3. Vote to declare an official vacancy for School Board Seat five (5) District 16 pursuant to 70 O.S. § 5-107A, establishing the 60-day statutory timeline to fill the seat by board appointment.

4. Discussion and vote to approve the public notification process, application requirements, and timeline for appointing a qualified replacement to fill the vacancy for School Board Seat five (5) of Stillwater Public School District 16.

5. Approval of the Change Orders, Encumbrances and Accounts Payable (approval of encumbrance numbers as listed):
