Discussion:
This winter has been snowy, icy, and challenging in many ways, making transportation difficult. The bus drivers of ISD 129 have handled these conditions exceptionally well, focusing on students' safety. On behalf of everyone in ISD 129, we wish to thank our school bus drivers for their dedication and safe practices in ensuring our students arrive at school and home safely each day!

2.1. Referendum Update
Discussion:
Superintendent McKittrick will provide an update and information regarding the upcoming referendum election process.

3. ACTION ITEMS

3.1. Recognition of AFSCME Council 65 as Exclusive Bargaining Representative for the Montevideo Maintenance/Custodial Employees and Montevideo Principal Association.
Discussion:
A "Notice of Desire to Negotiate" has been filed by AFSCME Council 65 and requests that contract negotiations for a contract to cover the 2023-2025 school year, between maintenance/custodial employees, Montevideo Principal Association and ISD 129, commence. This is a routine action item and is essential for beginning the negotiation process.

3.2. Approve Policies
Discussion:
Policies 401-407 were presented at the regular February meeting for review and are now before you for approval. Policies are MSBA model policies.

3.3. Adopt the 2023-2024 School Calendar
Discussion:
The attached school calendar is being recommended for the 2023-2024 school year. Items to point out on the calendar show that we have eliminated all but one week that has less than three school days scheduled in it (Christmas break does not apply to this). This is done in recognition of the difficulty this places on many families when school is not in session for several days. The calendar also reflects more frequent 3 day weekends in lieu of longer breaks scattered throughout the calendar.
One area to specifically point out is the change to Thanksgiving week. For the past several years we have had school on Monday of that week and then held parent-teacher conferences on Monday night and from 8am-8pm on Tuesday, with Wednesday being a no-school comp day. This is one of the schedule changes made with the above rationale in mind. Given the difficult winter this year and the effect it had on the school calendar we have identified when missed school days due to weather would be made up. The calendar operates within the FLY flex calendar with school beginning on August 28 and the last student day on May 30.

3.4. Accept Roofing Replacement Bid
Discussion:
The Middle School roof sustained hail damage last summer in two separate storms. The insurance adjusters confirmed the damage and approved the district to go out for roofing replacement and once a bid has been accepted they will work with the contractor on final pricing.
The bid documents were posted for the required time allotment with final bid documents to be submitted by February 28. Glacier Companies, LLC provided the low bid with all appropriate documents as well as proof of insurance and guarantees of material, labor, and performance bonding. It is recommended to accept the bid of Glacier Companies, LLC in the amount of $749,858.61. Glacier Companies, LLC have set aside the first two weeks of June, after school is out, to complete the project. Upon acceptance of the bid, Glacier will work with the MN Dept. of Labor for appropriate permitting. |
3.5. Approval of the 2024-2026 Achievement and Integration Plan and Budget
Discussion:
Every three years, districts participating in the Achievement and Integration program must submit a new plan of action that meets current statute requirements. Annually, a supporting budget must be submitted for the accomplishment of this plan.
Superintendent McKittrick will be reviewing the attached plan at the board meeting.

3.6. Approve SWWC Service Cooperative Contracts for 2023-2024.
Discussion:
Discussion: Annually, contracts for services for the upcoming school year must be approved. Attached is a copy of the proposed services and costs for each. Montevideo Public Schools utilizes the following:
Health and Safety Management Services $3,788.36 Special Education Services $298,161 Behavior Analytic Services $ 8,220 Student Data Privacy Program $ 1,500 for a total of $311,669.36, which is up in cost to $17,181.36 from FY23. Approval of these contracts is recommended by Superintendent McKittrick. |
4. EXECUTIVE SESSION
Description:
The School Board will close the meeting pursuant to Minn. Stat. § 13D.05, subd. 2(a)(3) (educational data) and Minn. Stat. § 13D.05, subd. 3(b) (attorney-client privilege) to discuss with assigned counsel a recent MDE complaint decision and potential response action.
