VII. PUBLIC COMMENT:

Persons wanting to address the Board during Public Comment shall before the beginning of the meeting print their names and the subject matter on the sign-in sheet provided at the entrance of the Board Room.  As per Policy BED (Local) all Board Meetings, Public Comment shall be limited to items on the agenda posted with notice of the meeting.  The Board allots 30 minutes for Public Comment.  Speakers shall limit comments to a maximum of 5 minutes or the allotted time, depending on the number of speakers that have signed up. Complaints or grievances on the following subjects; employee complaints, personnel matters, student complaints, removal of alternative education program, complaints against individual board members, and expulsions, shall be directed to the appropriate policy for attempted resolution before bringing the matter before the Board.  The Board President shall determine if the topic shall be redirected to the appropriate policy or redirected to Administration. Comments on issues shall be constructive and courteous.


The Board may deliberate or take action regarding the following agenda items.

Board policy BE (Local) and Robert's Rules limits debate to two opportunities.  A Trustee may debate a motion for three minutes on the first speaking opportunity and two minutes on the second opportunity.

Recommend approval of Quote #008-23 Lease Purchase for Class “C” School Buses to the Santander Bank tax-exempt five-year installment financing for purchasing twenty school buses from Longhorn Bus Sales using BuyBoard – Resolution R002/22-23. The contract number is 549-17, and there is a fee of $800.00 per purchase order. Final Expenditure not to exceed $3,624,615.00, which includes applicable one-time purchase and finance charges at no more than 4.85% interest for five years.

IX.D.2. Recommend approval to renew the Memorandum with Communities in Schools Cameron County, Brownsville, Texas, for Case Management Services for At-Risk and Economically Disadvantaged students for the 2023-2024 school year in the amount not to exceed $ 425,000.00 from categorical funds. *

IX.D.3. Recommend approval to enter into Agreement with Cameron County Community Service Centers and School Districts to provide Adult Basic Education/Adult Secondary Education, High School Equivalency, English as Second Language and, certification for in demand occupations classes for the 2023-2024 school year at no cost to the District. *

IX.D.4. Recommend approval to enter into a contractual agreement with Texas Southmost College (TSC), to begin providing High School Equivalency instructional services along with Career Pathways and certification to adults in the Cameron county area in the amount not to exceed $60,000.00 for the 2023-2024 school year. *

IX.D.5. Recommend approval to enter into Agreement with SpaceX to provide Adult Basic Education/Adult Secondary Education, High School Equivalency, English as Second Language and, certification for in demand occupations classes for the 2023-2024 school year at no cost to the District. *

IX.D.6. Recommend approval to enter into contractual agreement with Texas State Technical College (TSTC), to begin providing High School Equivalency instructional services along with Career Pathways and certification to adults in the Cameron county area in the amount not to exceed $18,000.00 for the 2023-2024 school year. *

IX.D.7. Memorandum of Understanding between the Cameron County Juvenile Justice Alternative Education Program and the Brownsville Independent School District for 2023-2024 school year. A total estimated fiscal implication not to exceed $50,000.00 for the 2023-2024 school year is anticipated. *

IX.D.8. Recommend approval to renew a Memorandum of Understanding between the Brownsville Independent School District and Behavioral Health Solutions of South Texas Youth Prevention Program for implementation of their educational programs for reducing alcohol and substance abuse among youth during the BISD 2023-2024 school year. No cost to the District. *

IX.D.9. Recommend to approve a memorandum of understanding between Palms Behavioral Health Hospital and Brownsville ISD for educational services for BISD students who participate in the Partial Hospitalization Program for the 2023-2024 school year. No cost to the District. *

IX.D.10. Recommend approval to enter into a Memorandum of Understanding between the Brownsville Independent School District and The Recovery Center of Cameron County to provide substance abuse counseling services for the adolescent population for the 2023-2024 school year. No cost to the District. *

IX.D.11. Recommend approval to renew the Memorandum of Understanding between Texas A&M University and Brownsville ISD to implement the Advise TX College Advising Corps at Hanna, Porter, Pace, Rivera, Lopez and Veterans Memorial ECHS's for the 2023-2024 and 2024-2025 school years subject to funding. Each ECHS will pay $12,500.00 from campus categorical or local funds each year not to exceed $75,000.00 per school year. *

IX.D.12. Recommend to approve the renewal of the Contract/Memorandum of Understanding between the University of Texas Rio Grande Valley AmeriCorps and Brownsville Independent School District for the purpose of providing AmeriCorps members at Brownsville ISD high school campuses to assist students with college planning and enrollment services for the 2023•2024 school year. No cost to the District. *

IX.D.13. Recommend approval to renew a Memorandum of Understanding between Brownsville ISD and Mesquite Treatment Center. LLC to provide outpatient chemical dependence services, intervention and counseling to BISD Brownsville Academic Center students during the school day for the 2023-2024 school year. No cost to the District. *

IX.D.14. Recommend approval to renew the Memorandum of Understanding between the Brownsville Independent School District and Tropical Texas Behavioral Health for Student Mental Health Services for the 2023-2024 school year.  No cost to the District. *

IX.E. Recommend approval of the following Bid(s)/Proposal(s)/Purchase(s):

IX.E.1. Recommend approval to extend RFQ #20-132 Architectural Services District-wide for an additional three (3) months to expire in November 2023, to BEAM Professionals (PBK Architects, Inc.) of McAllen, Texas, Rike Ogden Figueroa Allex (ROFA) Architects, Inc. of McAllen, Texas, and Gomez Mendez Saenz (GMS), Inc., of Brownsville, Texas, and to authorize the Administration to negotiate and execute the contract fee for said services on a rotational, project by project basis.

IX.E.2. Recommend approval to extend RFQ #20-133 Architectural/Engineering Design Services for Roof Replacement District-wide for an additional three (3) months to expire November 2023, to Raba-Kistner, Inc., of McAllen, Texas, BEAM Professionals (PBK Architects, Inc.), of McAllen, Texas, and Armko Industries, Inc., of McAllen, Texas and to authorize the Administration to negotiate the fee and execute the contract for said services on a rotational, project by project basis.

IX.E.3. Recommend renewal of RFQ #21-119  Mechanical, Electrical, Plumbing (MEP) Engineering Services District-wide for the final extension of one (1) year term to expire in August of 2024 to Halff Associates, Inc., of McAllen, Texas, Ethos Engineering, of Harlingen, Texas, and Sigma HN Engineers, PLLC of McAllen, Texas, and to authorize the Administration to negotiate and execute the contract fee for said services on a rotational, project by project basis. 

IX.E.4. Recommend renewal of RFQ #21-123  Air Conditioning Systems (HVAC) Test and Balance Services District-wide for the final extension of one (1) year term to expire in August of 2024 to PHI Service Agency, Inc., of Alamo, Texas, and TABFX, LLC of San Juan, Texas, and to authorize the Administration to negotiate and execute the contract fee for the said services on a rotational, project by project basis. 

IX.E.5. Recommend approval to exercise the option to renew Bid #22-018 Recycling Service District-wide (Reverse Bid) to Redfish Recycling (Marck Industries of Texas) of Brownsville, Texas. The term of the contract will be effective August 01, 2023, through August 01, 2024,. This is the final year of 3 year contract.

IX.E.6. Recommend renewal of Bid #23-061 Air Conditioning Filters and Frame District-wide to several vendors.  The term of this contract is effective August 01, 2023, through August 01, 2024, with the option to renew for an additional one (1) year.  Year two (2) of a three (3) year contract.

IX.E.7. Recommend renewal of Bid #23-064 Electrical Repair on Pumps, Motor Tools, Lift Stations and Generators District-wide to several vendors.  The term of  this contract is effective August 01, 2023, through August 01, 2024, with the option to renew for an additional one (1) year.  Year two (2) of a three (3) year contract.

IX.E.8. Recommend renewal of Bid #23-065 Fire Extinguisher Materials and Fire Suppressant System District-wide to several vendors.  The term of the contract will be effective August 01, 2023, through August 01, 2024, with the option to renew for an additional one (1) year.  Year 2 of a 3 year contract.

IX.E.9. Recommend renewal of Bid #23-066 Concrete Supplies and Materials District-wide to G & T Paving, Brownsville, Texas.  The term of this contract is effective August 01, 2023, through August 01, 2024, with the option to renew for an additional one (1) year.  Year two (2) of a three (3) year contract.

IX.E.10. Recommend renewal of Bid #23-068 Fummigation/Extermination and Herbicide Services District-wide to several vendors.  The term of this contract will be effective from August 01, 2023, through August 01, 2024, with the option to renew for an additional one (1) year.  Year 2 of 3 year contract.

Recommend renewal of CSP #23-151 Onsite Auctioneer Services District-wide to AMT Auctioneer Marketing of San Antonio, Texas.  The term of the contract will be effective from August 01, 2023, through August 01, 2024, with the option to renew for one (1) additional year.  Year 2 of a 3 year contract.
