBSD staff and Mt. Hood Chiropractic Clinic will begin finalizing the contract not to exceed $200,000 per year.

Description:  Annually, the board adopts a three-year school calendar. This year, that calendar adoption extends to the 2028-2029 school year. The calendar is to support long-range planning goals for the district and provide calendar information to our community and families that will hopefully assist their planning needs. As the board is aware, modifications to the calendar can occur annually, if necessary.
