5.2.a. 21st Century Community Learning Centers Grant
Rationale:
West Bristol School (formerly at O’Connell School) is in year 2 of a 5-year, 21st Century Community Learning Center grant. This program, which has been in existence since 2005, provides high quality before and after school programming involving academic support, enrichment, socialization skill development, and increased parent involvement. The program runs the full school year, five days a week, from 6:30-8:30am and 3:15-6:00pm. This federal grant of $637,500 provides $150,000 for each of the first 3 funding years with a reduction of funding by 25% in year 4 ($112,500) and 25% in year 5 ($75,000). Families pay tuition on a sliding-scale, ranging from $10 to $70 per week. This tuition supplements the grant and allows the program to be sustained during the years of reduced funding.

5.2.b. Greene-Hills School FRC Grant
Rationale:
Bristol Public Schools have been awarded a grant for a third FRC to be housed at Greene-Hills School. Funds will be allocated immediately upon completion of the implementation plan which will be submitted on or before September 17th. The grant for the Family Resource Center at Greene-Hills School will permit the FRC to expand services to families and students. This new center will implement the seven components of service provided by FRCs statewide. These services include preschool programming such as weekly Play and Learn groups and developmental screenings, school age care and collaboration with BBGC program, Parents As Teachers (PAT) home visiting program/parenting education, home daycare provider training, adult education support/collaboration, positive youth development and resource & referral services. FRC staff will work closely with school staff to ensure the success of all these programs for families. Our goal is to increase parental involvement in their child’s education and to facilitate a strong school, family and community partnership. This grant is for fiscal year 2012/13, however, ongoing funding as an approved SDE FRC site is expected. Our current FRCs have received ongoing funding from the state for over 15 years as well as many other grants from our community and local foundations. The projected SDE budget for FRCs this year is 110k. |
5.2.c. People Empowering People Grant
Rationale:
The FRC has received grant funds for year 2 of a 2 year grand from State Department of Education Resource Center (SERC) to implement two parent leadership training. People Empowering People Program is a twelve week curriculum designed to train parents in advocacy skills including setting goals along with devising and implementing an action plan that increases parent involvement in the schools and the community. PEP is designed to build on parent strengths and recognizes the unique life experiences and capacities of each person. PEP training will be offered at Bristol Head Start and at the Women & Children’s Transitional Shelter; these parents have children in our FRC schools and live at or below the poverty level. The ultimate purpose of this training is to encourage parent involvement in the school and work towards the elimination of the achievement gap. This is a two year grant (October 1, 2011 – 2013) for $14,000 per year for a total of $28,000. Funds are fully secured for year 2 of this grant.
