VII. Presentation of TAPR and Annual Report-2021-22

Description:
All Texas school districts must discuss the annual report within 90 days from the release of the Texas Academic Performance Reports (TAPR) (March 15, 2023). TAPR addresses the educational performance of the district and each of the campuses in relation to the district, state, and a comparable group of schools. The annual report also provides information on the District’s accreditation status, campus performance objectives, District standard financial reports, disciplinary incidents, and the performance of former students in higher education.

VIII.A. Paid Family Leave Update

Description:
The current Excel policy provides up to two weeks of paid parental leave. GICT recently implemented a policy providing up to six weeks and there is proposed legislation to require schools to provide up to eight weeks of leave. Excel proposes to increase up to six weeks of paid parental leave.

VIII.C. Retention Stipend for 22/23 SY

Description:
Proposed retention stipend based on years of employment. We provided a stipend for the 21/22 SY and propose to offer a stipend for the 22/23 SY. Austin ISD and other area districts have paid stipends for all employees and additional for employees who have worked for 5 or more years. We received ESSER Supplemental and Childcare Relief COVID funds to aid in the hiring and retention of staff throughout the pandemic. These funds expire at the end of this school year.

VIII.D. Rule of Order: Consent Agenda

Description:
The consent agenda is a tool used to streamline meeting procedures by collecting routine, non-controversial items into a group whereby all are passed with a single motion and vote. A consent agenda may be presented by the president at the beginning of a meeting. Items may be removed from the consent agenda on the request of any one member. Items not removed may be adopted by general consent without debate. Removed items may be taken up either immediately after the consent agenda or placed later on the agenda at the discretion of the assembly. Items may be added to the consent agenda based on established policy, committee, or the Board President. The use of consent agendas will be added to all future board orientation programs to ensure all members know what items belong on the agenda and how to move items to and from the consent agenda.

Description:
Background: We are currently working on our e-rate application E-rate is an FCC program that makes telecommunications and information services more affordable for schools. Accessing e-rate services requires us to have an internet safety policy in place that meet CIPA requirements. CIPA is the "Children's Internet Protection Act". Because we are a public school applying for e-rate service, we are required to be CIPA compliant.
