2.1.a. Acceptance of bid related to 2C24-088 Boiler Replacement @ E.P. Hubbell
Rationale:
The first and second bids are reasonably similar to the budgeted amount, with CT Combustion at $414K and Modern Mechanical at $434K. Since the City does not maintain its own prequalification process, we use the State DAS prequalification, and bidders were required to be prequalified. To be clear, the statute establishing the prequal requirement only says that projects greater than $1M require such prequal; however, Bristol has historically and successfully used DAS prequalification as a tool in a variety of projects, from concrete work to MEP projects. The lowest bidder, CT Combustion, is not DAS prequalified, and included in his bid note that the statute doesn’t require it.

2.1.b. Acceptance of bid related to 2C24-089 Fire Alarm Panel Replacement @ E.P. Hubbell
Rationale:
The second (L. Holzner Electric) and third (Anderson Electrical) bids received are clustered near the $300K. There is a low bidder (Facility Compliance Services) who is considerably lower than the others; his bid shows that he only anticipates 550-man hours for the project, significantly less than other bids. Since the City does not maintain its own prequalification process, we use the State DAS prequalification, and bidders were required to be prequalified. To be clear, the statute establishing the prequal requirement only says that projects greater than $1M require such prequal; however, Bristol has historically and successfully used DAS prequalification as a tool in a variety of projects, from concrete work to MEP projects. The lowest bidder, Facility Compliance Services, is not DAS prequalified.

Rationale:
Banton’s bid came in significantly lower than the others. After an extensive scope review, they are confident they can complete the project within the parameters of their bid. Since the City does not maintain its own prequalification process, we use the State DAS prequalification, and bidders were required to be prequalified. To be clear, the statute establishing the prequal requirement only says that projects greater than $1M require such prequal; however, Bristol has historically and successfully used DAS prequalification as a tool in a variety of projects, from concrete work to MEP projects.

2.2. Bristol Central & Bristol Eastern Underground Storage Tanks (UST)

2.2.a. Accept Bristol Central UST Replacement Project as Complete
Rationale:
The Operations Committee serves as the building committee for the Bristol Central Underground Storage Tank Project. This project is complete and it is the responsibility of the building committee and the BOE to accept this project as complete. This is part of the state requirements to apply for the final state payment and start the audit process.

Rationale:
The Operations Committee serves as the building committee for the Bristol Eastern Underground Storage Tank Project. This project is complete and it is the responsibility of the building committee and the BOE to accept this project as complete. This is part of the state requirements to apply for the final state payment and start the audit process.
