VII. PUBLIC COMMENT:
Persons wanting to address the Board during Public Comment shall before the beginning of the meeting print their names and the subject matter on the sign-in sheet provided at the entrance of the Board Room.  As per Policy BED (Local) all Board Meetings, Public Comment shall be limited to items on the agenda posted with notice of the meeting.  The Board allots 30 minutes for Public Comment.  Speakers shall limit comments to a maximum of 5 minutes or the allotted time, depending on the number of speakers that have signed up. Complaints or grievances on the following subjects; employee complaints, personnel matters, student complaints, removal of alternative education program, complaints against individual board members, and expulsions, shall be directed to the appropriate policy for attempted resolution before bringing the matter before the Board.  The Board President shall determine if the topic shall be redirected to the appropriate policy or redirected to Administration. Comments on issues shall be constructive and courteous.

The Board may deliberate or take action regarding the following agenda items.

Board policy BE (Local) and Robert's Rules limits debate to two opportunities.  A Trustee may debate a motion for three minutes on the first speaking opportunity and two minutes on the second opportunity.

IX.A. Recommend approval of the following General Function Item(s):

IX.A.1. Recommend approval to apply to the Texas Board of Nursing (TBON) requesting approval to establish an internal Licensed Vocational Nursing (LVN) program. Upon School Board approval, and if approved by the TBON, the implementation of the LVN program will begin at the start of the 2024-2025 school year, for up to 10 high school juniors, and it will be in the amount not to exceed $70,000.00.  *

IX.A.2. Recommend approval to renew the purchase of Navigate360 of Richfield, Ohio to implement a social-emotional curriculum for all BISD secondary students in grades 6th - 12th for the 2023-2024 school year. Acquisition to be processed using Region VIII Education Service Center (TIPS) Cooperative Purchasing, Resolution #009/22-23 Categorical Fund 282/ESSER III. *

IX.A.3. Recommend to renew the purchase of Quaver SEL to implement a social-emotional curriculum for all BISD elementary students in grades PreK, 5th grade in the 2023-2024 school year. *

IX.A.4. Recommend approval for the 2022-2023 State Adoption of Instructional Materials from McGraw Hill LLC to be implemented during the 2023-2024 school year for Teen and Glencoe Health. *

IX.A.5. Recommend approval for the 2022-2023 State Adoption of Instructional Materials from SAVVAS Learning Company LLC and McGraw Hill LLC to be implemented during the 2023-2024 school year. *

IX.A.6. Recommend approval for the 2022-2023 State Adoption of Instructional Materials from QuaverEd to be implemented during the 2023-2024 school year. *

IX.A.7. The Brownsville Independent School District accepts the donation of $11,037.42 from Sombrero Festival to Pace ECHS JROTC.

IX.A.8. Recommend approval for the purchase of Studies Weekly to be utilized as the selected adoption for Elementary Social Studies with implementation starting the 2023-2024 school year and continue through the 2025-2026 school year. Items to be purchased are subject to the district's needs and funding from the Instructional Material Allotment (IMA) Funds in the amount of $462,973.50. *

IX.A.9. Recommend approval to compensate employees who attend required summer training that is outside their regular working calendar and employees that need to work special events during the summer for school year 2022-2023 and school year 2023-2024.

IX.A.10. Recommend to bring in classified Support Staff, LVNS and Health Aides under the compensation plan supplementary rate, to be paid from ESSER Funds to continue with the CAB Clinic and Operation Border Health/Preparedness 2023.

IX.A.11. Recommend approval of Resolution #029/2022-2023 of the Board of Trustees of Brownsville Independent School District calls on the Texas Legislature to reject any diversion of public dollars to private entities in the form of Education Savings Accounts, Taxpayer Savings Grants, and other mechanisms that reduce public education funding.

IX.A.12. Recommend approval of Resolution #030/2022-2023 to excuse and pay for the time missed by some of the employees caused by the District closure due to the inclement weather.

IX.B. Recommend approval of the following Payment(s):

IX.B.1. Recommend the approval of payments for construction services and/or engineering services throughout the district in the total amount of $1,618,502.09.

IX.C. Recommend approval of Budget Amendments:

IX.C.1. Recommend approval of Budget Amendment #021 in the amount of $463,490.00 for Local Funds.  (Carryover Budget)

IX.D. Recommend approval of the following Contract(s)/Agreement(s):

IX.D.1. Recommend approval of the contingent fee contract for RFQ #23-169 Delinquent Ad Valorem Tax Attorney Services to Perdue Brandon Fielder Collins & Mott, LLP of McAllen, Texas, pursuant to Section 6.30 of the Tax Code.  Contract is for the collection of delinquent government receivables owed to Brownsville ISD and written findings related to said contract herein; notice of said contract and written findings is posted with agenda in accordance with Section 2254 of the Texas Government Code.

IX.D.2. Recommend approval for the Memorandum of Understanding between Gladys Porter Zoo and the Brownsville Independent School District for the 2023-2024 school year beginning from June 2023 to July 2024, to provide work-based learning experience for students, at no cost to the District. *

IX.D.3. Recommend approval to continue the existing Memorandum of Understanding (MOU) with NINOS Head Start to include co-enrolled at Burns, Brite, Garden Park, Benavides, and co-teaching model at Aiken, Vermillion, Canales and Perez. The collaboration will continue at all eight elementary sites for the 2023-2024 school year. *

IX.D.4. Recommend approval to enter into an agreement of Terms of the Donation between Brownsville Independent School District and Undies for Everyone for distribution of undies for our Homeless children and youth enrolled in our Early Childhood programs through 8th Grade for the 2023-2024 school year. No cost to the District. *

IX.D.5. Recommend approval of the 21st CCLC Cycle 11 YR 2 Texas ACE 2023 summer school students to attend the BISD 2023 Summer School Sites from June 6, 2023 to June 28, 2023. ACE programming for week five will occur from July 24, 2023 to July 27, 2023. BISD ACE students will continue to receive academic and enrichment opportunities as required by the grant. The BISD ACE summer school plan will not affect the number of students served. *

IX.D.6. Recommend approval of the Master Interlocal Agreement between Region 1 Education Service Center for services in Administrative Leadership, Curriculum, Business & Operations and Technology Solutions in the amount of $32,576.20.

IX.D.7. Recommendation approval of the BISD Easement Request and Agreement transfer of the Veterans Memorial ECHS easement to the Union Design Developers, LP for the transfer of 15-foot utility easement to Riverbend Subdivision II.

IX.D.8. Recommend approval to add ten (10) properties located at Sams Memorial Stadium as described in the Blanket Electrical Easement Agreement (PID #'s 56878, 56879, 57000, 57001, 57002, 57003, 59811, 59812, 59813, 59814) with Brownsville Public Utilities Board (BPUB) at no cost, and no  impact in property size to BISD.

IX.D.9. Recommend approval of an MOU between Brownsville ISO and Texas State Technical College for the 2023-2024 school year to provide P-TECH students the opportunity to enroll in Dual Enrollment program of study courses at respective high schools. Cost not to exceed to exceed $15,000.00.  *

IX.D.10. Recommend approval to contract with the University of Texas Rio Grande Valley (UTRGV) for services regarding the Texas Prefreshmen Engineering Program (TexPREP) to be implemented during the summer of 2023, which includes five (5) Saturday follow-up sessions at a cost of $425.00 per student.

IX.E. Recommend approval of the following Bid(s)/Proposal(s)/Purchase(s):

IX.E.1. Recommend approval to renew RFP #19-119 Insurance Consultant to Valley Risk Consulting, Inc. of McAllen, Texas for the 2023-2024 plan year. 

IX.E.2. Recommend renewal of Bid #22-067 Fire System Annual Inspections and Repairs on Fire Flows, Risers and Fire Pumps District-wide to several vendors. The term of the contract will be effective from May 02, 2023 through May 02, 2024, with the option to renew for an additional one (1) year. Year 2 of a 3-year contract.

IX.E.3. Recommend renewal of Bid #22-091 Disposal of Hazardous and Non-Hazardous Waste District-wide to several vendors.  The term of this contract is effective May 02, 2023, through May 02, 2024, with the option to renew for an additional one (1) year.  Second year of a three-year contract.

IX.E.4. Recommend renewal of Bid #22-109 Implement Online Academic Transcript Services (Reverse Bid) to Parchment LLC., of Scottsdale, Arizona.  The term of the contract will be effective from May 02, 2023, through May 02, 2024, with the option to renew for an additional one (1) year.  This is year 2 of a 3 year contract.

IX.E.5. Recommend renewal of  CSP #22-137 Student Athletic, UIL and Accident Insurance to Student Insurance Plans of Frisco, Texas, in the amount not to exceed $907,500.00 from Local Maintenance and Categorical Funds for the 2023-2024 school year.  Year two (2) of a five (5) year contract.

IX.E.6. Recommend awarding RFQ #23-171 Real Estate Services District-wide to RE/MAX Sun Valley Realtors, Joe de la Fuente/Broker, of Brownsville, Texas.  The term of this contract is effective May 02, 2023 through May 02, 2024, with the option to renew up to two (2) additional one (1) year periods if all parties are in agreement.  Year 1 of 3 year contract.
