4.2.a. ARRA Stabilization - Ed Grants
Rationale:
The State Fiscal Stabilization Fund appropriation under the American Recovery and Reinvestment Act provides the resources for local education agencies to avoid reductions and create jobs in education and other essential public services.

4.2.b. Adult Education Grant
Rationale:
The Adult Education Grant is submitted for approval. The state’s reimbursement percentage is 52.62% or $280, 483. Our total grant was in the amount of $553,550.

4.2.c. Open Choice/Sheff Settlement
Rationale:
The Sheff Settlement grant allows Bristol to fund programs for Hartford Choice students that will enable them to be prepared for college. Programs will include before, during, and/or after school tutoring, enhanced school-family interactions and communication, opportunities for college visits, and AVID workshops which provides teachers with hands-on training related to implementing highly effective instructional strategies into their classrooms. Grant Award Amount: $7,200.00

4.2.e. School Readiness and Child Daycare Grant Program
Rationale:
Purpose of Grant Program: 1. To significantly increase the number of accredited and/or approved spaces for young children in order to provide greater access to high-quality preschool programs; 2. To significantly increase the number of spaces for young children to receive full day/ part day child care services to meet family needs and to enable parents to become employed; and to establish a shared cost for such early care and education programs among the state and its various agencies, the communities and families. |

6.1. Vote to Return Clarence A. Bingham School to the City
Rationale:
On June 30, 2010 the Clarence A. Bingham school closed. The board needs to vote to return the school building back to the City of Bristol.

7. POLICY REVISION

7.1. Regulation 5111 - Proof of Residency - First Reading
Rationale:
This is a new regulation to accompany Policy 5111 Admission/Age of Attendance/Placement. In recent years, we have had families enroll their children in the Bristol Schools only to find out that they do not reside in Bristol. This policy requires proof of residency at the time of registration.

7.2. Policy 5131 - Cyberbullying - First Reading
Rationale:
This is a new policy. In recent years, several instances of bullying via social networking sites and e-mail have occurred. Many of these out-of-school incidents have carried over to the school day. This policy acknowledges the problem and provides students and parents guidelines for types of speech that are not acceptable and considered cyberbullying.

7.3. Policy and Regulation Revision 6114.1 - Fire Emergency (Drills) - First Reading
Rationale:
This policy revision includes changes in state statute requiring emergency preparedness drills in addition to fire drills. Emergency preparedness drills must occur once every quarter [3 times each year for schools]. The policy was last reviewed in 1995.
