Description:
Audience participation at a Board meeting is limited to the public comment portion of the meeting designated for that purpose. Per H.B. 2840 all public comments shall be limited only to items on the board agenda for consideration. 7.c) ESL (English Second Language) Program Update
The Texas Education Agency requires school districts to provide an annual update on the Emergent Bilingual program. Students who are considered Emergent Bilingual or EB are those who come to us with a native language other than English. Some students may have two, or more languages including English, while others may only speak their home or first language (L1). This is an area where we are experiencing significant growth and as a district we are looking for ways to help support students and their families as they transition to a new environment.

7.d) CCMR Accountability Report
TEA Performance Reporting has delayed accountability reporting by more than a month and the Final 2023 Accountability Manual has yet to be released. As a result, the final results are still pending; however, the released CCMR cut scores reflect an increase of 28 percentage points for schools to earn an ‘A’, and the cut score to earn a ‘B’ increased by 30 percentage points. The 2023 CCMR indicator is based on the 2022 graduates. Using the released CCMR cut scores and TEA’s Conversion tool below is a comparison of where GISD is projecting CCMR to calculate for 2023 Accountability.

Description:
Public schools are called to produce good citizens. Texas law requires school districts to educate students about voting and the electoral process and to make voter registration applications available for eligible students. We believe public schools can play a foundational role in cultivating informed citizens. As a school district, we can promote and protect a culture of voting not only with our students, but with our employees and community as well.

Description:
There was a minor omission with the change order we approved last month, so we wanted to re-approve the same change order with the correction. We (Huckabee) failed to include S&P's fee in the change order we approved last month. The CO will be the same dollar amount and we will subtract out the fee. For transparency, we wanted to take the change order back to the board for approval.

8.h) Consider the Resolution by Godley ISD Affirming the Nomination(s) for Candidate(s) for the Board of Directors of the Central Appraisal District of Johnson County for the 2024-2025 term
Texas county appraisal districts are governed by a board of directors comprised solely of representatives of the tax entities. The directors are appointed by the taxing units, like GISD, that participate in the taxing district. The voting entitlement of a taxing unit is determined by dividing the total dollar amount of property taxes imposed in the district by the taxing unit, by the sum of the total dollar amount of property taxes imposed in the district. Godley ISD's tax levy is $15,794,085.19. The total Johnson County levy is $344,750,645.46. We are only nominating candidates tonight.

Description:
Texas county appraisal districts are governed by a board of directors comprised solely of representative of the tax entities. The directors are appointed by the taxing units, like GISD, that participate in the taxing district. The voting entitlement of a taxing unit is determined by dividing the total dollar amount of property taxes imposed in the district by the taxing unit, by the sum of the total dollar amount of property taxes imposed in the district. Godley's levy is $584,354. The total Hood County levy is $132,545,616.

8.j) Consider Approving the Amendment to Communications System Agreement
The agreement pertains to governing bodies performing governmental functions necessary for the benefit of the public, specifically with regard to Public Safety voice radio communications, and the amendment is an update in the cost of services.

8.k) Consider Student Health Advisory Committee Members (SHAC) for the 2022-2023 School Year
A SHAC is a group of individuals representing segments of the community, appointed by the school district to serve at the district level, to provide advice to the district on coordinated school health programming and its impact on student health and learning. SHACs provide an efficient, effective structure for creating and implementing age-appropriate, sequential health education programs, and early intervention and prevention strategies that can easily be supported by local families and community stakeholders.

8.l) Discussion and Possible Approval of the Resolution of the Board to Employ or Accept Volunteer Chaplains
SB763 allows a district to employ a chaplain instead of a school counselor to perform the duties required of a school counselor. A chaplain employed under this provision is not required to be certified by the State Board for Educator Certification. SB763 requires each board to take a record vote on whether to adopt a policy authorizing a campus to employ or accept volunteer chaplains.

8.m) Consider Adoption of Godley ISD District Policy DEC(LOCAL)
Statutory changes became effective September 1 and requires districts with commissioned peace officers to provide certain types of leave. HB471 requires a district to provide paid leave to police officers and emergency medical services (EMS) personnel who experience an illness or injury related to their line of duty. Following the required leave of absence with full pay for a period commensurate with the nature of the illness or injury, as required by law, the district has a couple of options regarding additional leave for line of duty illness or injury.
